CITY-OF SHAKOPEE CONSEf~r POLICE DEPARTMENT Memorandum TO: Mayor.and City Council Mark McNeill, City Administrator FROM: Jeff Tate, Captain SUBJECT: Underage Compliance Check Grant Application Request DATE: May 2, 2006 INTRODUCTION: The Shakopee Police Department is seeking approval to apply for the 2006-2007 Underage Compliance Check Program Grant through the Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division. BACKGROUND: The Underage Compliance Check Program is a program funded by the Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division. The program provides funds up to $5,000.00, to law enforcement agencies to conduct alcohol compliance checks of area businesses.. The funds cover law enforcement salaries including overtime, paying the wages for undercover decoys over the age of eighteen, and buy money for the beverages purchased during the checks. The Shakopee Police Department has applied for and received these funds in the past. The 2006-2007 grant would provide the Police Department with funds to allocate additional officers to work events such as Derby Days, softball games at Tapah Park, and high school games to prevent underage consumption. Furthermore, enforcement activities will focus on those adults who are supplying the alcohol to the minors. lf awarded the grant, the Police Department would begin these enforcement activities in the summer of 2006. The grant does not require matching funds and would have no impact on the current or future budget. VISIONING. RELATIONSHIP: This action supports: Goal A - Active and healthy community, Goal B - High Quality of life. Goal E - Financially strong. Strategy 6: Provide high quality services Strategy 10: Ensure City's fiscal health BUDGET IMPACT: The grant does not require matching funds and would not affect the City's overall budget. ACTION REQUESTED: lfCouncil concurs, they should, offer Resolution No. 6411, A Resolution authorizing an application for the Underage Compliance Check Grant in the amount of $5,000.00 and move its adoption. RESOOLUTION NO. 6411 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA AUTHORIZING THE SUBMISSION OF AN UNDERAGE COMPLIANCE CHECK GRANT APPLICATION WHEREAS, the Shakopee Police Department has plans to conduct alcohol compliance checks throughout the City; and, WHERAS, such a project will focus on underage consumption as well as apprehending those adults who provide alcohol to minors; and, WHERAS, the City is seeking funding assistance from the Minnesota Department of Public Safety, Alcohol and Gambling Division to enhance compliance checkprojects. NOW, THEREFORE, BE lT RESOLVED BY THE ClTY COUNClL OF THE ClTY OF SHAKOPEE, MINNESOTA, that appropriate City staff are hereby authorized to apply for the Underage Compliance Check Grant Program through the Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division. BE lT FURTHER RESOLVED, that appropriate City officials are hereby authorized to execute such agreements as are necessary to implement the project on behalf of the applicant following final approval from City CounciL Adopted in session of the City Council of the City of Shakopee, Minnesota, held this day of ,2006.
