CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: 2006 Street Reconstruction Project DATE: December 20, 2005 INTRODUCTION: Attached to this memo please find a draft feasibility study for the 2006 Street Reconstruction Project. Staff desires to discuss project issues prior to finalizing the report. BACKGROUND: Prior to finalizing the feasibility study, Shakopee Public Utilities Commission (SPUC) must determine how they will assess the watermain. SPUC's current policy is to pay for 100% of the costs associated with the watermain improvements. The Commission is considering changing the policy to assess the watermain service improvements. If the current policy is changed, residents will receive higher assessments that could result in assessment appeals. SPUC is scheduled to discuss this issue on January 3,2006. Staff is also looking for direction from Council regarding sidewalks within the project area. There are a number of sidewalk sections that do not lead anywhere. On last year's project, if there was sidewalk in front of one house that did not lead anywhere, we removed it. This year we have the option to remove these sections of sidewalk or construct new sidewalk to link existing sections. In the past, a majority of residents without sidewalk have been against the construction of new sidewalk in front of their houses. The draft report only includes adding sidewalk on 6th A venue. 6th A venue is designated as a collector route and City Policy calls for a sidewalk on both ~ides of the street. The Council may want to consider only extending sidewalk on the south side of 6th Avenue. ALTERNATIVES: 1. Provide staff direction regarding sidewalks. 2. Table for additional information. RECOMMENDATION: Provide staff direction regarding sidewalks so the report can be finalized for the January 17, 2006 Council meeting. INTRODUCTION On November 1, 2005 the City of Shakopee adopted Resolution No. 6320 which ordered the preparation of a feasibility report to analyze the reconstruction of the following streets: . 4th Avenue - Cass Street to Scott Street . 5th Avenue - Webster Street to' Scott Street . 6th Avenue - Webster Street to Scott Street . Webster Street - 5th Avenue to 6th Avenue . Cass Street - 4th Avenue to 6th Avenue . Clay Street - 4th Avenue to 6th Avenue . Pierce Street - 4th Avenue to 6th Avenue This project is included in the City's 2006 Capital Improvement Program. 2. SCOPE This report will determine the feasibility and cost effectiveness of reconstructing the above'mentioned streets. All existing infrastructure elements (street, utilities, etc.) within the proj ect area were evaluated as part of this report. The report will provide a description of the proposed improvements, an itemized cost estimate, a cost apportionment and a preliminary assessment roll. 3. BACKGROUND The streets and utilities were constructed in the 1950's and 1960's. Improvements to the streets have since been limited to patching and seal coating. The existing pavements are deteriorated to the point where they require more than normal maintenance. There are many transverse and longitudinal cracks, large areas of patching, severe crown problems, and curb and gutter deficiencies. 4. EXISTING CONDITIONS 4th Avenue is 45 feet wide within the project limits. Based on valve records and existing dated hydrants, the watermain is estimated to be 80-90 years old. The watermain is 8-inch cast iron from Clay Street to Scott Street. West of Clay street it is 6-inch pipe and has 5 services determined to be deficient. The sanitary sewer is 8-inch clay pipe in poor condition. The condition of the sanitary sewer services cannot be determined. The storm sewer is RCP and consists of two catch basins at . The existing sidewalk is identified in Drawing No.1. 5th Avenue is 45 feet wide within the project limits. The watermain was replaced in the early 1980's and is in good condition. The sanitary sewer ~as replaced in 1984, and is PVC pipe in good condition. The sanitary sewer services within the right-of-way were also replaced in 1984. Storm sewer was added in 1988 at the intersections with, Pierce Street, Shumway Street, Apgar Street and Scott Street. There are concrete cross pans at the intersections with Cass Street and Clay Street. The existing sidewalk is identified in Drawing No.1. 