Providence Westchester Neighborhood Park Schematic Design ~ ~ t I~. ft CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council, City Administrator, Mark McNeill From: Andrea Weber, Parks and Recreation Landscape Designer Meeting Date: February 20, 2007 Subject: Providence Westchester Neighborhood Park Schematic Design INTRODUCTION The Parks and Recreation Advisory Board Recommended approval of the final schematic design for Providence Westchester Park, with a few modifications. This project is being brought to City Council for approval of the schematic design and authorization to prepare plans and specifications. DISCUSSION NeiQhborhood DesiQn Process We used a neighborhood park design process to design the park, with input provided by residents of the Providence Pointe, Westchester and Weston Ponds neighborhoods. Over 900 flyers were sent out for the first meeting, which was held on December 12, and approximately 75 people attended. Staff gave a PowerPoint presentation discussing the park design process and presented two schematic designs, attached. The feedback (attached) was strongly (80%) in favor of the "Meadow" design. The primary reason residents stated for this preference was to keep the playground area away from 1 th Avenue. We presented a final schematic design (attached) based on the Option B at a follow-up neighborhood meeting on January 9. We estimate that there were approximately 100 residents in attendance. Feedback from this meeting is also attached. Throughout the neighborhood design process, we attempted to incorporate as many of the comments and suggestions into the design as were feasible. Some examples include: . Locating the play structure area further away from 17th Avenue. . Incorporating adult activity options (basketball, sand volleyball). . Permanent park building instead of a portable warming house. Parks and Recreation Advisory Board Recommendation The Advisory Board reviewed the schematic design at their January meeting and recommended general approval. However, they had three design change recommendations: . Instead of a half basketball court shown on the original Final Schematic Design, they recommended a full court. Basketball is typically a well used area in parks and since this is a large neighborhood park, it can be accommodated in size. . Instead of having the hockey rink unpaved for non-winter use as an off leash dog area, they recommended it be paved with concrete for roller blading use in non- winter. This comment was in support of a resident of Westchester who described . how her son has gotten to know some of the many Russian immigrant family's children in the area through roller blading. It is a popular activity for many area children and often takes place in the street, as there is no other hard surface space which is big enough. . Include sand volleyball instead of turf. Sand Volleyball is currently only available at Scenic Heights and Lions Park, though there are plans to remove it there. Neiahborhood Demoaraphics The Advisory Board also requested that we research neighborhood demographics, and if needed to meet the project budget, use these demographics to phase amenities based on the ages of children in the area. We contacted the Shako pee School District to see what demographic information they had, and were able to obtain the following information for the most relevant census tract (Providence Pointe, Westchester, ACC, Valley Creek Crossing, Beckrich Park Estates and Weston Ponds), Grade # students K 33 1 27 2 29 3 18 4 22 5-6 34 7-8 40 9-11 37 The demographics for this neighborhood indicate that the largest age groups are younger children, and for the most part, the number of students/grade decreases as ages increase. Park Buildina Options The project budget contains $250,000 for a park building. After reviewing the availability of site utilities (sewer and water), we anticipate that extending services to the proposed building location will cost approximately $30,000-$40,000. Given the recent building construction costs, we have identified three options for the restroom/warming building design and construction. 1. Full-function building with year round restrooms and warming space. 2. Premanufactured or pre-engineered building. 3, Temporary portable warming house (similar to a construction trailer). As noted previously, most of the comments we received when we discussed each option was that they desire a full-function building that can serve as a warming house during the winter and a park building/gathering place during the summer. We have been in contact with several other cities that have recently constructed different types of park buildings. Once we have gathered all of this information, we will be presenting options to the Advisory Board and will return to you with their recommendation. ... " . Plavqround Desiqn We originally had budgeted $75,000 for playground equipment. However, after discussion with the Advisory Board, they recommended decreasing that amount to $65,000 in order to fund other portions of the project. We received proposals on February 12 for the playgrounds, and will be presenting them at a third neighborhood meeting on February 15. After Advisory Board review, the selected design will also be brought to Council for approval. Proiect Budqet The total CIP budget for this park is $1,087,500. Our preliminary construction breakout is: Design and Construction Administration (25%) $ 217,500 Park Building $ 250,000 Park Improvements $ 620,000 2007 CIP $1,087,500 At this point, it appears that the desired amenities will be close to our project budget. We will have more detailed information as the plans and specifications are developed, and a final decision on the type of park building is made. As recommended by the Advisory Board, the final plans and specifications can identify bid alternates that can be used to meet the project budget. Timeline The proposed timeline for this park is to have bid documents available for advertisement in May for summer construction. More information on the playground equipment and park buildings will be brought back to Council at a follow-up meeting. Site Survey In order to proceed with plans and specifications, we need to have survey of the site completed. WSB proposed a not to exceed cost of $4,100. Bonestroo and Associates proposed a not to exceed cost of $5,200 and $190 in expenses. Relationship to Visionina A. Active and healthy community. B. High quality of life. C. Great place for kids to grow up. REQUESTED ACTION If City Council concurs, move to: 1. Authorize development of plans and specifications for the Providence PointelWestchester Park. 2. Do whatever it takes to ensure a restroom & warming house for the kids 2. No port-a-potties 3. Warming house is important but I really want restrooms 4. Makes sense to have bathrooms close to ball fields 5. Have some type ofrestrooms near play area also 6. It is cost effective to have the utilities up toward Basenji curve - (see drawing #6) 7. Warming facility during the winter would be nice 8. Move warming house to other side of skating rinks also by ball fields 9. Prefer a permanent rest room over a warming house 10.
