SUBJECT: Employee Participation in Upcoming Blood Drive

Introduction
The City Council is asked to authorize City staff to participate in the upcoming Red Cross Blood Drive
being held at the Community Center.
Background
The American Red Cross holds a blood drive at the Shakopee Community Center three or four times a
year. The next blood drive is coming up on Monday, February 26 from 1:00 to 6:45 p.m.
The Council is asked to authorize City staffto participate in this blood drive during work hours,
without using paid vacation or sick leave, under the following conditions:
. Employees scheduled to work during the hours the blood drive is being held will be granted up
to 90 minutes to participate in the blood drive.
. Employees must have advance approval from their supervisor and ensure appropriate coverage
of phones and service counters within their department or area.
. Employees completing their blood donation prior to the end of their scheduled shift must return
to work and complete their shift.
This is a request for one-time authorization. If this proves to be something that employees want to
participate in and that can be accomplished without too much disruption to City operations, we will
look to include a formal policy on blood donati~n in the revised Personnel Handbook, which is being
prepared for City Council review and action sometime this spring.
The City occasionally receives inquiries about hosting blood drives specifically for City employees
and questions from staff about whether they have to use paid leave to donate blood at various blood
drives around the area. It is my hope that offering employees the opportunity to donate blood when a
blood drive is held at a City facility, and under the conditions outlined above, is a good compromise
that makes it easy for our employees to do something good for the community, while ensuring that the
privilege is not abused or overly disruptive to City operations.

This is a housekeeping item.
Requested Action: If the Council concurs, it should authorize City employees to participate in the
February 26 Red Cross Blood Drive at the Shakopee Community Center, under the conditions outlined
above.
