Subject: Huber Park Grand Opening/S hakopee Sesquicentennial
INTRODUCTION
This agenda item is intended to provide City Council with an overview of the preliminary
planning associated with the grand opening of Huber Park and the Shakopee
Sesquicentennial.
BACKGROUND AND DISCUSSION
Construction on Huber P ark is progressing at or ahead of schedule. Substantial
completion and occupancy permit is scheduled for June 15, and final completion of all
punch list items is scheduled for June 29. In looking ahead toward this summer, we have
started preparing a schedule of activities for the park (performers typically book in early
winter), with the grand opening of the park likely to be the most significant event.
Performance Series
Brad Eller, Recreation Supervisor, has been assigned the responsibility for scheduling
the performance series. As part of this work, he has met with com munities that have
similar facilities (Eden Prairie, Bloomington, St. Louis Park) to learn what activities they
schedule, and what are the most successful.
Our preliminary plan identifies performances on Tuesday and Thursday evenings and
alternating Wednesday and Sunday evenings thr oughout the sum mer. Performances
would include a variety of children's music, community bands, genre-specific (bluegrass,
country, classical, etc.). There may also be an opportunity to collaborate with local
theater groups for summer outdoor theater, although we don't have anything planned
yet. Our 2007 operating budget contains funding for the performance series.
We have also been contacted by individuals and businesses asking aboutthe possibility
of renting the performance area for events, weddings, etc. We currently schedule a
number of special events and weddings in other parks, and we anticipate that this will
become more popular as the construction nears completion. The performance series
schedule identifies possible rental times on Fridays, Saturdays, and Sundays. We will be
working ona rental package that wi II help offset costs, and will be bringing this back to
Council after review by the Parks and Recreation Advisory Board later this spring.
Huber Park Grand Opening
We have preliminarily identified the weekend of June 29-July 1 for the Grand Opening
and dedication of the p ark. During our discussions with the contractors, they all feel
comfortable that all construction will be completed well ahead of this weekend. However,
the one wildcard is turf establishment.
The ability to have good turf established will depend on when they are able to seed.
During our construction meeting last week, we discussed options to facilitate turfgrowth,
including the substantial erosion control blanket allowance that is provided in the
contract. At this time, it appears that we will be able to seed and have turf established for
the June 29 weekend, although we are st ill working closely with the contract to confirm
their timelines. If it turns out that the contractor has significant concerns, we will need to
look at other opti ons.
The grand opening weekend would be comprised of a dedication, a variety of
entertainment, and fireworks to conclude Saturday's events.
Huber Park Grand Opening/Shakopee Sesquicentennial
Mr. Eller and I have been meeting with the Sesquicentennia I Committee to learn more
about their plans and how those pIa ns might relate to the grand opening of Huber Park.
As part of their work, the Sesquicentennial Committee decided that tying in their events
with the grand opening of Huber Park would be a good fit, as it is returning Huber Park,
a significant historical focal point, back into a usable community amenity.
The Sesquicentennial Committee had several activities already in mind that would fit in
well with the Huber Park grand opening, including a river paddle boat, reenactments,
historical tours, etc. Combing these activities with a weekend-long performance series
would create a truly unique weekend (see attached) .
With this in mind, I asked that the Sesquicentennial Com mittee designate one or two
individuals to serve on a "Planning and Logistics" sub-committee to help coordinate the
two events (see attached). This sub-committee will be responsible for all the weekend
logistics.
Finally, a strength in combining the two eventswill be fundraising. Bill Mars, has agreed
to take on the role of fundraising for the weekend. His goal is to raise $20,000-$30,000
in private and corporate donations that would be used to offset costs for both the Huber
Park grand opening and the Sesquicentennial.

This is intended to be an informational item. If you are comfortable with a combined
Huber Park Grand Opening/Sesquicentennial, no specific action is requested at this
time. I would hope that Council will participate in the dedication, as well as other
activities throughout the weekend. Once the date is confirmed, we will provide you with
confirmation and more information.
