Mayor and City Council COt~SEtJT FROM: Mark McNeill, City Administrator SUBJECT: Fire Grass Pack Award DATE: March 16, 2006 Comment: Background: As shown on ChiefSchwaesdall's memo, the low bid of Foreman Fire Service and repair was $35,476.79, which is $1543 over budget. The Chief and I have discussed ways of keeping the proj ect within the $60,000 budget (including the Ford 350 truck upon which the grass pack will be placed-that purchase was awarded last November for $24,666.30) Recommendation: Upon the advice of the City Attorney, our recommendation is to award the contract to Foreman (the low bidder), and then direct the Chief to negotiate deducts from the contract to bring the total below the budgeted amount. Relationship to Visioning: This supports Goal D-"Vibrant, resilient, and Stable" Action Required: If the Council concurs, it should, by motion, award the contract for a Grass Pak Fire Unit to Foreman Fire Service and Repair in the amount of$35,476.79, and direct the Fire Chiefto negotiate deducts from that contract to bring the total acquisition price of the grassfire truck to under $60,000. \ftJl /~W Mark McNeill City Administrator s-A, I TO: Mayor and City Council Mark McNeill, City Administrator FROM: Ed Schwaesdall, Fire Chief SUBJECT: Grass Rig Bids DATE: March 6, 2006 Introduction: The Council is asked to award bids for the purchase of one Grass Pak for the Grass Rig for the Shakopee Fire Department. Background: In December Gregg Voxland, Finance Director ordered a Ford one-ton 4X4 grass rig for the Shakopee Fire Department at a price of $24,666.30. Council approved the purchase with the graphics, Lt bar and grass pak to follow. The corirmittee for the grass rig received three bids for the grass pak unit, they are as follows. Somerset, WI 54025 Central States Fire Apparatus $37,802.00 100 Third Street Lyons, SD 57041 General Safety Equipment $36,171.00 5181 260th Street ' Wyoming, MN 55092 Based on these bids, it is the recommendation of the truck committee that the submittal from Foreman Fire Service & Repair be accepted at the price of $35,476.79. Budget Impact: Funding for this purchase would come from the Capital Equipment Fund. This fund had $60,000 set for the purchase of the grass rig in 2006. The total amount of the truck with light bar installed by the city garage will bring the total to approximately $61,543;00. Over budget by $1,543.00. If the Foreman Fire Service & Repair bid is accepted delivery will be 30 days after receipt of the chassis. Water Tank and Equipment: One each booster tank will be furnished with 225 gallon capacity, located in the forward portion of the cargo ~x. Booster tank to be fabricated of 12 gage stainless steel and properly baffled (minimum four compartments). Tank to be equipped with left front fill stack with hinged cover, removable screen and stainless steel piano hinge. Entire unit to be as ,wide as possible (64") and L-shape to fit in forward portion of pickup box with ample clearance for wheel wells. Tank top to be fabricated of stainless steel welded in position, with recessed rear portion to accommodate specified compartment. A 1-112" plugged clean-out drain, located in the right hand rear lower comer tank bottom. Fire Pump and Accessories: A Waterous model PB18-2515B, engine driven portable type fire pump complete with 12v;blt electric start and manual rewind (recoil) start, to be furnished mounted on specified tank. ffump to be equipped with Briggs & Stratton, 18 HP, I.e. series gasoline engine~ single stag~. PUJ)W will be equipped with engine exhaust priming system~ and permanent base bolted inpositiotl to allow easy removal. Pump to be equipped with: one rear 1-1/2" ball valve gated discharge to the front of 1-3/4"ienter hosebed, one rear 2-112" NST female swivel gated plugged suction with inlet and control at!!;~ear ." below hosebed, one ball valve gated l"discharge to each specified booster hose reel, one b~J valve gated 2" tank to pump suction, 3/16" gated pump cooling/re-circulating line~ and pump drain. Elkhart brass ball valves on all specified 1" and larger discharges, (fhrome plated b~s NST adaptors and chrome plated NST rocker lug plug cap with chain. Rear suction fitting:to be equipped with internal suction screen. Tank to pump suction will be 2" in diameter and will be positioned so as to be within 112" from' the tank: bottom. Flexible high pressure discharge lines to be used between the