SUBJECT: Authorization to Hire One Police Officer - Karen Johnson
DATE: December 20, 2005
INTRODUCTION:
The Police Department is requesting Council approval to hire Karen Johnson as a
probationary police officer.
BACKGROUND:
Council authorized 42 sworn positions in the 2005 Police Department budget. This is
consistent with our workload analysis and staffing ratio of 1.5 officers per 1,000
residents. As of today, there are three vacant positions.
The Police Civil Service Commission conducted the necessary testing that created the
Police Officer eligible register. The following names are the top candidates listed, in
alphabetical order, on the eligible register established by the Police Civil Service
Commission.
. Nicholas Adler
. Karen Johnson
. Michelle'Schmidt
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to
submit the top three names listed on the eligible register to the Appointing Authority
(City Council), to fillanyvacancy. Staff recommends that Karen Johnson be hired at
Step 1 ofthe current police officer labor contract.
The Police Department's request for approval to hire Karen Johnson as a probationary
police officer is consistent with the established City goals.
City goal #3: Continue to provide quality services with available resources.
City goal #11: Ensure a safe and secure community.
BUDGET IMPACT:
Funds exist in the Police Department budget for this position.
ALTERNATIVES:
1. Authorize the hire.
2. Do not authorize the hire.
3. Table and provide direction to staff.
RECOMMENDATION:
Alternative #1. Staff recommends Council authorize hiring Karen Johnson as
probationary police officer.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of probationary
police officer Karen Johnson at Step 1 of the current labor contract, at a monthly rate of
$3,564.50, subject to the satisfactory completion of pre-employment medical and
psychological examinations.
