Subject: Park Construction and Administration Services
INTRODUCTION
City Council is asked to authorize a contract extension with Bonestroo, Rosene, Anderlik
& Associates for assistance with 2006 park construction projects.
BACKGROUND
The city's 2006 CIP has over $6 million in park construction and improvement projects.
In 2005, the Parks and Recreation Advisory Board discussed this workload and ir:npact
on staff, and strongly recommended that additional staff or services be retained to
coordinate the day-to-day construction inspection and administration for these projects.
City Council considered this request as part of the budget process and concurred with
the need.
Following up on this direction, I first met with Jeff Weyandt and Bruce Loney to
determine if it was possible for an Engineering Technician to be assigned to inspect park
projects. Unfortunately, due to their work load, no technicians are available.
As a second option, we prepared a proposal request and distributed it to WSB,
Bonestroo, and CEI Engineering. CEI informed me right away that they would not be
submitting a proposal due to their existing work load. WSB and Bonestroo did submit
proposals.
DISCUSSION
WSB and Bonestroo's proposals are attached. Although similar, they each take a slightly
different approach:
. WSB proposes to assign a professional engineer as coordinator/scheduler for a
variety of inspectors. Although the assigned professional engineer will do some
inspections, there will be other WSB. certified inspectors assigned to work on. various
aspects of the different projects.
. Bonestroo proposes to assign a certified field inspector to work on all projects. The
field inspector will have access to other staff at Bonestroo as needed.
WSB's rate for the professional engineer is $98/hour, and $71-$80/hour for inspectors.
Bonestroo's rate is $73/hour. WSB proposes to not charge mileage, where Bonestroo
will charge mileage. (Originally I had hoped that we might be able to have one of our
department vehicles available for this work. However, due to insurance, the contractor
can not operate a city vehicle.) Although it is somewhat difficult to estimate, I would
estimate that mileage would run $200-$300 per month.
Our preliminary estimate from 2005 for construction administration and inspection was
$75,000. However, the recent bid and funding for Huber reflect higher costs for the
construction administration, so this amount would increase if the bid is awarded. Since
there are several unknowns as this point, I would recommend that we stay with the
original $75,000 as a not to exceed amount, and return to you with budget updates and
an additional contract extension if additional funding is needed. In both proposals, each
organization indicates that if the inspector isn't needed ata particular time, there are
other projects that they can be assigned to so the City will not be responsible for the
billing. With our limited funding, you can be assured that we will be diligent in the use of
this service.
RECOMMENDATION
I believe that the approach Bonestroo proposes will be more beneficial over the course
of the next six to seven months. Having a single inspector involved in all projects seems
to create more consistency. In addition, if Huber Park and/or Tahpah Park move forward
(or components of either project), Bonestroo's experience in the design of these projects
should be beneficial.
If Huber and/or Tahpah Park do not move forward, there is still a need for this service
and work on the three Countryside Parks and Church Addition Park will begin shortly.
We anticipate other projects coming forward for C()uncilconsideration in the near future.
REQUESTED ACTION
If Council concurs, move to authorize a contract extension with Bonestroo Rosene
Anderlik Associates for 2006 park construction administration and inspection in an
amount noUo exceed $75,000.

CONSTRUCTION PROJECTS
Proiect Description
The City of Shakopee is requesting proposals from qualified firms to assist the City in
inspecting and administering approximately $7 million in park and trail construction projects
that are planned for 2006. The projects vary considerably in scope, ranging from a large
riverfront park redevelopment to construction of small neighborhood parks. The projects are
being designed by both City staff and consultants. The following is a summary of the
projects, and attached to this RFP are more detailed project sheets:

