No. 6567 s.~. 2. ~ CITY OF SHAKOPEE Memorandum TO: Mayor & City Council CO~J~EJ~'T Mark McNeill, City Administrator ' ,,t~ tp VJ . ~ ~ 1 FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: 2007 Bituminous Overlay, Project No. 2007-5 DATE: February 6,2007 INTRODUCTION: Attached is Resolution No. 6567, a resolution receiving a report and calling for a hearing on the 2007 Bituminous Overlay Project, Project No. 2007-5. BACKGROUND: On November 21,2006 the City Council ordered the preparation of a feasibility report to analyze a bituminous overlay of various streets throughout the City by Resolution No. 6534. The purpose of the feasibility report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The feasibility report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a public hearing for this project on March 6, 2007. The approval of Resolution No. 6567 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the feasibility report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the March 6, 2007 public hearing on the feasibility report to the public and the City Council. ALTERNATIVES: 1. Adopt Resolution No. 6567. This action will receive the feasibility report and set the date for the public hearing for March 6,2007. 2. Deny Resolution No. 6567. This action will halt the project until such time that City Council reconsiders the resolution. 3. Move to receive the feasibility report but do not set a date for the public hearing at this time. This action will place the project on hold until such time as the City Council sets a date for the public hearing. 4. Table Resolution No. 6567 to allow time for staff to prepare additional information and/or revise the feasibility report as directed by the City Council. RECOMMENDATION: 1. If the City Council wishes to pursue this project for the 2007 construction season, staff recommends Alternative No.1, to adopt Resolution No. 6567. 2. If the City Council does not wish to pursue this project then the appropriate action would be to move the approval of Resolution No. 6567, and vote against the motion. 3. If City Council provides additional direction and modifications to the report, then Alternative No.4 may be appropriate to table this action and have staff modify the report. ACTION REQUESTED: Offer Resolution No. 6567, A Resolution Receiving a Report and Calling a Hearing for the 2007 Bituminous Overlay, Project No. 2007-5 and move its adoption. 91f. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The Council will consider the 2007 Bituminous Overlay Project and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost ofthe improvement for the 2007 Bituminous Overlay of $642,044.02. 2. A public hearing shall be held on such proposed improvements on the 6th day of March, 2007, at 7 :OOP .M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. I This project is included in the City's 2007 Capital Improvement Program. I 2. SCOPE I This report will determine the feasibility of a bituminous overlay, and any necessary improvements to existing concrete curb and utilities on 12th Avenue, between CSAH 83 and Valley Park Drive and on Valley Park Drive, between lih I Avenue and Industrial Boulevard North. The report will also determine the cost effectiveness of the proposed I improvements, provide a cost apportionment, preliminary cost estimate and a preliminary assessment roll. I 3. BACKGROUND I These streets are located within a commercial/industrial area. 12th Avenue was constructed in 1987 and Valley Park Drive was reconstructed in 1987 from amral I street design to an urban street with concrete curb and gutter. These streets have been seal coated and patched over the years as part of routine maintenance. Due to a combination of increased commercial traffic wear and age, the bituminous I surface on both roadways has deteriorated and is in need of resurfacing. I 4. PROPOSED IMPROVEMENTS 4.1 Street I The proposed street improvements are identified in Drawing No.1 in the Appendix. I I Feasibility Report Page 1 of3 I 2007 Bituminous Overlay, Project No, 2007-5 City of Shakopee I I I The proposed street improvements consist of patching areas of sub-grade instability, profile milling of the existing pavement, replacing small I portions of concrete curb and gutter and concrete aprons in isolated areas and the placement of a 2-inch bituminous overlay. I The radius at the intersection of Industrial Boulevard South and Valley Park Drive is proposed to be modified to allow large trucks to make the turn going west bound without jumping the existing concrete curb and I gutter. Signage at the intersection of 12th Avenue and Valley Park Drive will be revised to better guide motorists in this area. I The purpose of this project is to resurface the roadway to extend its life, provide a smoother driving surface and to reduce yearly maintenance costs by reducing the amount of patching and crack sealing that is needed on a I yearly basis. Due to the amount of heavy traffic on these roads it can be expected to see cracking of the surface after the first freeze thaw cycle. Overlaying the roadways now will delay the expense and inconvenience of I a complete reconstruction by 10-12 years. The total estimated project cost for the proposed street improvements is I $642,044.02. An itemized cost estimate is included in the Appendix. 4.2 Sanitary Sewer I The sanitary sewer was televised and evaluated prior to writing this report and there are no proposed improvements to the existing sanitary sewer. I 4.3 Storm Sewer I The City's Public Works Department will repair a number of structures prior to the overlay. I 4.4 Watermain I Shakopee Public Utilities will evaluate the water system and will make necessary repairs prior to the overlay. I 4.5 Easements I It is not anticipated that easement acquisition will be required for this proj ect. SPECIAL ASSESSMENTS 30% ofthe project costs for the street improvements and 100% of the bituminous I mixture commercial upgrade cost are proposed to be assessed on a front footage basis to the benefiting properties with front footage adjacent to the project area. I Concrete driveway apron improvements will be assessed 100% to the benefiting properties. The remammg costs associated with the proposed street improvements, will be paid with State Aid Funds. I The estimated assessment rate, per front foot is $14.41. A preliminary assessment roll is included in the Appendix. Actual assessments will be based on the final I project costs. Properties proposed to be assessed are identified on Drawing No. 2 in the I Appendix. 6. ESTIMATED COSTS I An itemized cost estimate is included in the Appendix. The following costs were prepared using 2006 construction costs and are subject to change, depending on I the final design of the project, bids received and actual work performed. A summary of the estimated construction costs plus a 5% contingency and engineering and administration costs for the project are as follows: I Street Improvements $ 628,139.89 I Concrete Driveway Apron Improvements $ 13,904.13 Total Project Cost $ 642,044.02 I 7. FUNDING SOURCES I A summary of the estimated funding apportionment is as follows: I Assessments $ 241,697.41 State Aid fund $ 400,346.61 I Total Funding $ 642,044.02 I 8. CONCLUSION I From an engineering standpoint, the proposed improvements are feasible, cost effective and necessary for the preservation ofthe existing infrastructure.
