SUBJECT: Women's Correctional Facility - Strategic Plan
DATE: April 27, 2006
INTRODUCTION:
The Council is asked to consider the passage of a resolution which would call upon the
Minnesota Department of Corrections (DOC) to perform a 20 year strategic plan for the
Shakopee Women's Correctional Facility (WCF).
BACKGROUND:
As a follow-up to the February 7th discussion of the WCF fence issue, Mayor Schmitt has
asked that a formal request be made of the DOC to look at its long range plan. While it
has not yet been finaled, it appears that this year's legislature will approve bonding for a
92 bed addition to the current facility. A perimeter fence has also been the subject of
much debate.
Neighbors of the WCF have had meetings with representatives of the facility. Their
concern is that there is a lack of a long term plan for the facility. The Shakopee campus
has a finite size, but it appears that the State anticipates it will continue to add inmates at
the facility as the population grows over the next several years. At what point is
Shakopee "full"? Is the State looking at ultimate capacity, and have plans been made to
acquire a second location for the incarceration of women offenders?
Mayor Schmitt has asked that the City Council take a stand, and request by resolution
that a 20 year strategic plan be done for the Shakopee WCF.
RECOMMENDATION:
If the Council wishes to take a formal position on this, it should adopt a resolution calling
upon the State to perform a 20 year strategic plan.
RELATIONSHIP TO VISIONING:
This supports Goal D "Resilient and Stable".
ACTION REQUIRED:
If the Council concurs, it should, by motion, adopt the following resolution:

A RESOLUTION CALLING UPON THE MINNESOTA
DEPARTMENT OF CORRECTIONS TO PERFORM A LONG
RANGE STRATEGIC PLAN FOR THE WOMEN'S CORRECTIONAL
FACILITY AT SHAKOPEE, MINNESOTA.
WHEREAS, Shakopee has been host to the Minnesota Women's Correctional
Facility since the 1920's; and
WHEREAS, in 1985, the present facility was constructed on its current site; and
WHEREAS, the population of the offenders has increased significantly over the
past several years, reflecting changes in sentencing guidelines. and society; and
WHEREAS, as a result of concerns about the increased members and a more
violent population, the Minnesota Department of Corrections has proposed increased
security by means of the construction of a perimeter fence, and has requested that bed
space must be continued to be provided, and specifically requested that the 2006
Legislature is consider funding a 92 bed addition; and
WHEREAS, concerns have been expressed by neighbors and the City of
Shakopee as to both short and long term impacts of the facility; and
WHEREAS, no evidence has been provided that long term planning for the future
needs of the Department of Corrections as it relates to women. offenders has been done;
and
WHEREAS, a20 year strategic planning effort to address requirements of the
Shakopee facility, and other potential locations in the State, would help to satisfy the
concerns of neighbors and the host community, as well as provide for acoordinatedlong
range plan for Minnesota taxpayers.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITYOF SHAKOPEE, MINNESOTA, that it calls upon the State of Minnesota, and
specifically the Department of Corrections, to immediately undertake a 20 year strategic
planning process to address the needs of women offenders in the State of Minnesota, and
the Shakopee Women's Correctional Facility.
BE IT. FURTHER RESOLVED THATit urges inclusion of representatives of the
neighborhood and the Shakopee community at large in this strategic planning process.
Adopted in regular session of the City Council of the City.ofShakopee,
Minnesota, held this 2nd day of May, 2006.
