Unpaid Leave of Absence CITY OF SHAKO PEE 5.13,3..- Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator CONSENT SUBJECT: Unpaid Leave of Absence DATE: March 15,2006 INTRODUCTION: The Council is asked to authorize a 90 day unpaid leave of absence for a City employee. BACKGROUND: We have had a request from a City employee for an unpaid leave of absence due to a medical disability. (Confidentially requirements prohibit releasing the employee's name). Section V.J(2) of the City's Personnel Policy states: "The City Council may extend such (unpaid) leave to a maximum of one year if the employee is disabled, or where the City Council finds extraordinary circumstances warrants such extension. Benefits including vacation leave, sick leave, holidays or other of indirect compensation will not accrue during an unpaid leave of absence." The employee in question has been absent since the end of October, 2005. By the March 21 st City Council meeting, all accrued leaves have been exhausted. The employee's doctor estimates another six weeks before the employee is able to return to work. In order to provide an additional cushion in the event of an unforeseen delay, I am recommending a 90 day unpaid leave of absence. If the employee is able to retumto work prior to that time, the unpaid leave would obviously stop at that time. RELATIONSHIP TO VISIONING: This is a Housekeeping Item, Goal 6. RECOMMENDATION: I recommend that a90 day unpaid leave of absence be granted. ACTION REQUIRED: If the Council concurs, it should, by motion, authorize a 90 day unpaid leave of absence for the employee in question, due to a medical disability.
