Subject: Recreation and Natural Resource Projects and Funding
INTRODUCTION
This agenda item is intended to provide an overview of two proposed projects and
funding.
BACKGROUND AND DISCUSSION
The attached memos from Josh Barrick and Ryan Hughes outline two projects that are
part of our work plan for 2006.
Mr. Hughes's memo outlines professional services to assist us with. researching and
developing natural resource design standards for the City. Given the amount of
information that needs to be researched to ensure we are not "reinventing".standards
that already exist (city ordinance; state, county, federal rules; watershed district, etc.), I
believe that this service would be of benefit Mr. Hughes has identified funding that is
available in his operating budget for this work.
Mr. Barrick's memo outlines our recommendation for repairing the Community Center
chiller that failed last year (replacing compressors instead of replacing the entire unit). In
preparing our 2006 operating budget, we did not include funding for this work, as we
anticipated that it would be complete in 2005. However, the work was delayed in order to
provide time to analyze the repairs and bidding options.
In order to fund the chiller repairs this year, I am recommending that we fund it from the
Recreation Fund operating budget. The primary source would be the funding that is
included in the budget for a Recreation Superintendent position, which is approximately
$77,000. I don't anticipate requesting authorization to fill this position until after the
discussion on the future of the Community Center. (I would not want to be in a position
where the City decides to pursue another method of operating the Community Center,
such as a partnership, and have to possibly layoff a newly hired position.) Most likely,
that discussion would not occur until fall with our other projects planned.
REQUESTED ACTION
If City Council concurs, adopt the requested action on each of the attached memos.
