SUBJECT: Classic Car Show Request

INTRODUCTION:
The Council is asked to authorize restricting parking on Lewis Street from the alley
between First and Second A venues, south to Third A venue, to accommodate a "Classic
Car Show" display on several Wednesday evenings during the summer.
BACKGROUND:
Attached are letters from Ed Flaherty and Bryan Turtle, requesting that the City Council
authorize restricting parking on parts of Lewis Street during the first and third
Wednesdays in June through September, to allow classic cars to be displayed on street.
They feel that this would be a draw to the downtown during evening hours. They have
requested 6:00 to 11 :00 PM on the following dates: June 7th and 21 st; July 19th, August
1 st and 16th, September 6th and 20th.
On April 26th, I received a call from Mr. Turtle stating that he had received some
resistance from business owners at the north end of Lewis Street. What he now requests
as an alternative is to allow parking north ofthe alley between First and Second Avenues,
but to limit parking for the portion south to Third A venue to classic car participants. The
Police Department reviewed that request, but has been unable to contact some of the
smaller business owners as of this writing. Other owners have expressed support. (It is
anticipated by Tuesday, May 2nd, that all will have been contacted).
They did express some concern:
1. 11 :00 P.M. End Time - The City noise ordinance does not differentiate
between noise levels allowed before and after lOP .M. in commercial districts.
However, because of residential units above businesses in the downtown area,
and because of its proximity to residential properties on Third A venue, our
recommendation is that the parking restrictions end at 10 P.M.
2. Clean-up - Unresolved at this time is whether the organizers of the classic car
shows will be responsible to clean-up litter that might be deposited as a result

of participants. (Streets in the downtown area are swept Friday mornings,
which would leave Thursday as a problem.)
3. Clearing of Non-Participant Vehicles. This may be the most problematic.
Our experience has been during Derby Days that there are many individuals
who are not aware of the parking restrictions, and must be physically found
and asked to move. The proposed would happen during a very busy time of
the day for the Police Department, and it is not possible to guarantee that
officers will be available to do this work. Organizers of the events would
need to be responsible for placing and removing advisory signs ("No Parking
after 5 PM Wednesday"), and to find individuals themselves and ask them to
move. Compliance then would be voluntary.
If these issues can be resolved, and owners of businesses in the 200 block of Lewis Street
have no issue with the. proposal, I see no reason not to proceed.
RELATIONSHIP TO VISIONING:
This could support GoalA "Active and HealthyCommunity", and B "High Quality of
Life" .
RECOMMENDATION:
I recommend that the parking restrictions for the classic car shows on the days listed
above be approved, contingent upon satisfactory provisions for clean-up; establishing an
end time of 10 P.M., and that organizers be responsible for signage and encouraging cars
to move.
ACTION REQUIRED:
If the Council concurs, it should,. by motion, authorize parking restrictions for a "Car
Cruise" in the area of Lewis Street from the alley in the 100 block south to Third Avenue,
subject to the dates and times, and restrictions listed above.

SUBJECT: Turtles Classic Car Show
I have reviewed the request by Mr. Turtle to hold a classic car show every other Wednesday this
summer. The request asks for the parking on Lewis Street between 1 st and 2nd A venue, to be
designated solely for the car show between the hours of 6:00 p.m. and 11 :00 p.m. on the days a car
show is held. I have had officers speak with the business owners that would be affected to gauge
their level of support.
The feedback they received was primarily. positive in the downtown area. However, there were
multiple business owners on Lewis Street that expressed concern about their customer's ability to
park on Lewis Street. These owners felt that the car show would have a negative impact on their
businesses and were not in favor of it.
I was informed that after hearing neighboring businesses concerns, Mr. Turtle has subsequently
looked into the possibility of holding the car show between 2nd and 3rd A venue on Lewis Street. I
spoke with some of the business owners in the affected area. Due to time constraints, not all of the
business owners could be contacted. Some offices were either closed or the owner could not be
reached at the time of this memo. We will follow up with those businesses in the coming days to
solicit their input.
Those that were contacted had no problem with the car show being held between 2nd and 3rd
A venue on Lewis Street. The primary concern was that the area be cleaned up when the event was
over.
Mr. Turtle's request states that he would like the help of the police department to remove non-car
cruise vehicles after 6:00 p.m. in the designated areas. This would be extremely difficult for the
department to accomplish. The time in question is during a heavy call. load for the department.
Having an officer free to assist would prove very difficult when there are higher priority calls for
service coming in. At this time, I do not believe that the police department can fulfill this request
from Mr. Turtle.
Patrol officers would continue to patrol the area during the event. when free from .other calls for
service. In reviewing the city noise ordinance (10.60 4 A), there is no difference between noise
levels allowed before and after 10:00 p.m. in commercial land use districts.
There are business owners on Lewis Street between 1 st and 2nd A venues that are not in favor of the
proposed classic car show.
While not every business. owner has been contacted between 2nd and 3rd Avenue, those I spoke with
saw no problem with the event being held in that area as long as they did not create any problems.
If the event grows beyond 2nd and 3rd Avenue, as Mr. Turtle has indicated he would like it to, the
same parking concerns would eventually surface along Lewis Street between 1 st and 2nd Avenue. I
will provide a follow up memo containing additional feedback from business owners that have not
yet been contacted.

