',1 ',i;i'. .;", Mark McNeill, City Administrator ~'i~. . f~ ; FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: 2007 Street Reconstruction Project, Project No. 2007-2 DATE: February 6,2007 INTRODUCTION: Attached is Resolution No. 6568, a resolution receiving a report and calling for a hearing on the 2007 Street Reconstruction Project, Project No. 2007-2. BACKGROUND: On October 3, 2006, the City Council ordered the preparation of a feasibility report to analyze the reconstruction of various streets throughout. the City. This report has been completed and is attached for Council review. The purpose of the feasibility report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any. improvements that are needed. The feasibility report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for March 6, 2007. The approval of Resolution No. 6568 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the feasibility report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the March 6, 2007 public hearing on the feasibility report to the public and the City Council. ALTERNATIVES: 1. Adopt Resolution No. 6568. This action will receive the feasibility report and set the date for the public hearing for March 6, 2007. 2. Deny Resolution No. 6568. This action will halt the project until such time that City Council reconsiders the resolution. 3. Move to receive the feasibility report but do not set a date for the public hearing at this time. This action will place the project on hold until such time as the City Council sets a date for the public hearing. 4. Table Resolution No. 6568 to allow time for staff to prepare additional information and/or revise the feasibility report as directed by the City Council. RECOMMENDATION: 1. If the City Council wishes to pursue this project for the 2007 construction season, staff recommends Alternative No.1, to adopt Resolution No. 6568. 2. If the City Council does not wish to pursue this project then the appropriate action would be to move the approval of Resolution No. 6568, and vote against the motion. 3. If City Council provides additional direction and modifications to the report, then Alternative No. 4 maybe appropriate to table this action and have staff modify the report. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The Council will consider the 2007 Street Reconstruction Project and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement for the 2007 Street Reconstruction of$2,065,897.89. 2. A public hearing shall be held on such proposed improvements on the 6th day of March, 2007, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. More detailed information is contained in the body of the report. I The costs for the proposed improvements are $1,301,027.40 for street improvements, $149,947.13 for storm sewer improvements, .$331,610.78 for watermain improvements, I and $283,312.58 for sanitary sewer improvements. INTRODUCTION On October 3, 2006, the City of Shakopee adopted Resolution No. 6510, which I ordered the preparation of a feasibility report to analyze the reconstruction of the following streets: I . Dakota Street - 3rd A venue to Milwaukee Road I This project is included in the City's 2007 Capital Improvement Program. I 2. SCOPE I This report will determine the feasibility and cost effectiveness. of reconstructing the above-mentioned streets. All existing infrastructure elements (street, utilities, etc.) within the project area were evaluated as part of this report. I The report will provide a description of the proposed improvements, an itemized cost estimate, a cost apportionment and a preliminary assessment roll. I 3. BACKGROUND I The streets and utilities were constructed in the 1950's and 1960's. Improvements to the streets have since been limited to patching and seal coating. I The existing pavements are.deteriorated to.the point where they require.illore than normal maintenance. There are many transverse and longitudinal cracks, large I areas of patching, severe crown problems, and curb and gutter deficiencies. I 4. EXISTING CONDITIONS I The existing conditions are identified in drawings 1 through 8 in the Appendix. Main Street is 45 feet wide within the project limits. Based on as-built records, the I watermain is estimated to be between 50-70 years old. The watermain is 6-inch cast iron. The sanitary sewer is 8-inch clay pipe in poor condition. The storm sewer is RCP and runs along Main Street the entire length of the project. There I are catch basins at the intersection with 10th Avenue, 6th Avenue, and 7th Avenue. The pipes connecting the catch basins to the main line do not connect in a manhole. I 6th Avenue is 45 feet wide within the project limits. The watermain is 6-inch cast iron the entire length of the street and is estimated to be 50-70 years old. The sanitary sewer is 8-inch clay pipe in poor condition. There is no storm sewer pipe present. There are cross-pans crossing 8th Avenue at the intersections with Spencer Street, Main Street and Market Street. I Dakota Street is 41 feet wide within the project limits. The watermain is 6-inch cast iron. The