6th Avenue is 45 feet wide within th~ project limits and is a former County Road that is now designated as a collector street. The watermain is 6-inch cast iron the entire length of the street and is estimated to be 80-90 years old. There is a two block section of parallel 12-inch pipe from Webster Street to Clay Street. The sanitary sewer is 8-inch clay pipe in poor condition. The condition of the sanitary sewer services cannot be determined. The storm sewer is RCP and consists of catch basins at the intersections with Webster Street, Apgar Street and Scott Street. There are concrete cross pans along 6th A venue at the intersections with Saint Mark's Street and Shumway Street. The existing sidewalk is identified in Drawing No.1. Webster Street is a gravel road within the project limits. The watermain was analyzed by Shakopee Public Utilities, and determined sufficient. The sanitary sewer is PVC pipe installed in 1984 and in good condition. There are no sanitary sewer services on this block. The storm sewer is RCP with catch basins at the intersections with 6th Avenue and 5th Avenue. Cass Street is 45 feet wide within the project limits. Watermain is located between 4th Avenue and 5th Avenue and is in good condition. There is no sanitary sewer on this. street. The storm sewer is corrugated metal pipe and consists of catch basins at the intersection with 4th A venue and 6th A venue. There are concrete cross pans at the intersection with 5th Avenue. Clay Street is 45 feet wide within the project limits. The watermain exists from 4th Avenue to 5th Avenue and is in good condition. There is no sanitary sewer on this street. The storm sewer is corrugated metal pipe and consists of two catch basins at a low point between 4th Avenue and 5th Avenue. There are concrete cross pans at the intersection with 5th Avenue. Pierce Street is 45 feet wide within the project limits. There is no watermain on this street. There is no sanitary sewer on this street. The storm sewer is RCP and consists of catch basins at the intersection with 5th A venue and 6th Avenue. PROPOSED IMPROVEMENTS The proposed improvements are as follows: 5.1 Street The proposed street improvements are identified in Drawing No.2 in the Appendix. 4th Avenue, 5th Avenue, Webster Street, Cass Street, Clay Street and Pierce Street are residential streets and are proposed to be reconstructed to a 7-ton design at a width of 37 feet. Reducing the street width has the following benefits: Reduced hard surface, reduction in runoff, increased green space, lower maintenance cost, and a reduction in construction cost by approximately 9%. A 37-footroadway allows for parking on both sides of the street. 6th A venue is designated as a collector road and will maintain its current width of 45 feet. 6th A venue will be constructed to a 9-ton design. The location of the existing sidewalk segments within the project area are identified on Drawings No.1 and No. lA in the Appendix. Sidewalk is not located along the entire project and some sidewalk sections dead end without leading to an intersection or another sidewalk. Following are options for handling sidewalks on the 2006 Street Reconstruction Project. We have the option of replacing the entire sidewalk, only replacing the sidewalk that has heaved or settled, remove all or portions of the sidewalk and extend sidewalk in areas where sidewalk does not exist. Section A (north of 4th Avenue between Apgar Street and Scott Street): This portion of sidewalk connects Apgar Street to Scott Street and will not be disturbed due to street reconstruction or service replacement. Options: 1. Replace only the panels that have settled or heaved. 2. Replace the entire section of sidewalk. 3. Remove the entire section of sidewalk. Recommendation: Staff recommends option number 1. Feasibility Report 2006 Street Reconstruction City of Shakopee, MN City Project No: 2006-2 -Page 3 - , t Section B (north of 4th Avenue between Shumway Street and Apgar Street): This small section of sidewalk does not extend the entire length of the block and will be disturbed by service replacement. Options: 1. Remove the sidewalk. 2. Replace the sidewalk. Recommendation: Staff recommends option number 1. Section C (north of 4th Avenue between Pierce Street and Shumway Street): This section of sidewalk does not connect one street to another (Pierce Street, north of 4th Avenue is not constructed) and will be disturbed by service replacement. Options: 1. Remove the sidewalk. 2. Replace the sidewalk. Recommendation: Staff recommends option number 1. Section D (sidewalk along 5th Avenue): The sidewalk along 5th A venue will not be disturbed by street reconstruction or service replacement. By minimizing the amount of sidewalk replacement on 5th Avenue we can lower costs, minimize disturbance and shorten construction time in the area. In the future the City can complete a sidewalk replacement project ifthe residents and/or City desires. Options: 1. Replace panels that have heaved or settled. Remove sections D 1 and D2. 2. Replace all ofthe existing sidewalk. 3. Replace all of the existing sidewalk and remove sections D1 and D2. Recommendation: Staff recommends option 1. Options for section D3: 1. Remove the entire section. 