INTRODUCTION:
Attached is a revised job description for the Engineering Technician IV position for
Council approval. Also, staff is requesting authorization to start the hiring process for
this position.
BACKGROUND:
With the retirement of Ray Ruuska, Project Coordinator, a senior level technician is open
in the Engineering Division of Public Works. Staff is recommending to hire an
Engineering Technician IV.
The job description for Engineering Technician IV has been revised to better reflect the
duties of this position.
ALTERNATIVES:
1. Approve a motion approving the revised job description for an Engineering
Technician IV and authorize the hiring.
2. Do not approve revised job description and hiring at this time.
3. Table for specific reason.
RECOMMENDATION:
Staff recommends Alternative No.1.
ACTION REQUESTED:

SUMMARY
This position is responsible for preliminary and final design, construction and administration of municipal
public works projects, under the direction of the Assistant City Engineer. This position involves complex and
technical engineering duties in the field or office, such as preparing engineering drawings; reviewing plans,
right-of-way, grading and building permits; inspection of public improvements; and preparation of assessment
rolls on public improvement projects. Work may include responsibility for assigning work to other engineering
technical personnel.
PRIMARY DUTIES AND RESPONSIBILITIES
Start-to-finish project management for public roadway, sanitary sewer, storm sewer and water main
construction and reconstruction projects. Assists in preparation of feasibility reports, calculates cost and
determines feasibility of projects based on analysis of collected data. Prepares or directs preparation and
modification of plans and specifications, construction schedules, environmental impact studies, and designs for
projects. Inspects construction site to monitor progress and ensure conformance to engineering plans,
specifications, and construction and safety standards and assists other inspectors.
Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs on soil composition, terrain,
hydrological characteristics, and other topographical and geologic data to plan and design project.
Review and comment on plan submittals and building permit applications, as assigned.
Reviews, investigates and makes recommendations on drainage problems. Calculates the storm drainage utility
fees for various properties in the city and assists in the administration of the storm drainage utility policies and
procedures.
Prepares pay estimates and assists in the negotiation of contract change orders and final quantities with
contractors on public improvement projects.
Assists in the calculation of assessments on public improvement projects and performs reapportionment of
assessments to properties.
Assists in developing standards and policies for the design/maintenance of the city's public improvements.
Responds to public inquiries on public improvement projects and engineering department policies and practices.
Maintains updated as-built information on utilities.
Other similar duties as assigned by the Assistant City Engineer.
QUALIFICATIONS

ESSENTIAL SKILLS: Strong organizational and problem solving skills, attention to detail and the ability to
work independently. Must be able to work with and provide direction to consultants, developers, and
contractors. Must be able to resolve conflicts over plan design and review and in the construction field. Should
be able to effectively communicate the City's policies and procedures to other city departments and the general
public.
Knowledge ofthe practices, equipment and techniques of drafting;
Knowledge of engineering and survey practices;
Knowledge of personal computers and CADD
Knowledge of engineering maps and records;
Ability to make required mathematical calculations rapidly and accurately;
Ability to understand and follow oral and written instructions;
Ability to learn use of technical engineering instruments;
Ability to work under adverse weather conditions;
Ability to establish and maintain effective working relationships with other employees and the public.
EDUCATION and/or EXPERIENCE
Education equivalent to 2 years' vocational school or college in highway construction or civil engineering and
5+ years' related engineering experience. Two years of municipal public works/civil construction experience
maybe substituted for each year of education.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess valid drivers license.

Work locations(s) maybe in controlled environment, but also inclement weather and construction sites, and
requires driving. Employee may be required to climb or lift objects at construction site visits.
COMMENTS
The regular workweek as defined by the Personnel Handbook is five eight-hour working days, from 8:00 a.m. to
4:30 p.m., except as otherwise established by the department head in accordance with the custom and needs of
the department, such as seasonal development and construction demands.
