T / MEMORANDUM To: Mayor and City Council COf~SENT Mark McNeill, City Administrator --. -- --....- From: Travis Karlen, Recreation Supervisor Meeting Date: February 7, 2006 SUbject: Selection of Aquatic Park Support Building Architect INTRODUCTION City Council is asked to approve Parks and Recreation Advisory Board's recommendation to enter into an architectural services agreement with Oertel Architects for the Aquatic Park Support Building located in Lion's Park. BACKGROUND In 2005, City Council gave authorization to seek proposals from three highly-qualified firms that currently have contracts with the City for architectural design services: BKV Group, Bonestroo, and Oertel Architects. In December we issued RFP's to the three firms and received a proposal from each firm. The RFP specified that the successful firm should work with the City to: . Provide complete architectural services including civil, landscaping, structural, mechanical and electrical engineering. . Meet with City representatives to discuss components of the design, present options, and incorporate their feedback. . Discuss and analyze the feasibility of adding a water play component to the existing facility. . Determine what applicable city, county, or state rules and regulations apply to this facility (sand bottom water facility). . Prepare and present at least three (3) preliminary design concepts and cost estimates for review. . Prepare and present detailed schematic design based on selected concept. . Prepare and present final construction drawings and an interior design plan, including plumbing, electrical, mechanical and furniture placement, specifications and signage. . Prepare project manuals and bid specifications for construction and issue bid documents. . Respond to bidder questions and conduct pre-bid meeting. . Observe and inspect construction work, prepare change orders, issue RFP's and ASI's, and review, approve and forward Contractor's request for payment application to owner. . Prepare the preliminary punch list for review by City staff. . Prepare the necessary final punch list and project closeout documents. I DISCUSSION Each of the proposals identified unique strengths that their firm could provide in the design process. To aid in the selection process, Mark Themig and I interviewed each of the firms to further evaluate their design team, past projects, and scope of our project. Our recommendation is to select Oertel Architects for the design. In our opinion, Oertel presented the best approach to the project and has designed similar buildings, including a support building for the swim pond at lake Minnetonka Regional Park. In addition, they were receptive to the City's direction in the design, as we understand they have been with the Public Works building. Although their proposal is not the lowest cost, we believe that their experiences with similar buildings exceed those of BKV. (BKV had no similar projects. ) When interviewing Oertel, they discussed with us the concept of a site plan to evaluate the entire aquatic park site and analyze any potential the future growth of the aquatic park area. Although the site plan was not specifically requested in our original scope of service that we provided in the RFP, each of the design firms indicated that they would do some level of master site planning. We feel that looking at the future of the park is an important step to take when designing and constructing the new aquatic support building. In general, the site plan would identify locations for future aquatic park expansion elements such as a lazy river or splash pads, as well as support buildings and parking. Although there are no current plans for any expansion or major renovation, an overall site plan would help ensure that the investment the City is making now in improvements could serve expansion, should the City consider doing so in the future. Another reason that a long term overall.site plan is important is because of the uncertainty of the future of sand bottom swim ponds in the state of Minnesota. Currently Minnesota law states that a pool must be designed to meet the current pool codes. Because of this, new sand bottom swim ponds can no longer be constructed. It is important also to note that our facility is not currently governed by the State of Minnesota pool codes; although this does not mean that it couldn't happen in the years ahead. If approved by City Council, Oertel is committed to completing the design process and bidding in order to begin construction at the conclusion of the 2006 swimming season. PROJECT BUDGET The 2006 CIP includes $1,080,000 for this project, which is based on research done on other buildings constructed in Minnetonka, Richfield, St Paul, and Hastings. The building would be built using commercial and vandal-resistant materials. The Advisory Board concurred with our opinion, and recommended to City Council that we enter into a contract extension with Oertel Architects for the design work. VISIONING RELATIONSHIP The designing process and idea of an overall site plan will help ensure the long-term viability of the City's commitment of looking to the future for the good of our community and the investment in a building that will serve our residents, employees, and guests in the years to come. Will need to be replaced. Justification The service building was constructed in 1968, and has reached its life expectancy. Due to the type of construction (cinder block and concrete), little can be done to make improvements. The plumbing needs significant upgrading to repair leaks. Other Comments Costs of comparable buildings constructed during the past few years were used to determine this estimate. Oertel Architects, Ltd. was established and incorporated in the state of Minnesota in January of 1996 by Jeff Oertel with a commitment to solve design and building problems so that each and every project achieves its maximum potential at the least overall cost. We have instituted a hands-on approach in working out details, understanding building conditions and working with user groups. The firm provides a full range .of consulting services including planning, architectural design, interior design and construction related services. The primary specialty is the planning and design of public works, park and maintenance buildings. Multiple family housing facilities, historical restoration, renovation and complicated repair projects also make up a good share of the work load. The firm has recently won several awards from the American Institute of Architects, The City of St. Paul, MN, and Preservation Alliance. The firm has been awarded several awards. One which we are most proud of is the "2003 Structure of the Year" award from the American Public Works Association for our Minnetonka Operations & Maintenance Facility. .- Our staff currently consists of ten architectural professionals, three of which are registered. Most of the architectural staff are also skilled in planning. In addition, there is one interior designer that assists on all public works projects. All staff are trained to have a broad spectrum of experience, which we believe will benefit employees and clients alike. As the principal architect, Jeff Oertel is licensed to practice architecture in the states of Minnesota, Wisconsin and Iowa. He is also a nationally certified NCARB member. Our firm carries $2,000,000.00 f $1,000,000.00 in E & 0 insurance, in addition to other liability insurance items required by other public agencies. Our principal areas of practice are in the municipal sector, with public works/maintenance projects the key area of expertise. We also plan and design park buildings, well houses, community centers and fire stations. Over the past ten years we have worked with seven counties, several dozen cities and several state agencies. In the private sector we specialize in mid-rise housing projects, historic preservation and various other building types. Since the incorporation of the fmn there has never been a lawsuit or threat of a lawsuit against the fmn. We plan on presenting our fmding and our proposed layouts, along with the advantages and drawbacks to each option. That way the city team is able to select the option best suited to their long term needs.
