[lJ MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Joshua Barrick, Arena Operations/Building Maintenance Meeting Date: February 21, 2005 Subject: Community Center Chiller / Compressor Replacement Resolution No. 6376 INTRODUCTION This agenda item request City Council authorization to adopt Resolution No. 6376, A Resolution Accepting Bids For The Shakopee Community Center Packaged Chiller Replacement, Project No. PR2006-2. BACKGROUND AND DISCUSSION In June of 2005 the Community Center Chiller unit had a mechanical failure resulting in three compressor failures, with the state of the fourth operational, but its long.term status questionable. Staff was instructed by Council in July 2005 to look into the benefits of replacing the chiller unit vs. repairing the unit. In August 2005 Nelson-Rudie & Associates, Inc. was contacted to analyze the chiller unit and make a recommendation on the possibilities of repair to the unit. We spent several months working with Nelson-Rudie to analyze the best replacement options. Nelson- Rudie & Associates recommended that we bid the replacement of the chiller unit itself, and include a bid alternate of only replacing the four compressors in the unit in lieu of replacing the entire chiller. On December 22nd, 2005 advertisements went out to receive bids to replace the Community Center chiller unit including a bid alternate of replacing the four compressors inside the chiller unit. On January 11 th 2006 the City received four bids with a cost for replacing the entire chiller unit ranging from $76,700.00 to 96,000.00 and a bid alternate to replace the four compressors ranging from 35,100.00 to 79,000.000. We met with Nelson-Rudie to discuss the bids, the range of costs that we received, and whether it would be better to simply replace the compressors instead of the entire chiller due to the costs. Nelson-Rudie also had follow-up discussion with.each of bidders. The cost of replacing the entire chiller is higher than previously estimated. In addition, the remainder of the current chiller is essentially in good condition, with at least 10 years of life expectancy (possibly more). In addition, there are still questions yet to be answered about the future of the Community Center. Given all of these considerations, we believe that it is most prudent to replace the four compressors at this time. Therefore, we are recommending awarding the bid with bid alternate to Cool Air Mechanicallnc in the amount of $35,100.00 for the repair of the four compressors inside of the Community Center chiller unit. BUDGET IMPACT This work would be funded from the Recreation Fund, per the attached cover memo. VISIONING RELATIONSHIP This insures a high quality of services to the community center. With this in mind, this action appears to meet the following aspects of the City's vision: Goal: Vibrant, resilient and stable Strategies: Provide high quality services. REQUESTED ACTION If Council concurs, it should, by motion, adopt Resolution No. 6376, A Resolution Accepting Bids For the Shakopee Community Center Packaged Chiller Replacement, Project No. PR2006-2. PR2006-2 WHEREAS, pursuant to an advertisement for bids for the Shakopee Community Center Packaged Chiller Replacement, Project NO. PR2006-2, bids were received, opened on January 11, 2006, and tabulated according to law, and the following bids were received complying with the advertisement: Bidder Base Bid Alternate A (Entire Chiller) (Compressors Only) Cool Air Mechanical, Inc. $ 86,200.00 $ 35,100.00 Dalbers Mechanical, Const. $ 96,000.00 $ 92,000.00 Master Mechanical, Inc. $ 76,700.00 $ 80,258.00 Uhl Company, Inc. $ 81,480.00 $ 38,000.00 WHEREAS, it appears that Cool Air Mechanical, Inc., 1441 Rice St., St. Paul, MN 55117 is the lowest responsible bidder for the Shakopee Community Center Packaged Chiller Replacement, if Alternate A is the preferred alternate for this project; and, WHEREAS, the City Council has determined that Alternate A is in the best interest of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA That appropriate City officials are hereby authorized and directed to enter into a contract with Cool Air Mechanical, Inc. in the name of the City of Shakopee for the Shakopee Community Center Packaged Chiller Replacement according to the plans and specifications therefore approved by the City Council and on file in the office of the City Clerk.
