No. 6583 5, 6,:1-/ CITY OF SHAKOPEE Memorandum CONSENT TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Approving Plans for Pike Lake Road, from CSAH 16 to 1100 Feet South of CSAH 16, Project No. 2007-3 DATE: February 20, 2007 INTRODUCTION: Attached is Resolution No. 6580, a resolution approving plans and specifications for Pike Lake Road, from CSAH 16 to 1100 feet south of CSAH 16, Project No. 2007-3. Also attached is a resolution restricting parking on this segment of road, as required by the Minnesota Department of Transportation State Aid Office. BACKGROUND: Previously, City Council adopted Resolution No. 6562, a resolution ordering the preparation of plans and specifications for Pike Lake Road, from CSAH 16 to 1100 feet south of CSAH 16. This adoption of the resolution was done after the public hearing for this improvement project. This improvement project is to construct a collector roadway, as well as extension of sanitary sewer and watermain to serve the new elementary school building in this area and storm sewer to serve Pike Lake Road. Plans have been prepared by WSB & Associates, Inc. and are ready for Council review and approval. If the plans are approved on February 20, 2007, a bid opening would be scheduled in March, 2007 and an award of contract considered on Apri13, 2007. Staff also believes that it is important to continue with this project approval of plans and order the advertisement for bids, in order to meet a project schedule to complete this roadway to meet the needs of the school district. One design issue has surfaced with the final design, being the extension of a sanitary sewer main to the east properties adjacent to Pike Lake Road. Staff has not been able to negotiate a temporary easement with the property owners. In further review of design alternatives, staff believes the sanitary sewer extension can be done further to the south and at a time before Pike Lake Road is reconstructed or the area can be served from a sewer line further to the east of Pike Lake Road. The sanitary sewer extension to the east properties would not be deep enough to serve the area east of Pike Lake Road and north of the Prior Lake Outlet Channel. The sanitary sewer main extension was proposed to serve the lots adjacent as an option to serve the property before development occurs to the east. These properties could also be served with a sewer line from a gravity line further east of Pike Lake Road under CSAH 16 through the proposed Ridge Creek development. The property owners of Lot 4, Block 1, Meadowbrook may want to address the Council of their concerns of screening from the new school and street connection. Staff had proposed to install four evergreen trees on their property, if an easement was given to construct the sanitary sewer extension. In further review, staff believes the best alternative for sanitary sewer is from the proposed Ridge Creek development east of Pike Lake Road. Attached also is a no parking resolution on Pike Lake Road, as required by Mn/DOT State Aid Office. The assessment agreement between the City of Shakopee and Tollefson Development, Inc., associated with the project, would be prepared for Council approval at the time of award of contract for this project. ALTERNATIVES: 1. Adopt Resolution No. 6580, a resolution approving plans and specifications for Pike Lake Road, from CSAH 16 to 1100 feet south of CSAH 16, Project No. 2007-3. 2. Deny Resolution No. 6580. 3. Adopt Resolution 6583, a resolution restricting parking on Pike Lake Road, from CSAH 16 to 1100 feet south of CSAH 16. 4. Do not adopt Resolution No. 6583. 5. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1 and No.3, to approve plans and specifications for Pike Lake Road, from CSAH 16 to 1100 feet south of CSAH 16. Staff is also recommending adoption of the parking restriction resolution, as required by Mn/DOT State Aid.. ACTION REQUESTED: 1. Offer Resolution No. 6580, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for Pike Lake Road, from CSAH 16 to 1100 Feet South ofCSAH 16, Project No. 2007-3 and move its adoption. 2. Adopt Resolution 6583, A Resolution Restricting Parking on Pike Lake Road, from CSAH 16 to 1100 Feet South ofCSAH 16 and move its adoption. ~~ BUpmp ENGR/2007PROJECTS/PlKELAKERD/WORD/MEM6580 RESOLUTION NO. 6580 A Resolution Approving Plans And Specifications And Ordering Advertisement For Bids For Pike Lake Road, From CSAH 16 To 1100 Feet South of CSAH 16 Project No. 2007-3 WHEREAS, pursuant to Resolution No. 6571,adopted by City Council on February 6, 2007, Bruce Loney, Public Works Director has prepared plans and specifications for improvements for Pike Lake Road, from CSAH 16 to 1100 feet south of CSAH 16 by installation of sanitary sewer, watermain, storm sewer, concrete curb & gutter, grading, aggregate base, bituminous paving, concrete sidewalk, bituminous trail, street lighting and any appurtenant work, and has presented such plans and specifications to the Council for approvaL NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office ofthe City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The Advertisement for Bids shall be published as required by law. Adopted in session of the City Council of the City of Shakopee, Minnesota, held this day of ,2007. Mayor of the City of Shakopee ATTEST: City Clerk ENGR/2007PROJECTIPIKELAKERDIWORDIRES6580 RESOLUTION NO. 6583 A Resolution Restricting Parking On Pike Lake Road, From CSAH 16 to 1100 Feet South Of CSAH 16 Project No. 2007-3 WHEREAS, the City of Shakopee has planned the improvement of Pike Lake Road, from CSAH 16 to 1100 feet south of Pike Lake Road; and WHEREAS, the City of Shakopee will be expending Municipal State Aid Funds on this highway; and WHEREAS, since this improvement lacks adequate width for parking on both sides ofthe road, approval of the proposed construction as a Municipal State Aid project must therefore include certain parking restrictions. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: That the City of Shakopee shall prohibit the parking of motor vehicles on both sides of Pike Lake Road, from CSAH 16 to 1100 feet south ofCSAH 16.
