INTRODUCTION:
As the City is beginning to get and review developI]1ent proposals for lands in the eastern part of the
City and south ofCSAR 16, as well.as in neighboring Prior Lake, it has become apparent that there is
a need to plan for abetter local network of roadways and roadway connections in the area (e.g. the
possible extension ofVa11ey View Road, realignment of accesses to CSAH 16). For that reason, staff
solicited.a proposal from WSB for a special study. Some initial conversations with Prior Lake and
Scott County indicate that they are interested in a more cooperative effort to develop the roadway
systems in this area. Staff would expect to sit down with Prior Lake and County staff to discuss the
alternatives that are developed as a part of this study. Funds for the study would come from the
Community Development-Planning budget.
ALTERNATIVES:
L Offer and pass a motion authorizing the appropriate City officials to enter into an agreement
withWSB fora CSAH 16 Transportation Review at a cost not to exceed $11,900.
2. Do not approve a CSAH 16 Transportation Review.
3. Table the matter for additional information.
ACTION REQUESTED:

Dear Mr. Leek:
As we discussed in our meeting on Tuesday, February 14, 2006, you have requested WSB &
Associates, Inc. (WSB)to prepare a proposal including a scope of work and estimated cost for
the transportation review of CSAH 16 area. This will include a transportation analysis of the
area bounded by future CSAH 21 on the north, CSAH 42 on the south, CSAH 18 on the east, and
CSAH 83 Oh the west.
This area continues to grow and is currently having significant development pressure. With this
growth, the appropriate transportation system needs to be determined. It is our understanding
that the goal ofthis study will be to address the following primary issues:
1. Access to CSAH 16, including the appropriate intersection spacing.
2. The extension of Valley View Road
3. Development of a collector roadway system, both north/south and east/west tb
accommodate the existing and future growth in the area.
4. The coordination of transportation system with the City of Prior Lake.
5. Development oftraffic projections for the area on the proposed collector-road system.
Based on these issues, the following scope of services has been developed for your
consideration.
Task1: Data Collection
WSB will collect available data from the City of Shakopee, Scott County, and the City of Prior
Lake as necessary for completion of the study. It is assumed that the CityofShakopee will
provide the aerial base mapping including electronic versions of proposed development plats
and/or concepts in this area. WSB will use this base mapping for development of alternatives
and traffic forecast.

Task 2: CSAH 16 Access Alternatives/Analysis
A CSAH 16 corridor study was completed in April 2002 that identified future access locations
along CSAH 16 between CSAH 83 and CSAH 18. With the additional developmentthat has
occurred in this area, review of the access locations and analysis ofthe potential locations will be
completed. It is assumed that up to three (3) alternative access concepts will be analyzed as part
ofthis task. In addition, this task will be completed in conjunction with Task 3 to ensure that the
overall transportation system in this area functions properly.
Task 3: Collector Road Alternative/Analysis
Aseries of north/south and east/west collector streets will be reviewed and analyzed to provide
for the most efficient and logical transportation network for this area. It is assumed that up to
three (3) alternative concepts will be reviewed and analyzed. This task will be coordinated
closely with Task 2 to ensure that the overall transportation system would function most
efficiently. IUs anticipated thatthese alternatives will be discussed with the City of Shakopee
staff and following concurrence on the alternatives presented to Scott County and the City of
Prior Lake for their input and comment.
Task 4: Traffic Forecasts
Once the three (3) primary alternatives have been developed, traffic forecasts will be prepared
for each ofthe alternatives. These forecasts will be based on projected land use in this area, and
inputs from the City's transportation planning model.
Task 5: Agency Coordination
It is assumed that two (2) meetings will be held with City staff to review the proposed
alternatives and general coordination of the proposed study. In addition, it is assumed that two
(2) meetings will also be held with the City of Prior Lake and/or Scott County to review the
proposed alternatives and to come to concurrence on a recommended alternative.
Task 6: Report Preparation
A draft and final report will be prepared and presented to the Planning Commission and City
Council for their review and appraisal on the transportation system. The draft report will be
completed and submitted to City staff for review. Following receipt of comments from City
staff, the report will be submitted Scott County and Prior Lake for their review and comment. A
final repbrt will be prepared for presentation to the City of Shakopee Planning Commission and
City Council for approval.
Schedule
Assuming City Council approval and Notice to Proceed on this project at the February 21,2006,
City Council Meeting, the alternative analysis and draft report would be completed by the end of
March 2006. It is anticipated that a final report could be presented to the Planning Commission
and City Council at their second meetings in April.

Based on the above scope of services and discussions with City staff, the following cost per task
is anticipated.
1. Data Collection $500

6. Report Preparation $2,500