The majority of the service being requested will involve:
. An ability to understand and interpret construction drawings and project specifications
. On-site inspection of work to ensure conformance with plans and specifications
. Serving as the City's primary contact for contractors and liaison between City staff,
designers, and the contractor
. Troubleshooting construction issues
. Determining acceptable work, processing pay requests and change orders
. Ensuring that the project stays within the approved budget
The City desires to have the selected firm designate one individual that will be assigned to
the City to provide this service throughout the construction season. The season is anticipated
to from April1-0ctober 31. This individual should be fully trained, certified, and experienced
to carry out the duties being requested, as well as any other duties that may be needed to
ensure successful completionofthe construction projects. Familiarity with MNDoT and
ACEC/NSPE/ASCE specifications is required.
We anticipate that the assigned individual will need to be available daily during the City's
approved construction hours throughout the season for both scheduled and unscheduled
inspections as well as general observation during key construction phases. Standard City
plans require the contractor to provide 24 hours notice when scheduling inspections.
However, we expect that some inspections may be scheduled with less time. There is the
possibility of some weekend hours in order to meet construction deadlines.
If work load is such that the assigned individual is not required for a full work day or work
week, the selected firm shall haveother projects that the individual can be transferred toand
the City will not be charged for this time.
Scope of Services to be Provided
The selected firm will be expected to:
1. Review, understand, and analyze construction plans and specifications.
2. Observe, review, and perform and coordinate inspections and testing of completed
construction work, including but not limited to:
. Erosion control
. Grading and general site work
. Subsurface preparation
. Installation of utilities
. Bituminous paving
. Cement work
. Landscaping, turf establishment, and installation of irrigation components
. Installation of site amenities such as play equipment, picnic tables, park structures,
etc.
3. Communicate with contractors and serve as the liaison between contractors, City staff,
and project designers.
4. Schedule and prepare notifications and agendas for construction meetings as needed
during the construction season.
5. Prepare change orders and request for payment applications for the City to authorize.
6. Prepare preliminary punch list for review by City staff.
7. Prepare the necessary final punch list and project closeout documents.
Other Considerations
. As a contractor of the City, the City shall have some level of oversight as to the
individual's work, and be able to provide work direction and assignments to the individual.
However, any performance concerns would be forwarded to the selected firm which the
firm would handle. If performance concerns occur, the City reserves the right to request
the firm to take action, including but not limited to assigning a new individual to this
project.
. The City will provide an office work space, access to a computer, copies of plans in both
hard copy and electronic format, and acellular phone on the City's cellular plan (Nextel).

. The selected firm will need to provide a vehicle for the individual or require the individual
to drive their personal vehicle. The City will reimburse the firm mileage at the standard
federal mileage reimbursement rate. The vehicle that is used for this work shall display
temporary signage provided by the City identifying it as on official duty of the City.
. The assigned individual will report to and office out of the Shakopee Community Center
each day, where they will have direct access to the City's Park and Landscape Designer
(RLA) and Parks, Recreation, & Facilities Director. The assigned individual will also
interact with the City's Engineering Department on a regular basis.
. Some of elements of the projects involve architectural work. In these cases the Architect
of Record will be responsible for construction administration. However, the assigned
individual will still serve as the City's representative in communicating with the project
Arch itect.

Submission. Procedures
1. Proposals are to be no more than four (4) pages and must include the following
information:
A. Project understanding, approach to the project, and related experience.
B. List of personnel expected to be assigned by discipline and their credentials.
C. Fees.
2. Proposals are due by 4:30 p.m., February 28

