Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Consider Approving Plans and Ordering Advertisement for Bids for the 2006 Street Reconstruction and Tahpah Park Redevelopment, Project No. 2006-2 DATE: March 21, 2006 INTRODUCTION: Attached is Resolution No. 6386, which approves the plans and specifications and authorizes staff to advertise for bids for the 2006 Street Reconstruction and Tahpah Park Redevelopment, Project No. 2006-2. BACKGROUND: On November 1, 200S, City Council ordered the preparation of a feasibility report for the 2006 Reconstruction on the following streets: . 4th Avenue, from Scott Street to Cass Street . Sth Avenue, from Scott Street to Webster Street . 6th A venue, from Scott Street to Webster Street . Webster Street, from Sth A venue to 6th Avenue . Cass Street, from 4th Avenue to 6th Avenue . Clay Street, from 4th Avenue to 6th Avenue . Pierce Street, from 4th Avenue to 6th Avenue On January 17, 2006, Council adopted Resolution No. 63S9, a resolution receiving a feasibility report and calling for a public hearing on the 2006 Street Reconstruction and Tahpah Park Redevelopment Project. On February 21, 2006, a public hearing was held and continued to March 6, 2006. On March 6, 2006, City Council did adopt Resolution No. 6383, a resolution ordering the improvements and the preparation of plans and specifications for this project. Plans have been completed for the project and staff is requesting that City Council approve the plans and authorize advertisement for bids, with the intent to have the bids be considered at the May 2, 2006 Council meeting for the work to be done yet this summer. Due to Chapter 429 requirements, the City must advertise the project for 21 days. The bid opening is scheduled for Tuesday, April 25, 2006. ALTERNATIVES: 1. Adopt Resolution No. 6386, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for the 2006 Street Reconstruction and Tahpah Park Redevelopment, Project No. 2006-2. 2. Deny Resolution No. 6386. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, to approve plans and specifications in order to proceed with this project in 2006. ACTION REQUESTED: Offer Resolution No. 6386, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for the 2006 Street Reconstruction and Tahpah Park Redevelopment, Project No. 2006-2 and move its adoption. ~~ Jeff Weyandt Assistant City Engineer 1Wfpmp ENGRf2006PROJECTf2006RECONfWORDfMEM06386 RESOLUTION NO. 6386 A Resolution Approving Plans And Specifications And Ordering Advertisement For Bids For The 2006 Street Reconstruction And Tahpah Park Redevelopment Project No. 2006-2 WHEREAS, pursuant to Resolution No. 6383 adopted by City Council on March 6, 2006, Bruce Loney, Public Works Director has prepared plans and specifications for improvements for the 2006 Street Reconstruction and Tahpah Park Redevelopment, which includes Tahpah Park; 4th Avenue, from Scott Street to Cass Street; 5th Avenue, from Scott Street to Webster Street; 6th Avenue, from Scott Street to Webster Street; Webster Street, from. 5th Avenue to 6th Avenue; Cass Street, from 4th Avenue to 6th Avenue; Clay Street, from 4th Avenue to 6th Avenue; and Pierce Street, from 4th A venue to 6th A venue by the installation of sanitary sewer, watermain, storm sewer, street reconstruction, parking lot construction, lighting, aggregate base, bituminous paving, curb & gutter, concrete sidewalk and any appurtenant work, and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKO PEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The Advertisement for Bids shall be published. as required by law. Adopted. in session of the City Council of the City of Shakopee, Minnesota, held this day of ,2006.
