Action Sought
Approve a motion directing staff to install stop signs on Mathias Road with this interesection of
Alden Avneue.
Background
A traffic study has been done by engineering staff for the intersection of Mathias Road and
Alden Avenue due to the number of accidents the past two years. The traffic study did indicate a
number of accidents have occurred that could be eliminated with the installation of stop signs.
At the July 20, 2013 Traffic Safety Review Committee, the committee along with residents in the
area reviewed this traffic study to consider installing two way stop signs at the intersection of
Alden Avenue and Mathias Road. The major street volume is Alden Avenue, and thus stop signs
would be placed on Mathias Road. Other major factors beside the high number of accidents, are
the sight distance issues due to the street grades and lot grades near the intersection. Also once
Valley View Road is completed to Sarazin Street and Mooers Avenue is signed as a one way
street, there will be additional traffic diverted to Alden Avenue per a previous traffic study.
Recommendation
Approve a motion directing staff to install stop signs on Mathias Road with this intersection of
Alden Avenue.
Budget Impact
Cost of installing stop signs is approximately $300 and can be handle within the street
maintenance budget.
Relationship to Vision
This supports Goal E: Deliver effective and efficient public services by a staff of well-trained,
caring and professional employees.
Requested Action
Approve a motion directing staff to install stop signs on Mathias Road with this intersection of
Alden Avenue.

Does the Intersection of Alden Avenue and Mathias Road
Meet the Warrant for a Two-Way Stop Sign?
If Condition No. 1 and one other condition are met, this
intersection would be a candidate for two-way stop sign control.
(Conditions are from the Shakopee Signing Manual, January 19, 2010)
1.) If the major street traffic volume approaching the intersection for each leg adds up
to more than 1,000 vehicles per day and the minor street traffic volume is less
than 50% of the major street traffic volume(500—750 vehicles per day).
Alden Avenue has an ADT total for both legs of 315 and Mathias Road has an ADT
total for both legs of 188. This intersection does not meet the traffic volume
requirement.
2.� There have been more than two reported crashes per year in the previous two
years, or three reported crashes in the previous year of a type corredable with
stop sign installation.
The intersection of Alden Avenue & Mathias Road had one (1) reported accident in
2012 and two (2) reported accidents so far in 2013. The intersection does not meet
the accident requirement.
3.) The pedestrian volumes across the minor approach (that which would be
stopping) is more than 15 pedestrians per hour during the peak traffic hours.
Pedestrian volumes were not counted.
4.) If the safe stopping sight distance of the minor approach is restricted by less than
100 feet by horizontal and/or vertical roadway alignment or by other permanent
obstructions (see figure).
Sight distance is a concern at this intersection. Eastbound Alden Avenue and
Southbound Mathias Road slope down from the intersection and the houses in the
Northeast and Southea5t quadrants have yards that slope up, thus creating a lesser
sight distance. The intersection does meet the sight distance requirement.

2008 WSB Traffic Study
• Traffic study done by WSB Engineering in 2008 showed a 79%increase of traffic on
Alden Avenue with Mooers Avenue converted to a one-way westbound road
� Once complete, Alden Avenue ADT would go from current 315 to 564
• Condition No. 1 for two-way stop sign would still not be met
