Subject: Purchase of Ice Resurfacer, Resolution No. 6574
INTRODUCTION
This agenda item requests City Council authorization to adopt Resolution No. 6574, A
Resolution Accepting Bids for an Ice Resurfacer.
BACKGROUND AND DISCUSSION
At the January 2nd 2007 City Council meeting,. Council approved the plans and
specifications and authorized bidding for the purchase of a new IceResurfacer.
On January 11 th, 2007 advertisements went out and staff sent out plans and
specifications to four companies: Becker Arena Products, Frank J. Zamboni Co., LSK
Services, and Resurfice Corporation. On January 30th 2007 bidding closed and the city
received four bids with prices ranging from $77,404.10 to $87,010.50.
After reviewing all bids, the low bidder appeared to be Frank J. Zamboni Co. in the
amount of $77,404.10. However, Zamboni did not appear to meet the specifications.
Mark Themig and I conducted a conference call with the City Attorney to review the bid
from Zamboni. Zamboni notes in their bid documentsthat they had seven deviations
from our plans and specifications including transmission type, blade length, water tank
size and material, warranty length, tire & wheel materials, and auto towel lift function.
From our conversation with Mr. Thomson we came to the conclusion that three of the
deviations were substantial and created a non-responsive bid:
1. Transmission: The specifications required a fully automatic transmission. The
transmission Zamboni provides is hydrostatic which requires the operator to shift
from low to high gears.
2. Blade Length: The specifications required an 84" blade length. Zamboni provides a
77" blade length.
3. Ice Making Water Tank: The specifications required a 210 gallon wash water tank.
Zamboni provides a 192 gallon tank.
Therefore, we are recommending awarding the bid to Becker Arena Products in the
amount of $85,200.00 for a New 2007 Ice Resurfacer.
BUDGET IMPACT
The current resurfacer was donated to the City by the Shakopee Hockey Association in
1995. The life cycle for a resurfacer was estimated at 10 years in the City's equipment
fund, and funding has been provided for the purchase since 2005. However, the
purchase has been deferred as the unit has been operating satisfactorily. However,
given the critical nature of the resurfacer in the operation of the arena, the unit should be
replaced. The Council has also agreed to move the current resurfacer to Lions Park to
provide a resurfacer for that rinks (under an agreement with the Shakopee Hockey
Association), and serve as a back up for the Arena.
$75,000 has been budgeted in the Equipment Fund for the purchase. However, since
the purchase was been deferred for two years, the budgeted amount should have been
increased from $75,000 to $85,000 this year to reflect the rising cost of the unit. If
Council wants to move ahead with purchasing the resurfacer as recommended, you will
also need to authorize the additional funding from the Equipment Fund. Mr. Voxland has
indicated that the additional $10,000 is available in the Equipment Fund.

If Council concurs, it should, by motion, adopt Resolution No. 6574, A Resolution
Accepting Bids for an Ice Resurfacer, and authorize an additional $10,000 from the
Equipment Fund for this purchase.

A Resolution Accepting Bids
For An Ice Resurfacer
WHEREAS, pursuant to an advertisement for bids for a new Ice Resurfacer, bids
were received, opened on January 30, 2007, and tabulated according to law, and the
following bids were received complying with the advertisement:

AND WHEREAS, the bid by Frank J. Zamboni & Co. Inc. did not meet the
specifications and is declared non-responsive; and
WHEREAS, it therefore appears that Becker Arena Products, 3270 County Road
42 West., Burnsville, MN is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA
That appropriate City officials are hereby authorized and directed to enter into a
contract with Becker Arena Products in the name of the City of Shakopee for the purchase
of an Ice Resurfacer according to the plans and specifications therefore approved by the
City Council and on file in the office of the City Clerk.
Adopted in session of the City Council of the City of Shakopee,
Minnesota, held this day of ,2007.

the Specifications these items do not match exactly, but are equivalent or exceed them.

