D. 1. �it t lfi()1't"l- TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator DATE: 09/03/2013 SUBJECT: Authorization to Hire Four Full-Time Firefighters (B & E) Action Sought The City Council is asked to authorize the hiring of David Giddings, Robert Indrebo, Joseph Simon and Ryan Yttreness as full-time firefighters, at Step E of Grade 5 of the 2013 Non-Union Pay Plan, subject to successful completion of the required pre-employment background check, physical, drug test and functional capacity exam. Background On May 7, the City Council approved a job description for the position of full-time firefighter and authorized staff to begin the recruitment process to fill four positions. The positions were posted and a total of 230 applications were received by the deadline, including 13 internal and 217 eXternal candidates. Of that number, 120 were invited to take the written test and 94 actually took the test. Sixty-eight candidates who scored 80% or better on the written test were invited to first round interviews, before a panel consisting of Assistant Fire Chief Dave Judd and myself. Of those, 24 candidates advanced to second round interviews, before a panel consisting of Fire Chief Rick Coleman, Police Chief Jeff Tate, and Grey Hayes, Director of Emergency Services for the Shakopee Mdewakanton Sioux Community. Recommendation The interview panel's recommendation is that David Giddings, Robert Indrebo, Joseph Simon and Ryan Yttreness be hired to fill the four positions. All four are internal candidates and each possess all of the required licenses and certifications, including National Registry EMT. As a group, they have already contributed a total of 33 years of service to the Shakopee Fire Department. Dave Giddings has been a paid-on-call firefighter for the City since May of 2005 and currently holds the position of Lieutenant with the paid-on-call staff. He is currently employed by a national delivery company and also brings experience in the constniction industry. Rob Indrebo has been a paid-on-call firefighter for the City since September of 2006. He is currently employed as a dispatcher for Scott County and was previously a full-time firefighter for the City of Eau Claire, Wisconsin. Rob is certified to perform in-house service and repair on the Department's SCBA equipment. Joe Simon has been a paid-on-call firefighter with the City since March of 2007. He is currently employed as an operations manager with an armored car company. Ryan Yttreness has been a paid-on-call firefighter since March of 2001. He has held numerous officer positions through the years and is currently serving as the Deputy Chief of Training with the paid-on-call staff. He is currently employed as a trucking manager for a local construction services company. Budget Impact Funding for these four positions was included in the Fire Department's operating budget for 2013. Given that each has significant experience with the Shakopee Fire Department, it is recommended that all four be hired at Step E of the pay grade, which is the second of six steps, and equals $23.47 per hour or $48,813 per year. Relationship to Vision The addition of full-time firefighters to improve daytime response is related to Goal B: Positively manage the challenges and oppor•tunities pr•esented by growth, development and change•, and the hiring of qualified individuals to fill these positions is related to Goal E: Deliver� effective and effzcient public services by a staff of well-trained, caring and professional employees. Requested Action The Council is asked to authorize the hiring of David Giddings, Robert Indrebo, Joseph Simon and Ryan Yttreness as full-time firefighters at Step E of Grade 5 of the 2013 Non-Union Pay Plan, subject to successful completion of the required pre-employment background check, physical, drug test and functional capacity exam.