4. A proposal may be withdrawn on written request of the proposer prior to the proposal due
date. Negligence of the proposer in preparing this proposal confers no right towithdraw
the proposal after the proposal due date, Prior to opening, changes may be made,
provided the change is initialed by the proposer or the proposer's agent. If the intent of
the proposer is not clearly identifiable, the interpretation most advantageous to the City
will prevail. Once submitted, a proposal becomes public property and will not be
returned.
5. All information included in the submitted proposal will be classified in accordance with
Minnesota statutes governing data practices.
Evaluation and Selection
1. The City reserves the right to reject and/or award any and all proposals or parts thereof
and to waive anY',formalities and technicalities according to the best interests of the City.
2. The City reserves the right to waive any minor irregularities in the proposal request
process.
3. The City reserves the right to interview any or all proposers at its discretion.
4. The City will review proposals based on the following. criteria:
a) The proposer's understanding of the scope of services requested, ability to meet the
project requirement and services, and related experience.
b) Credential of the personnel expected to be assigned to the project.
c) Fees proposed for services.
Execution of Contract
Notification in writing by the City to the successful firm of award of contract shall be deemed
a final contract award. The selected design firm will be required to enter into a contract with
the City of Shakopee. The proposal submittal form, as submitted and signed by the
company, shall constitute a final agreement and the proposal specifications contained herein
shall become part of the agreement.
Any additional work to be performed, as mutually agreed upon by the City and the company,
shall become a part of that agreement. Unless it is specifically stated otherwise on the
proposal, the proposal will be awarded to, or placed with, and payment made to the person
or company that signs the proposal.
Reauirements of ProDosal
When necessary, the successful company shall, within ten (10) days after notification ofthe
award: (a) enter into a contract in writing with the City covering all matters and things as set
forth in the specifications and proposal; (b) carry insurance acceptable to the City.
ComDliance with All Laws
All work under the contract must be executed in accordance with all applicable federal, state
and local laws, ordinances, rules and regulations.
Contract Alterations
No amendment of a contract shall be valid unless made in writing and signed by the City
Administrator or his/her authorized agent.
Notices
All notices required by the contract shall be given in writing.
Non-Assianabilitv
The contractor shall not assign the contract, or any part thereof, to.any other person, firm or
corporation without the previous written consent of the City. Such assignment shall not
relieve the contractor from his/her obligations, or change the terms of the contract.
Indemnitv
The contractor shall indemnify and hold harmless the City, its officers and employees from
any and all liability , losses or damages, including attorney's fees and costs of defense, the
City may suffer as a result of claims, demands, suits, actions or proceedings of any kind or
nature, including worker's compensation claims, in any way resulting from or arising outof
the operations of contractor under this contract, including operations of subcontractors; and
the contractor shall, at his/her own expense, appear, defend and pay all fees of attorneys
and all costs and other expenses arising there from or incurred in connection therewith; and,
if any judgments shall be rendered against the City in any such action, the contractor shall, at
his/her own expense, satisfy and discharge same. The contractor expressly understands
and agrees that any performance bond or insurance protection required by the contract, or
otherwise provided by the contractor, shall in no way limit the responsibility to indemnify,
keep and hold harmless, and defend the City as herein provided.
Eaual Emolovment Oooortunitv
During the performance of the contract and/or supplying of materials, equipment and
supplies, proposer. must be in full compliance with all provisions of the State of Minnesota
relating to employment, including equal employment opportunity requirements.
Reauired Insurance
The firm selected shall provide a certificate of insurance showing proof of general liability in
the minimum amount of $1 ,000,000 per occurrence. The required insurance certificate must
name City of Shakopee, its officials,aQents. employees, and volunteers as additional
insured's.
Acceotance
After the acceptance and award of the proposal, and upon receipt of a written purchase order
executed by the proper officials of the City, this instruction to proposers, including the
specifications, will constitute part of the legal contract between the City of Shakopee and the
successful company.
Default
The City may terminate a contract by written notice of default to the contractor/vendor if:
,
1. The contractor/vendor fails to perform the services as outlined in the specifications within
the time specified in the proposal, or
2. Fails to make progress so as to endanger the performance of the contract, or
3. Fails to provide or maintain in full force and effect, the liability and indemnification
coverages or performance bond as is required.
If the City terminates the contract, the City may procure supplies or services similar to those
so terminated, and the contractorlvendor shall be liable to the City for any excess costs for
similar supplies and services, unless the contractor/vendor provides acceptable evidence
that failure to perform the contract was due to causes beyond the control and without the
fault or negligence of the Contractor.
Permits and Licenses
The successful company shall obtain, at their own expense, all permits and licenses, which
may be required to complete the contract.

Projects, WSB has a longstanding relationship with the City of Shakopee and understands the
needs of the City as it relates to design, construction, and administration of City contracts. We
value the relationship we have established with the City of Shakopee and look forWard to the
opportunity to continue that relationship and provide quality professional services to Shakopee
Parks and Recreation.
WSBproposes to provide the following Scope of Services for the 2006 Park Project
Construction Inspection and Administration Services for the City of Shakopee:

WSB understands that Shakopee Parks and Recreation is looking for a turnkey approach to the
management and administration of2006 park improvements. This approach will include
organizing the. preconstruction meetings, administering construction contracts, providing on-site
inspection, preparation and recommendation of pay vouchers for payment, preparing and
communicating punch list items to contractors, and recommending final payment upon
completion ofthe projects. While City staffwill be informed ofthe decisions, schedules, and
processes being undertaken during construction, the consultant's responsibility will be to manage
the projects in an efficient and professional manner, with minimal disturbances to existing City
staff responsibilities.