To the Shakopee City Council
I am the owner of the 240 Shumway Building East ofRAHR MILLING. I purchased the
run down old pool cue factory and renovated the building in 2004 - 2005. I also own
Scott County Mini Storage located there.
As a new propertylbusiness ownerin Shakopee I have noticed areal need to promote the
Downtown Area of town and build a community spirit and identity.
Being a hotrod enthusiast and having had two private hotrod parties at Turtles the past
two summers, I found Shakopee to be a great venue for car people and hotrod enthusiasts
to congregate. Both events were very popular.
Brian Turtle and I came up with the idea of having a "Cruise Nite" two Wednesdays each
month during the months of June, August and September. One Wednesday in July.
Car enthusiasts are law abiding, economically comfortable people, who like a place to
cruise to, talk cars and show off their autos to the general public.
North S1. Paul and S1. Paul have been big venues for this group for many years. They
meet on Friday and Saturday nights. I know it is a big boom to the local bar/reStaurants
business when those events are staged.

There is nothing on the West and Southwest part of the Metro areas similar to what St.
Paul does. Shakopee is Perfect! A nice drive, not too far for this group of people as well
as folks, South to Mankato, New Prague, Faribault etc.
Weare asking for your support to cooperate in putting this event on with us. It will
provide a real identity the community can tag itself too, clean fun and a great
congregation spot for a group of nice people.

In cooperation with GoodGuys Garage, located in Scott County Mini Storage, Turtle's
would like to pursue a "Car Cruise" event, to take place on the 1st and 3rd Wednesday of
each month in Downtown Shakopee. This event would be modeled after several others
that take place around the metro area. .The event would run from 6pm to 11 pm. In or4er
to create a car show type of atmosphere, which is what makesorbreaks these types of
events, we would need cooperation from the Shakopee Police Departmentto authorize us
to reserve a section of street parking for the cars. Weare NOT interested in street
closure, but rather just the reservation of some street parking. The area we would like
reserved is on. Lewis street between 1 st and 2nd Avenues. Last year a similar request was
granted that included Lewis Street from 1 st to the alley. between 1st and 2nd. We feel this
event will grow to be much larger and we'll need the additional space from the alley to
2nd Avenue. I have enthusiastic permission from the three businesses on1that section of
Lewis Street, Bill's Toggery, Betti Lu's, and American Family Insurance. They feel as I
do that.a sllccessful "Cruise Night" would be beneficial for their businesses as well as the
entire downtown.
Weare very optimistic that we can grow this event to be something the entire city of
Shakopee can embrace and enjoy. Similar events have become huge revenue generators
forall types of surrounding local businesses. We are Optimistic thatthiseventwillhave
the added benefit of bringing Shak:opee citizens to the downtown area that currently shop
and recreate in other areas ofthe city.
The dates for this summer would be June 7th,June 21st, July 19th, August 2nd, August 16th,
September 6th,. and September 20th. I would be happy to.facilitate the posting' of the signs
and removal, as well as any other work that may need to be done. It would be helpful
however, to have a patrol car around, if available, at approximately 6pm to help with the
removal of delinquent vehicles.
