SUBJECT: Temporary Transfer of Surplus Property to the Southwest Metro Drug Task Force DATE: April 19, 2006 INTRODUCTION: Council is asked to declare as surplus property a 2005 Chevrolet Colorado pick-up, VIN IGCDT136858127523 and temporarily transfer the surplus vehicle to the Southwest Metro Drug Task Force. BACKGROUND: The City of Shakopee has been a long-standing member of the Southwest Metro Drug Task Force. The City acts as the financial agent for the Drug Task Force and has done so since 2001. The Shakopee Police Department currently has two officers assigned to the Drug Task Force in the capacity of commander and narcotics investigator. The Drug Task Force is primarily funded by federal grant funds and membership dues. In 2006 the Task Force received $80,000 in federal grant funds. That amount was a decrease of $40,000 from the amount received in 2005. As a result, The Drug Task Force elected to lease only three vehicles and utilize forfeited vehicles for the other three members of the unit. Currently the Drug Task Force is operating three leased vehicles and one oftheir forfeited vehicles. They do not have additional surplus forfeited vehicles suitable for use and are in need of another vehicle until a suitable vehicle of their own becomes available. The Shakopee Police seized a 2005 Chevrolet Colorado pick -up as a result of a fleeing incident in February 2005. That vehicle has now been successfully forfeited and can be declared surplus. . lf authorized the Drug Task Force would title the vehicle, provide insurance, and assume all liability for it. The Drug Task Force would return the vehicle in the condition they received it subject to normal usage. VlSlONING RELATIONSHIP: This action supports: Goal B: High Quality of Life Strategy 6: Provide High Quality Services RECOMMENDED ACTION: lf Council concurs, they should by motion, declare as surplus property a 2005 Chevrolet Colorado pick-up, VIN IGCDT136858127523 and authorize the temporary transfer of the surplus vehicle to the Southwest Metro Drug Task Force.
