Subject: Buffer Zone Protection Program
INTRODUCTION
The Police Department is seeking approval to participate with the MinnesotaDepartment
of Public Safety Division of Homeland Security in a Buffer Zone Protection Program.
BACKGROUND
The Buffer Zone Protection Program is a federally funded grant initiative that involves
identification and assessment of Critical Infrastructure and Key Assets. Several locations
were identified in Minnesota as being Critical Infrastructure of Key Assets including
Valleyfair Family Amusement Park.
Beginning in April of 2004 an evaluation of possible security threats to and around the
Valleyfair area was done with assistance of the ,Minnesota National Guard Office of
Homeland Defense. A comprehensive report was then created on the potential risks and
what improvements and implementations would be essential for an appropriate
emergency response to a terrorism' event at that location.
With the completed report a list of equipment that would be optimal for improved police
response to a terrorism incident should it occur in or around the area of V alleyfair was
created. The list specifies what equipment is being requested by theShakopee Police
Department. The equipment requested was approved by Homeland Security.
On October 24, 2005 the Homeland Security and Emergency Management acknowledge
the need for equipment should such an incident occur and awarded the Shakopee Police
Department a grant in the amount of $48,364 to purchase specified equipment.
BUDGET IMP ACT
The overall grant does NOT affect the city's overall budget. It does not require matching
on equipment purchases.
ACTION REQUESTED
If Council concurs, they should, offer resolution #6340 which authorizes the appropriate
City staff to enter into the grant agreement with the Minnesota Department of Public
Safety, Division of Homeland Security and Emergency Management for the project
entitled Buffer Zone Protection Program during the period from July I, 2005 to March
31, 2006 for the amount awarded by the Department of Public Safety, Office of Traffic
Safety.

A RESOLUTION OF THESHAKOPEE CITY COUNCIL
AUTHORIZING EXECUTION OF AN AGREEMENT FOR THE
PROJECT BUFFER ZONE PROTECTION PROGRAM GRANT
Be it resolved that the Shakopee Police Department enter into a grant agreement with the
Minnesota Department of Public Safety, Division of Homeland Security and Emergency
Management for the project entitled Buffer Zone Protection Program grant during the
period from July 1,2005 through March 31, 2006.
The Mayor, City Clerk and City Administrator, on behalf of the Shakopee Police
Department, is hereby authorized to execute such agreements and amendments as are
necessary to implement the project on behalf of the Shakopee Police Department and to
be the fiscal agent and administer the grant.
Adopted in regular session of the City Council of the City of Shako pee, Minnesota, held
this 20th day of December, 2005.
