Reconstruction ofCSAH 101, from CSAH 17 East 1370 Feet to the Mill
Pond Bridge, Project No. 2006-3

INTRODUCTION:
Scott County will receive turnback funds from the State and is preparing plans for the
reconstruction ofCSAH 101, from CSAH 17 east 1370 feet to the Mill Pond Bridge. The
city has prepared plans for the replacement of sanitary sewer and watermain within this
corridor. The purpose of this agenda item is to update the council of this project before
final plan approvaL
BACKGROUND:
The city approved the preparation of plans for the reconstruction of the East River
District Trunk Sewer from east of the MCES lift station to the Union Pacific Railroad
right of way. The current trunk sanitary sewer line is located under a row of mobile
homes and is in poor condition. The design is to relocate the trunk line away from the
mobile homes to a location west of the trailer park and adjacent to the MCES force main.
Scott County is preparing plans and is planning on reconstructing CSAH 101, from
CSAH 17 east 1370 feet to the bridge and can use turnback funds from the state to
rebuild this road. As part of this project, staff is recommending that the City replace the
sanitary sewer in conjunction with the County's reconstruction project. The City will
recognize a significant cost savings due to the restoration costs of the highway will be
paid by the county thru state turnback funds.
This project is necessary to re-route flow that currently flows through a sewer main that
is located under a number of mobile homes. This pipe is in poor condition and the City
would need to relocate mobile homes in order to repair this line if the flow is not re-
routed. Three to four services will be replaced as part of this project, but will not be
assessed due to the fact that this is a County project and the City has not prepared a
feasibility report or held a public hearing. The City did not assess services on Phase I of
River District Trunk Sewer Replacement and this is Phase II. Shakopee Public Utilities
is planning on replacing watermain in the area.
With the CSAH.101 reconstruction plans, the county is designing a center dual left turn
lane and the County is proposing to eliminate some access points in the area as well for
traffic safety and better operation. An attached letter along with a map identifying the
access points proposed to be eliminated has been sent to the property owners.
Another issue on this project is the impact to businesses due to the construction of
utilities and roadway. The County has estimated that the road will be open for one lane
traffic in both directions from mid June to the end of September. A traffic plan meeting
will be held by the County with the affected property owners and businesses, prior to
construction.
Plans are nearly complete for the project and staff will bring the plans for council
approval on April 18, 2006. A Cooperative Agreement with the County will be presented
at this meeting as well Preliminary draft of this agreement would be between the county
and the city on costs for 50% of the storm sewer improvements and the sanitary sewer
and watermain replacement costs. The city will need to enter into a reimbursement
agreement with SPUC for its share. Approval from Shakopee Public Utilities
Commission is needed to replace the water lines and to enter into an agreement with the
city.
Attached also is the CIP sheet on the project in which the City has budgeted $500,000.00
from the Sanitary Sewer fund for this project. Preliminary estimate for the city with this
project is $50,000.00 for storm sewer replacement in CSAH 101 and approximately
$300,000.00 for sanitary sewer replacement. Preliminary cost estimate for SPUC on
watermain replacement is $150,000.00.
The main purpose of this memo is to update the council on the plan design to date,
proposed access changes on CSAH 101, future impact to businesses due to the
reconstruction of CSAH 101 and the need to enter into agreements with the County and
SPUc. Staff would recommend approving a motion authorizing staff to prepare a
reimbursement agreement with SPUC for costs associated with the CSAH 101
reconstruction and to be brought back for Council approval at a future council meeting.
ALTERNATIVES:
1. Approve a motion authorizing staff to begin preparation of a reimbursement
agreement with SPUC on costs associated with the CSAH 101 reconstruction
project from CSAH 17 to 1370 feet east to the Mill Pond Bridge, Project No.
2006-3.
2. Do not approve motion for a reimbursement agreement at this time.

RECOMMENDATION:
Staff recommends Alternative No.1, to approve a motion authorizing staff to begin
preparation of a reimbursement agreement with SPUC on costs associated with the
CSAH 101 reconstruction project from CAH 17 to 1370 feet east to the Mill Pond
Bridge, Project No. 2006-3.

RE: CSAH 101 Project, from CSAH 17 (Marschall Road) to
Millpond Bridge, Project No. 2006-3
Dear Property Owner:
Attached to this letter is a drawing from Scott County on the roadway accesses on CSAH
101, from Marschall Road to the Millpond Bridge indicating the accesses that will be
obliterated and the accesses that would remain. Plans have been completed by Scott
County, the City of Shakopee and Shakopee Public Utilities for the replacement of City
utilities (sanitary sewer and watermain), as well as the reconstruction ofCSAH 101, from
Marschall Road to the Millpond Bridge. This project will ultimately add new utilities in
this corridor, as well as a center dual left turn lane which will improve traffic safety and
operation of this roadway. The accesses that are proposed to be closed will also improve
the traffic safety and operation.
The County is planning on keeping one lane of traffic in both directions open throughout
the project. A public meeting on traffic coordination will be done prior to construction.
At this time, the construction work. will be starting in June and be completed in
September, weather permitting.
Previously, a letter was.sent by Dan Jobe, Design Engineer for Scott County, indicating
this improvement project on November 14, 2005. Plans and specifications are proposed
to go to the City Council for consideration of approval on Tuesday, April 18, 2006. If
you have any questions or concerns in regard to this project, please feel free to contact

Council meeting on April 18, 2006. Either Jeff or myself will make a point to meet with
the property owners to go over the project and bring your concerns to the City Council if
you are unable to attend the April 18, 2006 meeting.

~ Justification:
The River District Sanitary Trunk Sewer has certain areas that will require
rehabilitation in order to maintain the integrity of the system. Condition of
pipe warrants replacement.
Other Comments:
East River District needs to be relocated around trailer park with
coordination with trailer park owners and Dangerfields. This project is
being coordinated with Scott County C.R. 101 Project using Mn/DOT
turn back funds.