watermain was analyzed by Shakopee Public Utilities, and I determined sufficient. The sanitary sewer is 8-inch clay pipe in fair condition. The storm sewer is RCP and consists of four catch basins at the intersection with 4th Avenue. There is a concrete cross"'pan at the intersection with 3rd Avenue. I 5. PROPOSED IMPROVEMENTS I The proposed area of improvements is identified in drawing 9 in the Appendix. I The proposed improvements are as follows: 5.1 Street I All streets inside the proj ect area are considered residential streets and are I proposed to be reconstructed to a 7-ton design at a width of 37 feet. Reducing the street width has the following benefits: 1) Reduced hard surface I 2) Reduction in rUnoff 3) Increased green space 4) Lower maintenance cost I 5) Reduction in construction cost Feasibility Report 2007 Street Reconstruction I City of Shakopee, MN City Project No: 2007-2 -Page 2- I I 6) Reduced speeds through a residential neighborhood I 7) Allows for flexibility to adjust street grades to fix drainage problems 8) Less impact to existing boulevard trees I A 37- foot roadway allows for parking on both sides of the street. I The one negative to reducing the street width at this time is the match point on Main. Street north of 6th A venue. Main Street will transition to the existing curb line with 3: 1 tapers north of 6th A venue. A detail of the I transition is shown on Drawing No.1 0 in the Appendix. Dakota Street will also transition to the existing curb line with 3:1 tapers on the south limit of the project. I Given the low traffic volumes on Main Street and all of the positives I associated with narrowing the streets, it is proposed that all streets will be constructed to a width of 37-feet. I The total estimated proj ect cost for the proposed street improvements is $1,301,027.40. I 5.2 Storm Sewer The proposed storm sewer improvements are identified in Drawing No. 11 I in the Appendix. The proposed storm sewer improvements consist of replacing an 18-inch I RCP on Main Street from 10th Avenue to Shakopee Avenue with 30-inch RCP and adding additional structures to improve drainage in the project area. I The total estimated project cost for the proposed storm sewer improvements is $149,947.13. I 5.3 Watermain I The proposed watermain improvements are identified in Drawing No. 12 in the Appendix. I The proposed watermain improvements consist of replacing the watermain and water services on Main Street, 6th A venue, 7th A venue and 8th Avenue. I The new watermain will be 6-inch Ductile Iron Pipe. The total estimated proj ect cost for the proposed watermain improvements I is $331,610.78 Feasibility Report 2007 Street Reconstruction I City of Shakopee, MN City Project No: 2007-2 -Page 3 - I I I 5.4 Sanitary Sewer I The proposed sanitary sewer improvements are identified in Drawing No. 13 in the Appendix. I The proposed sanitary sewer improvements consist of replacing sanitary sewer main line and services on Main Street, 6th Avenue, ih Avenue and 8th Avenue. The sanitary sewer lines will be replaced with 8-inch PVC I pipe. Services will be replaced with 4-inch or 6-inch PVC pipe from the main line to 10 feet inside of the Right of Way. The sanitary sewer on Dakota Street will be rehabilitated with Cured-In-Place pipe as part of I another proj ect. The total estimated project cost for the sanitary sewer improvements is I $283,312.58. I 6. SPECIAL ASSESSMENTS I 6.1 Street 30% of the project costs for the street improvements are proposed to be I assessed on a per lot basis to benefiting properties. Non single-family lots will be assessed the number of equivalent lots resulting from dividing the properties front footage by 60 feet (typical lot front footage). Corner lots I that only have improvements made to one street will be considered a half lot. The remaining 70% of the street costs will be funded by the City through general tax levy. I The estimated assessment rate for the proposed street improvements is $4,023.80 per equivalent lot. I A preliminary assessment roll is included in the Appendix. I 6.2 Storm Sewer The General Storm Sewer Fund will fund 100% of the storm sewer I improvements. I 6.3 Watermain I Shakopee Public Utilities will fund 100% of the watermain improvements. I Actual Assessments will be based on the final project costs and apportionments. I 7. ESTIMATED COSTS An itemized cost estimate is included in the Appendix. The following costs were I prepared using 2006 construction costs and are subj ect to change, depending on the final design of the project, bids received, and actual work performed. FUNDING SOURCES I A summary of the estimated funding apportionment for the recommended improvements is as follows: I Assessments $ 390,308.60 General Tax Levy $ 910,718.80 I Storm Sewer Fund $ 149,947.13 Shakopee Public Utilities $ 331,610,78 Sanitary Sewer Fund $ 283,312.58 I TOTAL PROJECT COST $ 2,065,897.89 I The city owns park property within the proj ect area. The estimated assessment for the city property is $ 20,119,00. I The city's portion ofthe assessment will be paid from the general fund.