Proiect Avvroach
The proposed 2006 Improvement and Construction Program is extensive in the number of
projects, as well as the value of the proposed projects. To provide the City of Shako pee with the
most efficient and effective construction management team, WSB is proposing to approach the
2006 park construction projects from two phases. These phases consist of the following:
Phase 1: Construction Administration
Construction administration is to be considered the coordination between the City staff,
designers, developers, private utility owners, and contractors. WSB & Associates, Inc,
understands that many of these communications and contract interpretations should be
completed by someone with a significant construction background and understanding of
construction administration.WSB. is proposing to assign Tom V 011, P ,E., a registered
Professional Engineer, to this role. Mr. Voll has previous experience in the City of Shako pee
as an employee for a number of years , and is familiar with the City staff, various City
departments, as well as the procedures and processes used by the City of Shakopee in
administering and issuing payments for construction-related activities. Mr. Volllives in
Prior Lake and is easily accessible and available at all times to assist the City of Shako pee
with all phases of the construction process.
Mr. Voll has extensive knowledge in working with the City of Shako pee's standard
specifications and requirements, has completed numerous projects for the City, and shown
his ability to manage difficult projects and coordinate these construction activities. While
Mr. Voll will be available to complete some of the inspection activities necessary during the
2006 construction project, he will also coordinate the use of the WSB inspector and will
evaluate the. ability to use the City engineering staff for inspections when they are available.
WSB.proposes to maximize the use of City staff, when available, and can best coordinate
these activities by assigning Mr. V 011 as the overall project manager and construction
administrator for the 2006 Park Improvements.
Phase 2: Construction Inspection
As your Construction Administrator, Mr. Vollwill have access to one of the largest
construction inspection teams in the state of Minnesota. WSB's construction inspection team
consists of over 50 trained and certified construction observers. Mr. Voll will coordinate the
construction needs for the City of Shako pee with our Construction Coordinator, Mr, Mike
Malszycki, who will work with Tom to identify proper assets to bring to each of the projects
based on anticipated construction activities to be completed at each site.
As was mentioned, Mr. V 011 will. coordinate with the City Engineering Department to assess
their staffing capabilities prior to employing WSB staff

We believe that by approaching the 2006 Park Inspection Program with this two-phase approach,
WSB will be able to provide construction services to the City of Shakopee in a flexible, efficient,
and professional manner.
Related Experience
WSB & Associates, Inc., and particularly Mr. VoIl, have extensive experience in the
management of construction-related activities. The project role that we propose for Mr. VoIl
includes many activities that he completes on a daily basis. These activities include:
1. Construction management.
2. Overseeing WSB project staff and project design and administration.
3. Developing relationships with residents and business owners and other stakeholders
related to project activities.
4. Working with and developing relationships with developers and other design consultants,
with an emphasis on working "with" others to achieve desired results.
In addition, Mr. VoIl has extensive experience in park design and construction management. Mr.
VoIl has recently completed or participated in the following park design and construction
activities:
1. Lake Byllesby park and boat launch.
2, Fort Snelling park improvements.
3. Lakeville bike trails,
4. CityofMinnetrista - Linden Park improvements.
5, City of Lonsdale parks (Industrial Drive softball field, Harvest Ponds Park, and Rayann
Acres park improvements).
Mr. VoIl has the skills, positive attitude, and the relationships necessary to provide the highest
level of professional services to the City of Shako pee on the 2006 park improvementprojects,
Proiect Schedule
In accordance with the pr()posedRFP, WSB anticipates beginning work with City staff April 1
and concluding by November 31,2006,
Compensation
WSB proposes to provide professional construction administrative services to the City of
Shakopeeon an hourly reimbursable basis. Based on past experiences with park-related
inspection programs, construction administration and inspection fees are anticipated to range
between 2% and 3% of the construction budget. Therefore, we anticipate that the total project
costs will range from $140,000 to $210,000. Please remember that WSB & Associates, Inc. will
coordinate with the City of Shakopee on availability of City inspectors to complete some of the
activities when staff is available. This may result in lower total project costs than those indicated
herein.

WSB & Associates, Inc. proposes to complete the construction administration and inspection
program in 2006 for an hourly reimbursable basis using WSB's 2006 billing rates. Mr. Voll's
hourly rate is $98. In addition, WSB will identify and make available additional inspection
services to assist Mr. VoU with an hourly rate between $71 and $80. Therefore, with an average
billing rate of approximately $901hr. and the anticipated project budget of$140,000 to $210,000,
we anticipate being able to provide the City of Shako pee Parks and Recreation between 1,600 to
2,350 hours of construction administration and inspection time in 2006,
In addition, WSB & Associates, Inc. will not bill the City of Shako pee for mileage related to
completion of this project, nor office supplies beyond those which are provided by the City of
Shakopee and which are included in the RFP.

