SUBJECT: Discussion of Shakopee Priorities for SCALE Strategic Plan (D)
Action Sought
The Council should identify three priarities for SCALE's Strategic Plan update.
Background
Since its inception more than 10 years ago, Shakopee has been a participant in the Scott County
Association for Leadership and Efficiency. This association of governments made Lip of ciry,
county, tribal, township, school district, and special taxing jurisdictions in Scott County has been
a leader state-wide, and an example nationally, of cooperation and collaboration between various
units of government. This has led to shared services, opportunities for growth, and fiscal
efficiencies.
Periodically, SCALE updates its Strategic Plan. Another discussion of the Strategic Plan will be
held at the August 9th SCALE meeting.
Each of the SCALE members have been asked to discuss and identify their three top three
priorities for SCALE as it revamps its Strategic Plan. The individual priorities will be discussed,
and set for SCALE as a whole.
A copy of the most recent Strategic Plan will be provided to the Council. The Council is asked to
discuss, and identify what it sees as being the top needs for the SCALE Strategic Plan.
Recommendation
Council should discuss, and identify three priorities.

This supports Goal D, "Maintain, improve, and create strong partnerships with other public and
private sector entities."
Requested Action
The Council should discuss, and then identify the top three priorities that it sees for the SCALE
Strategic Plan update.

Executive Summary
Scott County Association for Leadership and Efficiency (SCALE) is neither a level of
government nor a social club. It is a group of high performing, elected and appointed officials
from Scott County, Shakopee Mdewakanton Sioux Community (SMSC), cities, townships and
school districts serving Scott County residents, Three Rivers Park District, Community
Development Agency (CDA), Metro Cities, Shakopee Area Catholic Schools, Prior Lake-Spring
Lake Watershed District, and the Scott Soil &Water Conservation District. While the elected
and appointed officials have positions within one of the member organizations, there is
recognition that the end state of SCALE is the consolidation of efforts and resources to most
effectively serve Scott County citizens rather than clinging to the traditional government border
and boundaries.
Background and Milestones
The Scott County Association for Leadership and Efficiency (SCALE) was formed in the spring
of 2003 to encourage greater efficiencies and leadership in public service through enhanced
communication, collaboration of services, and sharing of resources.
The organization is permeated with a "can-do" spirit determined to prove that local jurisdictions
can work together in highly collaborative and imaginative ways for their mutual benefit and those
of the citizens they serve. High trust levels exist among participants evidenced by the fact that
the organization continues to be characterized more by handshake agreements than iron clad
written legalese. The culture is collaboration. Participants are determined to expand and build
upon SCALE's successes and remain the model of"best practices" for other government
entities to emulate. Having set the bar with the joint Regional Public Safety Training Facility and
fiber optic backbone, SCALE has ventured into sharing of personnel and their responsibilities
and shared service delivery as well as technology sharing. SCALE recognizes that to be most
effective, it needs to identify when to be a provider; when to be a broker and when to
subcontract for services.
Ultimately, SCALE expects to consolidate a portion of the service delivery system to enhance
customer service and accountability while saving money by minimizing and, where possible,
eliminating duplication.
