No. 7355 (E) Action Sought Adopt Resolution No. 7355, which orders a Preliminary Engineering Report for the 2014 Street Reconstruction Project; authorize the appropriate City officials to execute an Agreement with ITCO Allied Engineering Company to perform soil borings; and authorize the appropriate City officials to execute an Agreement with Bolton & Menk, Inc. to perform engineering services. Background Attached is Resolution No. 7355, which orders a preliminary engineering report to be prepared for the following streets: •7th Avenue and Shakopee Avenue from Apgar Street to Fuller Street •Apgar Street& Scott Street from 7th Avenue to 10th Avenue •Atwood Street from 6th Avenue to Shakopee Avenue •Fuller Street from 6th Avenue to 8th Avenue •Market Street from 7th Avenue to 11 th Avenue Also, attached is a proposal from Bolton & Menk, Inc. to perform surveying services and a proposal from ITCO Allied Engineering Company to perform soil borings. Staff has completed the review of the proposed 2014-2018 Capital Improvement Program which includes street reconstruction projects on the streets listed above. Due to the size of the project, staff is requesting an early start on the project. Attached is a map showing the proposed study area for the 2014 Street Reconstruction Project. In the preliminary engineering report, staff will investigate street reconstruction along with utility replacement. In order to reconstruct these streets during the summer months of the 2014 construction season, soil borings, a topographical survey and the preliminary engineering report should be authorized at this time. It is staff's intent to prepare the preliminary engineering report in accordance with the current assessment policy of assessing 30% of the street improvements to the benefiting properties. This will require 70% of the street improvements to be city funded. Recommendation Adopt Resolution No. 7355, which orders a Preliminary Engineering Report for the 2014 Street Reconstruction Project; authorize the appropriate City officials to execute an Agreement with ITCO Allied Engineering Company to perform soil borings; and authorize the appropriate City officials to execute an Agreement with Bolton & Menk, Inc. to perform engineering services. i Budget Impact If the project is approved, it will be funded by the Sanitary Sewer Fund, Storm Sewer Fund, special assessments and tax levy. Council will need to consider issuance of debt for the city street portion of the project. Debt service annual payments will be discussed and presented during budget process. Relationship to Vision This supports Goal E: Deliver effective and efficient public services by a staff of well-trained, caring, and professional employees. This proposal letter presents our planned scope of work and the associated fees for this project. The purpose of our work would be to obtain information regarding subsurface conditions. The project site is located along Apgar Street S from Th Avenue W to 1011' Avenue W, Scott Street S from 711, Avenue W to 10111 Avenue W, Atwood Street S from Th Avenue W to 8t" Avenue W, Fuller Street S from 8111 Avenue W to Shakopee Avenue W, 711, Avenue W from Apgar Street S to Fuller Street S, Market Street S from 711, Avenue E to 1 P', Avenue E, and Hilldale Drive E from Eagle Creek Drive to the cul-de-sac. The site consists of existing roadways that will be reconstructed. ITCO Allied Engineering proposes to put down twelve borings on the site at locations to be determined. With this proposal we assume that the project site is accessible for a truck mounted drilling rig. If we find that the site is inaccessible to our drilling rig, we will contact you to discuss other field exploration options. Flagging or other traffic control is not included in this proposal. If this is necessary it would be done at additional cost. The borings will be Standard Penetration Test (SPT) borings with samples taken every 2.5 feet. SPT borings are recommended because they provide a more accurate soil profile than other types of borings. We have also included costs for conducting 12 gradation tests and 6 P.I. tests in order to determine the AASHTO soil classes and estimate the R-values. If pavement subgrade soils consist of sandy soils the P.I. tests would not be necessary. The results of our field exploration program. along with the boring logs and a boring location diagram would be presented in a final engineering report. The following are our proposed scope of services, assumptions and schedule for the topographical survey on the project. Together with an estimated scope and cost to complete construction staking and as-builts on the project: TOPOGRAPHIC SURVEY SCOPE OF SERVICES The scope of services for the topographic survey will be in accordace with the attached letter from the City soliciting this proposal. Based on the letter, the proposed scope is as follows: • Project start up • Request a Gopher State One Call Locate • Calculations • Coordination • Establish project control on Scott County horizontal datum and NAVD88 vertical datum. • Perform topographic survey in the field. • QA/QC review of the topographic survey in the office. • Calculate and establish the street right-of-way in an AutoCAD base map. • Prepare and submit deliverables. o To aid the drafting of the topo, Bolton and Menk will provide a Civil 3D AutoCAD file including the raw linework at no additional charge. The AutoCAD file will be generated by Bolton & Menk for QA/QC purposes for our review to ensure the accuracy of the topo before the final point file is delivered.
