SUBJECT: Police Patrol Union Contract Ratification DATE: March 16, 2006 INTRODUCTION: The Council is asked to ratify a contract with the Police Patrol Unit, Local 292 of the Law Enforcement Labor Service. This would run January 1,2006 through December 31, 2008. BACKGROUND: Over the course of the past several months, the City has met with representatives of the Police Patrol Union to negotiate a contract. Tentative approval has been reached; the major components are as follows: 1. A three year contract, with wages to increase by 2% January 1, 2006 and an additional 2% July 1,2006; subsequent years would be 3% each January 1st. 2. In exchange for deletion ofthe lump sum separation pay provision, Union members would participate in the Post Employment Health Care Savings Plan that is currently offered to other employees. 3. All components of the current performance pay system would remain unchanged, with the exception that those employees possessing a Masters Degree would receive an additional $30 per month (in excess of the current premium for a Bachelors Degree). 4. The premium pay for detectives, school resource officers, and multiple housing officers would each be increased by $10 per month. 5. Uniforms - uniform allowance would increase by $25 per year for each of the three years. 6. The differential for Field Training Officer would increase from one hour comp time per shift worked, to 1.25 hours per shift worked. 7. Comp time buy back - at the end of each payroll year, comp time in excess of 40 hours will have those hours converted to cash. BUDGET IMP ACT: 3% was budgeted for labor increases this year, and therefore the 2/2% increase is budgeted for FY 06. Other cost impacts: . Performance Pay for Masters,-degreed employees----,..we estimate five employees will benefit immediately, at a first year cost of$1800. . There are six employees who will qualify for Premium pay for the detectives, and school resource and multi-housing officers. The additional cost is $720 annually. . Assuming we are fully staffed, there would be $1125 additional cost annually for the uniform allowance increase for 45 union members. . The Comp Time buy back is budgeted in the employee benefits internal services fund. This eliminates much ofthe city's "on-the-books" liability for this expense. The extra costs for the above will need to come from the FY 06 Departmental Budget. Relationship to Visioning: This supports Goal D-"Vibrantresilient and Stable." Recommendation: I recommend ratification of the contract.
