Subject: Authorization to Submit Grant Applications for Quarry Park Project
INTRODUCTION
This agenda items requests City Council adopt two resolutions authorizing grant
submittals to the Minnesota Department of Natural Resources for the Quarry Park
project.
BACKGROUND AND DISCUSSION
Our work with the Shakopee-Prior Lake Water Ski Association on acquiring funding for
the Quarry Park project continues with another round of grant applications. As you may
recall, we were successful in securing $92,000 in funding in 2005. The attached
resolutions would allow us to submit for additional funding.
REQUESTED ACTION
liCity Council concurs, it should, by motion
1. Adopt Resolution No. 6373, A Resolution of the City of Shakopee, Minnesota
Authorizing the City to Submit a Local Trails Connection Grant Program Application
for the Quarry Park Project.
2. Adopt Resolution No. 6374, A Resolution of the City of Shakopee, Minnesota
Authorizing the City to Submit a Federal Recreational Trails Grant Program
Application for the Quarry Park Project.
3. Adopt Resolution No. 6375, A R~solution of the City of Shakopee, Minnesota
Authorizing the City to Submit an- Outdoor Recreation Grant Program Application for
the Quarry Park Project.
RESOLUTION NO. 6373

A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
AUTHORIZING THE CITY TO SUBMIT A LOCAL TRAILS CONNECTION GRANT
PROGRAM APPLICATION FOR THE QUARRY PARK PROJECT
WHEREAS, the City of Shakopee recently acquired and has plans to develop a
reclaimed aggregate quarry in Shakopee forreuse as a park, recreation, and natural
resource amenity; and,
WHEREAS, such a project will help improve the quality of life in the southwest
metropolitan area by providing a truly unique amenity; and,
WHEREAS, the City is seeking funding assistance to fulfill the vision set forth in
this project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA, that the City of Shakopee (The City) will act as legal
sponsor for the project contained in the Local Trails Connection Grant Program
Application to be submitted on February 28, 2006 and that appropriate City staff are
hereby authorized to apply to the Department of Natural Resources for funding of the
Quarry Park Project on behalf of the City.
BE IT FURTHER RESOLVED that the City has the legal authority to apply for
financial assistance, and financial capability to meet the match requirement and ensure
adequate construction, operation, maintenance and replacement of the proposed
project for its design life.
BE IT FURTHER RESOLVED that the City has notincurred any costs related to
project work described in the grant application.
BE IT FURTHER RESOLVED that upon approval of its application by the state,
the City may enter into an agreement with the State of Minnesota for the above-
referenced project, and that the City certifies that it will comply with all applicable laws
and regulations as stated in the grant agreement including dedicating the park property
for outdoor recreation uses into perpetuity. .
BE IT FURTHER RESOLVED that appropriate city officials are hereby authorized
to execute such agreements as are necessary to implement the project on behalf of the
applicant following final approval from City Council.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 21st Day of February, 2006.

BE IT FURTHER RESOLVED that upon approval of its application by the state,
the City may enter into an agreement with the State of Minnesota for the above-
referenced project, and that the City.certifiesthat it will comply with aI/ applicable laws
and regulations as stated in the grant agreement including dedicating the park property
for outdoor recreation uses into perpetuity.
