SUBJECT: Use ofDWI Forfeiture Funds to Purchase Training Management
Software

INTRODUCTION:
The Police Department is requesting Council approval to use DWI forfeiture funds to
purchase training management software.
BACKGROUND:
Beginning in January of2006, the Minnesota Police Officer Standards and Training
Board (POST Board), will no longer maintain police officers continuing education
records. As a result a greater emphasis has been placed on the individual license holder
and his/her agency to maintain continuing educations records. The POST Board will
continue to monitor officer's compliance through a formalized review process. Officers
and agencies will be asked to provide proof of their training, including course title,
sponsor, date and hours. Under the review process, ten percent of the officers who
renewed in the previous licensing cycle will be randomly selected for an audit of their
training records.
The requested software will be used to schedule and account for officer's continuing
education.
The software has been reviewed and approved by the City's IT staff.
BUDGET IMP ACT:
The cost of the software and three additional licenses is $1,300. Funds exist in the
department's DWI forfeiture account to support this purchase.

RECOMMENDATION:
Alternative #1. Staff recommends approval of the purchase.
.ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the purchase of the computer
software at a cost of$1,300 to be paid from DWI forfeiture funds.
