CITY OF SHAKOPEE CO~S~~~T Memorandum c . · ~>t t f\l TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Proposed Assessments for the 2007 Street Reconstruction Project, Project No. 2007-2 DATE: February 20, 2007 BACKGROUND: On March 6, 2007, the City Council will hold a public hearing for the 2007 Street Reconstruction Project. The feasibility study proposes to assess coiner lots for a half lot for each abutting street being reconstructed. Staff anticipates some opposition to this from comer lot residents on 4th Avenue and Spencer Street that were charged for a full lot in 1993 for the reconstruction of 4th Avenue and Spencer Street. Last year, the City Council faced a similar situation on the 2006 Bituminous Overlay Project. ill that situation, the City Council chose to credit lots for half of an assessment paid for on a project nine years earlier. Staff is looking for direction on how to calculate assessments for the 2007 Street Reconstruction Project and future projects. ALTERNATIVES: 1. Assess comer lots half of an assessment for each abutting street being reconstructed. 2. Assess comer lots half of an assessment, for each abutting street being reconstructed, and credit comer lots if they have paid a full lot assessment in the past. If Council decides to credit comer lots for previous assessments, a determination on how far back to go - 1 year, 5 years, 10 years, 15 years, 20 years, needs to be done. RECOMMENDATION: Staff recommends assessing comer lots half of an assessment for each abutting street being reconstructed and crediting the property, if it was charged for more than a half lot assessment, for a project constructed within the previous 15 years.
