D. 2. 5���.�hc�i�a.-F: TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator DATE: 08/07/2013 SUBJECT: Promotion of Kyle Sobota to Planner II (E) Action Sought The Council is asked to adopt an updated job description for the position of Planner II and authorize the promotion of Kyle Sobota to the position. Background With the resignation of Julie Klima earlier this summer, there is clirrently a vacancy in the Planner II position. The Community Development Director and I recommend the promotion of Kyle Sobota, who has held the position of Planner I for the past eight years, to the position of Planner II. Based on previous action of the Council, the process of recruiting a new, entry-level planner is already underway. Relationship to Vision This items relates to Goal E: Deliver effective and efficient services by a staff of well-trained, caring and professional employees. Requested Action The Council is asked to approve the attached job description for the position of Planner II and authorize the promotion of Kyle Sobota to this position, effective August 8, 2013, at Step D of Grade 8 of the 2013 Non-Union Pay Plan. Attachments: Updated Position Description Ciry of Shakopee POSITION DESCRIPTION TITLE: Planner II DEPARTMENT: Community Development REPORTS TO: Community Development Director STATUS: Full-Time,Exempt PAY GRADE: 8 APPROVED: SUMMARY Senior, professional planning position requiring thorough knowledge of and experience applying planning concepts,principles, and techniques including comprehensive planning, land subdivision and development,and zoning administration. ESSENTIAL DUTIES AND RESPONSIBILITIES Reviews plans and proposals of developers to determine conformance with the Comprehensive Plan and existing ordinances focusing on subdivisions, and planned unit developments, but including conditional use permits,building permits and other similar proposals. Prepares and presents recommendations to boards and commissions on issues affecting land use, community facilities,housing, economic development, the environment,transportation, community facilities,parks and public utilities to assist in the guiding and control of community development and renewal. Researches,reviews and prepares proposed amendments in zoning and other related codes. Reviews and evaluates environmental impact reports applying to specified private and public planning projects and programs. Compiles and analyzes data on economic, social and physical factors affecting land use and prepares or requisitions graphic and narrative reports on data. Prepares statistical tabulations,computations, charts and graphs to illustrate plans and studies in areas such as population,housing,neighborhood planning,transportation and land use. Conducts field surveys and on-site inspections as necessary. Performs other related duties as apparent or assigned. QUALIFICATIONS To perform this job successfi�lly, an individual must be nble to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Bachelors degree in Planning or related field,plus three to five years of municipal experience; or equivalent combination of education and experience. Master's Degree may be substituted for one year of experience. LANGUAGE SHILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents, general business periodicals,professional journals,technical procedures, or governmental regulations.Ability to write reports,business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers,commissions and the general public. MATHEMATICAL SKILLS Ability to apply mathematical concepts such as exponents, logarithms,quadratic equations,probability, statistical inference, fractions,percentages, fundamentals of plane and solid geometry, trigonometry and permutations to such tasks as frequency distribution,determination of test reliability and validiry, analysis of variance,correlation techniques, sampling theory and factor analysis. REASONING ABILITY Ability to define problems,collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES,LICENSES,REGISTRATIONS Must be AICP certified at the time of hire or within one-year of employment and maintain certification on an ongoing basis. Must have a valid driver's license.
