Introduction .
The Council is asked to consider Marilyn Remer's.request for phased retirement.
Background
Earlier this year, the Council adopted a new personnel policy giving qualified employees
the opportunity to request a phased retirement. Payroll, and Benefits Coordinator Marilyn
Remer has now requested a phased retirement. In order to be eligible, the new policy
requires that an individual have worked for the City for at least 5 years and be over the
age of 55. Ms. Remer meets both of these requirements; far exceeding the 5 years of
service with more than 23 years of service to the City.
In her role as the City's Payroll and Benefits Coordinator, Ms. Remer also meets the
second criteria ofthe policy in that she holds a specialized position. A significant amount
of training will be required in order for someone else to successfully assume many of Ms.
Remer's job duties. Therefore, having her available on a part-time basis, while a new,
promoted or transferred employee receives training, will be highly beneficial to the City.
Recommended Action: It is recommended that the Council approve Ms. Remer's
request for a six month phased retirement, during which time she will work an average of
20 hours per week, while retaining full insurance benefits and earning pro-rated sick and
vacation leave. Her phased retirement would begin July 10, 2006 and conclude January
10,2007.
Relationship to Vision: The purpose of phased retirement is to provide stability in city
services (Goal D), by making the transition from a long-time staff member to a new or
promoted staff member as smooth as possible. It also contributes to a financially strong
city (Goal E), by reducing the likelihood that we would have to hire an outside consultant
to perform essential functions while we conduct a search, interviews and training for a
new employee.
Requested Action: If the Council concurs, it should offer a motion to approve phased
retirement for Payroll and Benefits Coordinator Marilyn Remer, beginning July 10, 2006.
