SUBJECT: Authorization to Hire One Police Officer - Renee Brandt
DATE: March 6, 2006
INTRODUCTION:
The Police Department is requesting Council approval to hire Renee Brandt as a
probationary police officer.
BACKGROUND:
Council authorized 42 sworn positions in the 2005 Police Department budget and 46
sworn positions in the 2006 budget. This is consistent with our workload analysis and
staffing ratio of 1.5 officers per 1,000 residents. As of today, two vacant police officer
positions remains :from the 2005 Police Department Budget.
The Police Civil Service Commission conducted the necessary testing that created the
Police Officer eligible register. The following names are the top candidates listed, in
alphabetical order, on the eligible register established by the Police Civil Service
Commission.
. Renee Brandt
. Michelle Schmidt
. Tanner Shipman
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to
submit the top three names listed on the eligible register to the Appointing Authority
(City Council), to fill any vacancy. Staff recommends that Renee Brandt be hired at Step
1 of the current police officer labor contract.
The Police Department's request for approval to hire Renee Brandt as a probationary
police officer is consistent with the established City goals.
BUDGET IMPACT:
Funds exist in the Police Department budget for this position.

ALTERNATIVES:
1. Authorize the hire.
2. Do not authorize the hire.
3. Table and provide direction to staff.
RECOMMENDATION:
Alternative #1. Staff recommends Council authorize hiring Renee Brandt as a.
probationary police officer.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of probationary
police officer Renee Brandt at Step 1 ofthe current labor contract, at a monthly rate of
$3,564.50, subject to the satisfactory completion of pre-employment medical and
psychological examinations.