5. Transmission . Our machines are equipped with a hydrostatic transmission, no
manual gear switching is required. A hydrostat is superior to an
automotive automatic transmission in that is allows for full
power to the hydraulics no matter the speed of the vehicle.
Most, if not all, heavy equipment manufacturers understand the
value of a hydrostatic transmission and equip their machines
with one. Tractors, front end loaders and plows are just some
of the types of equipment that use a hydrostatic transmission
like that of ours.
6. Blade Length - Our blades are 77" in length. Despite some manufacturers'
claims, there is no pass savings in the resurtacing process
unless the blade exceeds 86" in length. I n addition to an 86"
blade you would need to maintain approximately a 6" overlap in
order to reduce the resurtacing process by 1 full lap. With
longer blades, they also cost more to be sharpened than does
our 77" blade.
7. Wash Water - Our machines when purchased with Wash Water comes with a
polyethylene water tank. With plastic you never have to worry
about any corrosion issues nor weld failures.

8. Ice Making Water - Our tank is plastic here as well with the same r~sponse in
comparison to steel. .
9. Auto Towel Lift - We offer as standard equipment a secondary towel storage
area which is comparable.
16. Tire & Wheels - We offer chrome steel wheels on the 4 on the machine as well
as the spare provided.
We feel strongly that our Zamboni@ 540 will meet or exceed your resurfacing
requirements in spite of these minor differences from your specifications.
We also believe that after close review you will find as have other former Olympia
customers in recent purchase decisions such as Eden Prairie MN, Chaska MN, Blaine
MN, Park Rapids MN, and Duluth MN that the Zamboni 540 is the best value for your ice
resurfacing needs.

1.00 GENERAL
It is the intent of these specifications to describe a self-propelled ice rink resurfacing machine. Unit shall be a new and unused,
latest model so designed that the following can be achieved with a one-man operation:
Plane the ice
Pick up and store snow
Wash and squeegee ice surface
Distribute water for freezing sheet of ice
Dump snow from storage tank
2.00 DETAILED DESCRIPTION
The unit shall conform to the following minimum requirements:
2.01 CHASSIS
Chassis shall consist of four (4) wheel drive and front wheel steering. Control of steering is to be done by an automatic-type
steering wheel.
2.02 ENGINE
Power plant shall consist of four (4) cylinder fuel powered engine, with a minimum rating of 50 HP and no more than 75 HPin
order to minimize exhaust pollutants in an enclosed structure. Engine compartment must have easy access for repairs wIllIe
snow tank is down. Throttle control shall be through a electronic governor capable of "hands-free" operation, with independent
loading sensing adjustments.
2.03 TRANSMISSION
Machine shall be equipped with a hydrostatic transmission (as distinguished from an automotive style manual or automatic
transmission). Transmission shall provide a speed range of approximately 0 - 10 m.p.h. with vehicle top speed not to exceed
10 m.p.h. Hydrostatic transmission shall enable operator to use full hydraulic power at any vehicle speed and shall be equipped
with a bypass valve to allow towing if engine is inoperative. Transmission and vehicle speed control, shall be through a foot
operated device that will cause the machine to come to a full and complete stop if operator falls off or releases the controls.
2.04 AXLES
Axle loading shall be fully approved by the original equipment manufacturer for the application and minimum capabilities. of
axles shall be:
Front 4,300 lbs.
Rear 6,400 lbs.
2.05 HYDRAULIC SYSTEMS
Machine shall include a double hydraulic pump with two distinct hydraulic systems; one to power the vertical conveyor, the
other to power the horizontal conveyor. Pumps will be direct driven by engine and not through belts, thereby ensuring
maximum power transfer and reduced maintenance.
2.06 SHAVING AND CONDITIONING UNIT
Machine shall be equipped with a 77 inch shaving blade. Blade holding apparatus shall secure the blade so that the ends are
tapered upward approximately 1/16 inch to insure a feather edge effect under normal shaving conditions. Shaving apparatus
shall include a spring loaded down pressure system that provides constant downward force on the shaving blade. The blade
height and angle adjustment shall be made from outside of the shaving unit and accomplished in a single easy procedure.
2.07 SNOW CONVEYOR
Snow shall be collected and carried from the surface of the ice by means of a conveyor system which throws the snow into the
snow dump tank by a high capacity slinger of approximately 16 inches in diameter. All conveyor augers shall have a minimum
diameter of 10 inches and shall be double flighted.