Dear Mark:
The City of Shakopee has $7 million of park and trail construction projects scheduled for 2006. City staff require
assistance to help achieve conformance with plans and specifications and act as its representative to contractors
throughout the construction season. We.are pleased to present our proposal to provide construction administration
and inspection services for the City of Shakopee' s upcoming parks projects.
Project Understanding and Approach
TheOty ofShakopee has a number of park improvement projects scheduled for the 2006 constructionseason.
These include both larger park projects, such as Huber Riverside Park, Tahpah Park, and the 17th Avenue Sports
Complex, as well as a number of other smaller neighborhood park improvement, facility relocation, and trail
projects. These projects will be constructed at locations throughout the City, under different contracts with different
contractors.
Some projects will be publicly bid and constructed while others will be constructed privately by developers. All the
projects will require inspection by an individual who is qualified and knowledgeable about park improvement
projects and able to respond to contractors' requests for information, required field modifications, and other issues in
a timely fashion. Bonestroo inspectors know that in the world of construction, time is of the essence. Therefore, it
will be beneficial to the City to have a person dedicated specifically to the task of administering and inspecting these
park improvement projects.
We propose to provide a Mn/DOT-certified field inspector to for your park improvement projects. Our inspector
would office out ofthe City's Community Center building during the construction season so he is available to
address construction issues locally and keep City staff fully informed of project progress. If, during a particular
week, the number of projects or phase of construction on those projects did not require a full time commitment by
our inspector, we could utilize that inspector for services in another community so thatthe City of Shako pee is not
paying for "down-time" in the event a full-time inspector is not required.
On the other hand, should the scope of work require mOre than one inspector or someone to fill in when the
inspector we have dedicated to your projects takes a summer vacation, we have additional certified construction
inspection staff available to fill those needs so your projects will not be without attention. We can provide the City
with a flexible staffing approach to meet your needs, while keeping one primary inspector dedicated to your projects
as they require. .
We understand that City staff are very busy and donot have time to keep close tabs on construction issues. You
need a decisive individual who understands contract documents, knows how to achieve contractor compliance, and
is tough on schedule performance.

Scope of Basic Services
Bonestroo's construction inspector will represent the City during project construction and will advise and consult
with the City. Our inspector will essentially serve as an extension of and assistant to City staff. For the projects that
Bonestroo has been selected to design, Nick will have the benefit of interacting with the designers.
The construction inspector will make frequent site visits to all active projects to monitor and maintain progress and
quality of work that is in conformance with the contract documents. He will facilitate regularly scheduled
construction 'progress meetings and prepare minutes of these meetings and weekly construction reports to distribute
to the City, Contractor and project design team; Staff can forward these reports to Council members for weekly
updates.
The construction inspector will review all certificates for payment and, based on observed construction progress,
determine if the amount requested is accurately represented. We will provide written recommendation to the City
indicating approval of the certificate for payment or reasons for reducing the amount requested if deemed
appropriate. We will see that all required lien waivers and other required forms are received.
Bonestroo will review and approve shop drawings, samples and other Contractor submissions, or forward them to
the appropriate individuals for review and approval.W ork not in conformance with the contract documents will be
rejected. In this instance, written notification will be prepared and distributed to the Contractor and City. We will
also prepare necessary proposal requests and change orders.
We will work with City staff to coordinate final inspections with the Contractor and prepare a pre-final inspection
report listing items that require additional work to be in compliance with the contract documents. A certificate of
substantial completion will be issued. In addition to the Contractor's records, our inspector will keep records related
to general grading and utilities work to be used by designers in preparing record plans.
When all conditions of the contract documents have been completed by the Contractor,we will review and
recommend payment of final certificate for payment.
Additional Services
Any services not covered in the previous paragraphs maybe provided, as an additional service, only if specifically
requested and authorized in writing by the City.
Related Experience

combination of using construction managers, engineers, and seasoned inspectors, many with varied specialty
backgrounds, helps to confirm the right personnel are available to address whatever construction needs may arise.
Additionally, we've developed practices whereby we are able to draw upon the professional design expertise from
the full range of Bonestroo's professional staff of nearly 300 personnel located in St. Paul. Our design and
construction expertise includes architecture, landscape architecture, natural and water resources, civil, electrical, and
structural engineering.
Our personnel have experience providing construction support services for cities, counties, state agencies, federal
projects, developers, private entities, and other clients. Many of these clients have specific contract administration
and inspection requirements that we have successfully implemented through the course of construction. We also
have developed internal standardized procedures for effective project documentation and enhanced project team
communication.
A highlight of Bonestroo's construction support team is our effort to provide only qualified personnel to participate
in project execution. The majority of our inspectors are MnlDOT certified in a variety of areas. Maintaining these
certifications .and staying on top of the latest technologies is critical to providing the level of support our clients

