SUBJECT: Authorization to Promote a Records Specialist
DATE: December 15,2005
INTRODUCTION:
The Police Department is requesting Council approval to promote a part-time Records
Specialist to fill a budgeted position.
BACKGROUND:
The current Records Specialist vacancy was created when Terri Scherer was assigned to
the Police Chief's Secretary position.
The Civil Service Commission recently conducted the necessary testing and a new
eligible register was created.
The following name is currently listed on the eligible register.
Sharon Proskin
Although, the Civil Service statue requires the Commission to adopt rules for
certification ofthree names to the appointing authority (City Council), an opinion from
the city attorney allows the appointment with Council approval.
Sharon Proskin is currently serving in the capacity of a Records Technician within the
Police Department. Staff recommends that she be promoted to Records Specialist and
placed at grade 4, step B ofthe pay grade which is consistent with the current Employee
Personnel Handbook.
BUDGET IMPACT:
The position was budgeted for in the 2005 Police Department Budget.
ALTERNATIVES:
1. Authorize the promotion of Sharon ,Proskin at 30 hours per week.
2. Do not authorize the promotion
3. Table and provide direction to staff
RECOMMENDATION:
Alternative #1. Staff recommends Council authorize the promotion of Sharon Proskin as
a 30-hour per week, part..time Records Specialist.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the promotion of Sharon
Proskin as a part-time, 30-hour per week, Records Specialist at an hourly rate of $20.285.