tank. discharge fittings and the fire pump. Furnish and install a pump control panel fabricated of stainless steel. Control panel to be mounted top of left side. Pump control panel to be equipped with: full width polished stainless steel light housing with multip~e bulb elements, -30 x 200 psi 2-112" diameter liquid filled pressure gauge, remote bush button engine start, remote bush button engine stop, vernier style engine throttle control, panel light switch, Innovative Controls tank level gauge, and push/pull style cadmium plated control rods for specified discharge and suction gate valves. Pump volute drain control to be furnished and located on rear face above tailboard. Reel discharge controls, tank suction control, pressure gauge, pump engine controls, etc., to be identified with permanent color coded nameplates with large engraved characters. Booster Reels: Two electric rewind type booster hose reels will be furnished, permanently mounted in rear cargo area to payout to the rear of the unit. Rear face 4-wayaluminum to be equipped with chrome and stainless steel 4-way hose roller assemblies left and right top portion of rear face designed to guide hose to rear of the unit. Discharge to each hose reel to be equipped with 1" Ld. high pressure hose with reusable fittings. A 12 volt electric rewind with operating push button switches located on rear of unit easily accessible from ground level furnished. Each reel to be equipped with 150'of3/41t i.d. industrial type 250 psi booster hose complete with couplings and adapters to fit 3/4" fittings. Nozzles, pistol grip spray trigger style, to be furnished. Interior of hose reel compartments will have lights, with switch on pump panel. Hosebed and Compartmentation: Single recessed rear center hosebed furnished fabricated of .125" smooth aluminum. Hoseb~d to be open to the rear, equipped with weighted vinyl tarp. Hosebed gratings to be furnished with approximately 1/2" spacing for proper ventilation. A 1-1/2" NST male discharge connection at the back comer of the hosebed piped to thespecifi~d 1-112" discharge to be furnished. Discharge control to be push-pull at rear face. Hosebed tol accommodate a minimum of 150' of 1-3/4" double jacket fire hose. Hosebed to be located f between specified booster hose reels. ,I " ,1'_ 'f. &1. Compartment to be constructed entirely of .125" polished 4-way aluminum treadplate, all w~)ded construction, with dual side opening doors, left and right, chrome plated D-handle single-polnt latch assembly with hinge located at front of the compartment. Equipment compartment to be "shock-mounted" above the specified water tank, using heavy rubber bolted moUnts. Compartment sides to be a minimum of 64" long x 14" deep x 25fl Wide. Electrical Equipment: Specially designed electrical console to be furnished. Console equipped with Cole Hersee master battery switch and switch panel with multiple style switches and name tag describing function of each individual switch. An emergency master switch shall be furnished, complete with heavy duty solenoid designed to allow activation of all emergency lighting circuits with individual switch. Switch panel to be located per Customer requirements. Furnish and install a second battery in engine compartment. Code 3 model 3692 100 watt electronic siren to be furnished complete with microphone. Siren located inside chassis cab wired to above specified speaker. A 100 watt electronic siren speaker to be furnished, mounted behind front bumper. Hide-a-way comer strobes mounted in front and rear turn signal housings. Miscellaneous Features: Polished 4-way aluminum treadplate pick-up box side guards to be furnished and installed. Guards to be fabricated full length of pick-up box sides, contour ro provide maximum scuff protection. Scuff guards to be bolted in position and removable. Furnish and install front bumper chrome brush guard. Furnish and install a Warn 9000i winch. Four 120 volt flood lights. one in each comer, 500 watt quartz halogen light fixtures powered by a3000wattpow~invert~. 4 ea 1-3/4" x 50' yellow chief hose with 1-1/2" couplings. 5 ea 1-1/2" Dual Force nozzle with pistol grip, 95-300 gpm. 12 ea Akron Brass fire broom. model 1304. 4 ea Akron rakes with 60" fiberglass handle. 2 ea Stihl chainsaws, (1) 16" and (1) 20" bar. Completion date 30 days after receipt of chassis. Total Price: $35,226.79. Price quote is good for 45 days from the bid open date.
