INTRODUCTIONIDISCUSSION:
The EDA previously directed staff to prepare a services agreement with David Drown
Associates consistent with the proposal submitted by that firm. A draft of that agreement
is attached, and the EDA is asked to authorize execution of that agreement.
ACTION REQUESTED:
Offer and pass a motion directing the appropriate City officials to execute the attached
consultant services agreement with David Drown Associates.

Dear Mr, Leek:
Thank you for the opportunity to serve the City of Shakopee. We look forward to assisting you in your
economic development activities, The purpose of this letter is to serve as our agreement for the provision
of economic development services to the City of Shakopee. As indicated in our proposal dated
December 21, 2006, the services to be provided shall include:
Itemized list of tasks to be performed and the staff assianed:
Task A - Maintain contact with active brokers and developers.
Staff Assigned - Shannon Sweeney
Summary: Shannon will contact all active brokers and developers on a monthly basis by phone or e-mail
to discuss current market activity, new listings, and provide an updated list of available
properties/buildings. Any new initiatives by the City or within the development community will also be
high-lighted.
Task 8 - Maintain a list of available industrial buildings and properties,
Staff Assigned - Shannon Sweeney, Elizabeth Blakesley
Summary - On monthly basis Shannon will contact active brokers to discuss new listings. A complete
internet search will also be conducted in addition to contacts with City staff. New listings will be added to
a web page created by Elizabeth Blakesley with links provided to the City of Shakopee.
Task C - Meet with business prospects on an as-needed basis.
Staff Assigned - Shannon Sweeney
Summary: At the request of or as authorized by City staff, Shannon Sweeney will meet with business
prospects to discuss the advantages of locating within the City of Shakopee. Shannon will be
knowledgeable about the local real estate market including availability and prices. Shannon will also be
knowledgeable about the competitive advantages that Shakopee has to offer in transportation access,
real estate prices, availability of labor, educational/training opportunities, and available incentive
programs.
Task 0 - Assist in preparation/negotiation of incentive packages.
Staff Assigned - Shannon Sweeney
Summary: Shannon will attend meetings with staff and business owners/developers as needed.
Shannon will also educate local officials on available incentives and assist in determining those that are
appropriate for the City of Shakopee. If necessary, recommendations regarding the update of the City's
business subsidy policy will be provided, Additionally, Shannon will assist with all business subsidy
compliance issues including the provision of draft hearing notices, resolutions, etc.
Task E - Regularly provide written reports to update the EDA and EDAC and attend meetings as needed,
Staff Assigned - Shannon Sweeney
Summary: Shannon will provide written monthly reports and attend meetings as needed.
Task F - David Drown Associates, Inc. will assist the City in developing marketing materials to be
distributed to potential business prospects.
Staff Assigned - Shannon Sweeney, Elizabeth Blakesley
Summary: Shannon Sweeney will collect samples of marketing materials from area communities and
meet with local stakeholders to discuss the appropriate content and means of delivery. Prior to
implementation, Shannon will present a recommendation to the City with detailed cost estimates for
implementation and attend all required meetings.
Charges for Services:
Hourly Rate for Associate (Shannon Sweeney): $100.00 per hour + mileage at IRS rate.
Hourly Rate for Clerical (Elizabeth Blakesley): $50.00 per hour
While most of the tasks are on-going and of an hourly nature, David Drown Associates, Inc, shall commit
to the following not-to-exceed budgets for tasks Band F:
Task B - Maintain a list of available industrial buildings and properties.
Charges - $2,500 set-up charge for a web page and a not-to-exceed $150.00 per month
maintenance/updating fee.
Upon receipt of this letter signed by an authorized representative of the City of Shakopee in the space
provided, David Drown Associates, Inc. will consider this project to be authorized and will commence
work immediately. This agreement can be terminated at any time by either party with, or without cause.
