SUBJECT: Approval of Revised Job Description for the IT Specialist, and
Authorization to Re-advertise the Position
MEETING DATE: April 4, 2006
INTRODUCTION:
Late last year the Council had approved filling the full-time IT Specialist position. After
going through the candidate selection process, the preferred candidate declined the City's
offer of employment. It appeared that the posting had attracted candidates that were not
entry level, so staff reviewed the job description and posting, and concluded that it would
be desirable to revise them to make it clearer that the position is an entry level "help desk"
IT position. The proposed starting salary range is unchanged from the initial posting.
Council is asked to approve the attached, revised job description and authorize re-posting
the position opening.
ACTION REQUESTED:
Offer and approve a motion 1) approving the revised IT Specialist job description, and 2)
authorizing the appropriate City officials to re-post and fill the open IT Specialist
position.

SUMMARY
This position provides direct technical assistance to approximately 130 users in seven city departments. Responsible for
daily computer operations, installing and supporting hardware and software, setting up new computers and new users, and
ensuring that all elements of the city's computer system(s) operate efficiently to maximize the benefit to the public of
these services. Advises on periodic upgrades to computer hardware and software, and implements upgrades under the
direction of the IT Coordinator.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
. Responds to telephone calls, email and personal requests for technical support. Identifies, researches and resolves
user problems related to hardware and software.
. Provides training to individuals and small groups to ensure the efficient use of hardware and software.
. Installs and configures new software releases, system upgrades, and evaluates and installs patches.
. Installs and sets up computer hardware, including PCs, network printers and other peripheral equipment.
. Manages and utilizes help desk and PC imagining software
. Responsible for maintaining inventory of computer equipment and supplies and managing PC replacement
schedule.
. Responsible for purchasing hardware and software, according to PC replacement schedule and the needs of
individual departments.
. Assists in maintaining VOIP phone system and setting up new users.
. Assists IT Coordinator with server administration and troubleshooting.
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty

EDUCATION and/or EXPERIENCE
Associate's degree (A.A.) or equivalent from a two-year college or technical school. Two years offull-time, professional
experience supporting multiple users and installing and setting up hardware and software in a network environment.

Ability to read and interpret documents such as operating and maintenance instructions, and procedure manuals-Ability to
communicate verbally and in writing effectively with employees and the public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area,
circumference, and volume.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited
standardization exists. Ability to carry out instructions furnished in written, oral, diagram, or schedule, form.
CERTIFICATES, LICENSES, REGISTRATIONS
The applicant must have a valid Minnesota driver's license. MSCS certification is desirable.
OTHER SKILLS AND ABILITIES
Demonstrates a conceptional understanding of the City's information technology environment, information systems
technology platforms relative to various city functions, emerging trends in the field of information technology and the
ability to apply this understanding in solving problems, and meeting the City's future technology needs. Has a broad
understanding of the role, functions, and responsibilities of city government.
Demonstrates the ability to establish and maintain good working relationships with co-workers and the public. Must
maintain confidentiality as required by the Minnesota Data Practices Act. Must be able to prioritize work load and
manage multiple projects or tasks at a time.
