Professional Services for Dean Lakes/Southbridge Trail Bridge 5, 0- 3, CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council CO~JSE'Jr Mark McNeill, City Administrator From: Mark Themig, Parks, Recreation, and Facilities Director Meeting Date: February 20, 2007 Subject: Professional Design Services for Dean Lakes/Southbridge Trail Bridge INTRODUCTION This agenda item requests City Council's authorization for a contract extension to design and prepare plans and specifications for the trail bridge that is required to connect the Dean Lakes and South bridge Developments. DISCUSSION The 2007 CIP identifies $230,745 for the construction of a trail to connect the Dean Lakes and Southbridge developments, which includes a trail bridge. This trail connection has been one of our most requested improvements. In order to construct this trial, we need to bridge the Prior Lake-Spring Lake Outlet Channel. The proposed bridge would be a standard 10-12' wide trail bridge that can support light-duty vehicles, such as park maintenance pickup trucks and police vehicles. The bridges are typically ordered from the fabricator (Continental and Wheeler are the most common in Minnesota), delivered to the site, and installed on poured-in-place foundations. Engineering is designing the trail system, but we don't have the expertise on staff (structural/hydraulic engineers) to develop the plans and specifications for the bridge. Services that need to be provided include: -Geotechnical -Bridge and Abutment Design -Hydraulic assessment -Surveys We requested proposals from our two engineers under contract (WSB and Bonestroo) and received proposals from both: WSB $14,270 + $250 Expenses = $14,520 Bonestroo $14,300 + $250 Expenses = $14,550 WSB's proposal is lower, and we also feel that they have a better knowledge of the existing site conditions with their work on the Dean Lake's outlet control structure and Hwy169 Pedestrian Bridge concept plans. The trail bridge alignment will be important as there is a high pressure natural gas line in the vicinity, and a number of other easements. In addition, we want to make sure that the alignment chosen will work with the future Hwy 169 pedestrian bridge. In order to ensure this, Bruce Loney has worked with WSB on a very preliminary pedestrian bridge layout (attached). VISIONING RELATIONSHIP A. Active and Healthy Community B. High Quality of Life REQUESTED ACTION If City Council concurs, move to authorize a contract extension with WSB and Associates for design of the Dean Lakes/Southbridge trail bridge in an amount not to exceed $14,520. ~~ Quarry Lake Bridge over Trunk Highway 169 January 26, 2007 SlIAKOPEE City of Shakopee, Minnesota ~ Quarry Lake Bridge over Trunk Highway 169 January 26, 2007 SHAKOPEE City of Shakopee, Minnesota
