RE: Appointments to Boards and Commissions

INTRODUCTION:
Attached for Council consideration is Resolution No. 6364, which would make appointments to
expiring terms on various boards and commissions. After Council has determined the successful
candidates by voting, this resolution should be adopted.
BACKGROUND:
Various terms on boards and commissions will be expiring February 28,2006. On February 7th,
City Council made nominations to the boards and commissions, following the publication of the
openings and receipt of applications, pursuant to Council policy. On February 15th and 16th an
interview panel consisting of Councilors .Menden and Chiy and a representative from the boards
and commissions interviewed a total of 11 applicants.
After reviewing the qualifications, the interview panel is making the following
recommendations:
Police Civil Service Commission - Stan V onBokem*
Planning CommissionlBOAA- Tami Kurtzweil and Andy Seidensticker
Telecommunications Commission - Mark Hillegas* and Benjamin Kimball
SpDC - Bryan McGowan*
Economic Development Advisory Committee - Rajeev Rai, Andrea Odenwald, and Mark Ewert
(appointments to be made by the EDA)
Board of Review - Eldon Reinke*, Brian Call* and Shane Mahowald (Mr. Marks and Cncl.
Lehman are also on the 5-member Board. Cncl.Joos would like to open his position and
allow another citizen to participate on the Board.)

DETERMINING SUCCESSFUL CANDIDATES:
A] According to Resolution No. 2206, if there is more than one person nominated for an
opening, the City Clerk shall distribute paper upon which each COUncil member shall write his
preference for the appointment to the opening and sign their name. Then the Mayor shall open
the paper ballots and annoUnce how the votes were cast. If the person receiving the most votes
does not have a majority vote of the COUncil members present, then there shall be a second paper
vote between the top two candidates. If the vote is a tie between the top two candidates, there
shall then be an additional paper vote between the top two candidates. After a candidate has
received a majority vote on a paper ballot, the Mayor shall announce his or her name and the fact
that he or she has a majority vote. All ballots shall be turned over to the City Clerk for proper
filing.
After it has been determined who the candidates are that have received the majority vote, their
names should be inserted into Resolution No. 6364.
To expedite the process, in the past City Council members have filled out the ballot ahead of
time and given it to the City Clerk just before the meeting. Votes are tallied with the first results
presented to COUncil members when the matter comes up on the agenda. If additional voting is
necessary it would take place at that time. Council may wish to follow this procedure to expedite
the process. (BALLOT ATTACHED)
B] In the alternative to the ballot procedure described above, City COUncil could concur with
the recommendations of the interview panel and adopt Resolution No. 6364 incorporating the
names of the recommended nominees.
RECOMMENDED ACTION:
1. (if determining appointees by voting):
a. Complete 1 st ballot
b. Conduct additional ballots as needed.
c. Insert the names of the top vote getters into Resolution No. 6364.
d. Adopt Resolution No. 66364.
2. (if concurring with recommendations of the interview panel):
Concur with the recommendations of the interview panel and offer Resolution No. 6364, A
Resolution Appointing Individualsto.Various Boards and CommiSSIons, and move its adoption.

RESOLUTION NO. 6364
A RESOLUTION APPOINTING INDIVIDUALS TO
VARIOUS BOARDS AND COMMISSIONS
BE ITRESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the following appointments are hereby made:
1. Bryan McGowan is appointed to the Shakopee Public Utilities Commission for a three year
term expiring March 31, 2009.
/ 2. Stan V onBokern is appointed to the Police Civil Service Commission for a three year term
expiring February 28,2009.
3. Tami Kurtzweil and Andy Seidensticker are appointed to the Planning Commission/BOAA
for four year terms expiring February 28,2010.
4. Mark Hillegas and Benjamin Kimball are appointed to the Telecommunications Advisory
Commission for three year terms expiring February 28,2009.
5. Eldon Reinke and Brian Call are appointed to the Board of Review for three year terms
expiring February 28,2009; and, Shane Mahowald is appointed to the Board of Review
for a two year term expiring February 28, 2008.
6. Robert Smishek is appointed to the Building Code Board of Adjustments and Appeals
and the HousingAdvisory and Appeals Board for a three year term expiring February 28,
2009.
7. Don McNeil is appointed to the Historic Preservation Advisory Commission for a three
year term expiring February 28,2009.
Adopted in adjourned regular session of the City Council of the City of Shako pee,
Minnesota, held this 21st day of February, 2006.
