Subject: Glock Firearms Transition Date: March 6, 2006 INTRODUCTION The Police Department is seeking council approval to use DWI forfeiture funds to transition from the Smith and Wesson model 4506 weapon to a 040 caliber Glock model 22 or 23 pistol. The police department is also seeking approval to declare its current service weapons surplus property, and authorize their sale to Ray O'Herron Company. BACKGROUND The proposed transition to Glock firearms was originally proposed in the 2006 police department budget. To minimize the budget impact of this project, it was withdrawn due to an opportunity to use DWI forfeiture funds. In 1991 the police department implemented a transition to 045 caliber automatic handguns and selected the Smith and Wesson model 4506. At that time the new firearm replaced six shot revolvers. The new technology allowed officers to carry a firearm with greater stopping power, a critical component of officer safety. Fifteen years later the department is requesting the ability to transition from the Smith and Wesson model 4506 to a 040 caliber Glock model 22 or 23. The Glock delivers the Smith and Wesson's large frame, 45 caliber stopping power in a smaller and more ergonomic design. Another driving factor for this change is that Smith and Wesson redesigned their line of firearms and they no longer catalog our currently issued weapon. This has resulted in a limited supply of the Smith and Wesson model 4506 and its parts. Cost is another factor. Our currently issued weapon is also a more expensive firearm, about twice the price of the proposed Glock. Along with technological advances, department demographics have prompted the need for change. The Glock firearms have been found to be more ergonomic with the current pool of officers, as it fits better to the individual officer hand, resulting in greater accuracy. This issue became more prominent within the department as the number of female officers increased. The Glock firearm also features a greater ammunition capacity, almost two times that of the Smith and Wesson. Despite its greater ammunition capacity the Glock is a lighter and smaller firearm, which will result in less stress on the officer's back during duty. With greater ammunition capacity, greater shooter accuracy and less physical stress on the officer, the transition to the Glock firearms should decrease liability and increase officer safety. To assist in funding the transition the police department proposes to liquidate its current supply of handguns. The police department received the following bids for this purpose: Jack's Uniforms and Equipment, $4,210.00; Ray O'Herron Company, $4,500.00; and Streicher's, $3,135.00. All bidders possess Federal Firearms Licenses (FFL's). Below is a list of the handguns the department wishes to liquidate. Description of handguns: 15 S&W MA506 .45ACP Caliber 1 S& W MAO 13 .40 S&W Caliber 1 S&W M. CS45 A5ACP Caliber 1 S&WM.457 .45 ACP Caliber BUDGET IMPACT The police department received bids to purchase the new weapons and their supporting equipment from Jack's Uniforms and Equipment and Streicher's. The following bids were received: Jacks Uniforms and Equipment Streicher's 23 handguns @ $409.00 = $9,407.00 23 handguns @ $429.00 = $9,867.00 17 holsters @ $99 = $1,683.00 17 holsters @ $111 = $1,887.00 17 magazine pouches @ $20 = $340.00 17 magazine pouches @ $22.00 = $374.00 Subtotal: $11 ,430.00 Subtotal: $12,128.00 $11,430.00 + 6.5% sales tax = $743 $12,128.00 + 6.5% sales tax = $788 Total: $12,173.00 Total: $12,916.00 Funds exist in the department's DWI forfeiture account to support this purchase. Authorize appropriate City staff to use DWI forfeiture funds to transition from the Smith and Wesson model 4506 to a .40 caliber Glock model 22 or 23 pistol, declare its current service weapons surplus property, and authorize their sale to Ray O'Herron Company. 2. Table for further information from staff. 3. Deny the motion. RECOMMENDATION: Staff recommends alternative one. ACTION REQUESTED: If council concurs, they should by motion: approve the purchase using DWI forfeiture funds to transition from the Smith and Wesson model 4506 to a .40 caliber Glock model 22 or 23 pistol at a cost of$12,173 from Jack's Uniform and Equipment; and declare current service weapons surplus property and authorize their sale to Ray O'Herron Company for a cost of $4,500. This results in a total project expenditure of$7,673.