Bonestroo possesses a seasoned group of construction support personnel, many with more than 20 years of
experience in the construction realm and several with more than 30 years of experience. Combined with our younger
personnel, we bring both experience and new ideas to the table. Our use of web-based contract administration
software, digital photography, computerized scheduling software, and enhanced communication tools, means we
have access to the most up-to-date information and current project status.
Key Personnel
Nick Hahn.will be the inspector assigned to provide daily construction inspection and administration services for the
City of Shakopee. Working as the lead project inspector, Nick has experience being solely responsible for measuring
and maintaining records of pay item quantities, and for preparing monthly payment applications for construction
projects. He is MnJDOT -certified in erosion control site management, aggregate production, grading and base levels
1 and 2, concrete field levels 1. and 2, and bituminous street level 1.
Nick has been responsible for testing soils, inspecting all phases of roadway construction (both bituminous and
concrete), and inspecting storm sewer, sanitary sewer, and water main placement. His experience in Shakopee
includes working on the Huber Park project where he worked directly with the contractor, kept tabs on quantities,
and oversaw massive site grading. As part of his inspector responsibilities as part of this contract, Nick will provide
City staff with regular updates to keep everyone informed of project progress.
With 22 years of experience, Mike Hirsch is a senior construction services manager whose wide range of experience
includes all types of projects, field conditions, and contractor management issues. Mike recently worked with Nick
on the Huber Park project, providing assistance and guidance where necessary. Mike will continue to serve as
Nick's primary resource. He will be available to make weekly project site visits, or as needed to support Nick.
Support Personnel .
Nick has the benefit of the full range of Bonestroo's professional design staff, including landscape architecture,
architecture, natural and water resources, civil, electrical, and structural engineering. These resources will prove to
be very valuable to both Nick and to the City of Shakopee, because informed opinions on specialty issues during
construction-such as requiring a contractor to use primer before placing colored tennis court surfacing because the
skid loader leaked fuel on the new pavement-are only a phone call away.
Paul Bockenstedt is a plant/restoration ecologist who specializes in inventorying and managing natural
communities. Paul has conducted/managed on-the-ground work to restore a wide variety of natural communities in
the Upper Midwest including prairies, savannas, forests, and wetlands. Paul will serve as a resource to recommend
seeding and restoration plans for Shakopee's parks.
Jerry Mulvihill, PE is a structural engineer with more than 15 years of experience. With specialized expertise in
structural inspection, he will support Nick as needed on park structures including bridges, docks, retaining walls,
park shelters, or other park buildings.
Justin Kubisiak specializes in building inspection. He monitors quality control through visual inspections, materials
testing, and performance testing. Justin will support Nick as required on park buildings or complexes. He canassist
Nick with shop drawing review, responding to RFls, and all building-related documentation.
Mike FitzPatrick is an electrical designer with experience drafting and designing for recreational projects, both
interior and exterior. Mike has developed designs for street lighting, parking lot lighting, athletic fields, aquatic
facilities, and ice arenas. He will assist with preliminary and final site inspections.
Chad Johnson is a specialist in erosion and sediment control. He will work with Nick to perform regular site
inspections and verify that job sites have taken proper measures to remain in compliance withregulations.
Stuart Krahn and Dan Boyum understand Shakopee City staff and standards for quality. They will be available as
additional resources for Nick to answer his questions and concerns.

Compensation
We welcome the opportunity to discuss the City's needs in more detail and provide additional fee information if
requested. For the purposes of this proposal and the City's budgeting, we propose to be compensated for the services
outlined in the above scope of basic services on an hourly basis with reimbursable expenses as follows:
Construction Manager I (Nick Hahn) $73/hour
Telephone $50/IIlonth
Mileage $100/month*
*The fee presented here is based on the understanding that the construction inspector will have the use of a City vehicle during
the day for site inspections. Mileage is charged for the difference between driving to our main office from the inspector's home
compared to the distance drivingto Shakopee from the inspector's home. In this case, the inspector we are proposingfor your
projects lives in the south part of St. Paul, so if it is 15 miles to our main office and 20 miles to Shako pee, the inspector's
chargeable mileage would be 10 miles per day at $0.48/mile.
If chargeable time associated with the construction administration and inspection work is required from other
Bonestroo staff, we will discuss the need for those charges in advance of performing the services. Any such services
would be provided according to our current hourly fee schedule.
Contract
If this proposal is acceptable to the City, we will prepare an Agreement Extension to our existing contract with the
City to perform this work.