2. Replace the entire section. 3. Replace only the panels that have heaved or settled. Extend the sidewalk to Shumway Street and Apgar Street and replace the sections that have heaved or settled. Recommendation: Staff recommends option 1 or option 4~ The cost estimate reflects option number 4. Section E (sidewalk along 6th Avenue): 6th Avenue is designated as a collector street and warrants consideration of a sidewalk on both sides of the street. The sidewalk on the south side of 6th A venue west of St. Marks Street is in good condition and will not be disturbed by construction. The remaining sidewalk along 6th Avenue will be disturbed by service replacement. Construction of new sidewalk along 6th Avenue will be funded 100% by the city due to the collector street designation. Options: 1. Remove the existing sidewalk on north side of 6th Avenue. 2. Remove the existing sidewalk on the south side of 6th A venue east ofSt. Mark's Street. 3. Replace only the panels that have heave or settled. 4. Replace all ofthe sidewalk. 5. Extend the sidewalk to Shumway Street on the south side of 6th Avenue. 6. Extend the sidewalk to Scott Street on the south side of 6th Avenue. 7. Construct sidewalk on the north side of 6th A venue from Webster Street to Scott Street. Current . City policy requires a sidewalk on both sides of the street. However, sidewalks on both sides of the street may not be warranted or desired by the city. The cost estimate reflects option 7. The total estimated proj ect cost for the proposed street improvements on paved streets is $1,993,062.09, and for non-paved streets (Webster Street) is $49,596.94. 5.2 Storm Sewer The proposed storm sewer improvements are identified. in Drawing No. 3 in the Appendix. The proposed storm sewer improvements consist of replacing the corrugated metal pipe with RCP, and adding catch basins to eliminate concrete cross pans. Feasibility Report 2006 Street Reconstruction City of Shakopee, MN City Project No: 2006-2 -Page 5 - \ The total estimated project cost for the proposed storm sewer improvements is $248,320.88. 5.3 Watermain The proposed watennain improvements are identified in Drawing No.4 in the Appendix. The proposed watennain improvements consist of replacing the watennain on 4th Avenue with 8~inch Ductile Iron Pipe, removing the 6-inch pipe from the section of 6th Avenue that runs parallel with the 12-inch pipe, replaceing remaining 6-inch watennain on 6th Avenue from Clay Street to Scott Street and replacing all the water services on 4th Avenue and 6th Avenue within the project limits. The total estimated proj ect cost for the proposed watermain improvements is $383,879.38 5.4 Sanitary Sewer The proposed sanitary sewer improvements are identified in Drawing No. 5 in the Appendix. The proposed sanitary sewer improvements consist of replacing sanitary sewer main line and all services on 4th Avenue and 6th Avenue. The sanitary sewer lines will be replaced with 8-inch PVC pipe. Services will be replaced with 4~inch or 6~inch PVC pipe from the main line to 10 feet inside ofthe Right of Way. The total estimated project cost for the sanitary sewer improvements is $333,616.25. 6. SPECIAL ASSESSMENTS 6.1 Street 25% of the project costs for the street improvements on existing bituminous streets are proposed to be assessed on an adjusted front footage basis to benefiting properties. The remaining 75% of the street costs will be funded by the City through general tax levy. Webster Street is a gravel road. It is City Policy to Assess 100% of the project costs for street improvements to gravel roads. The improvements will be assessed on an adjusted front footage basis to the benefiting properties. The estimated assessment rate for the proposed street improvements on Webster Street is $122.46 per front foot. A preliminary assessment roll is included in the Appendix. 6.2 Storm Sewer 100% of the storm sewer improvements will be. funded by the General Storm Sewer Fund. 6.3 Watermain Shakopee Public Utilities current policy is to fund 100% of the watermain improvements including service replacement. They are in the process of modifying the policy to assess the service cost to the benefited property. This report shows service connections assessed directly back to the benefited property. The estimated assessment rate for the proposed water service improvements is $ 1,454.93 per lot. If Shakopee Public Utilities does not adopt a revised policy prior to the public hearing, watermain improvements, including service replacement, will be paid 100% by Shakopee Public Utilities. 6.4 Sanitary Sewer 100% of the mainline sanitary sewer replacement will be funded by the Sanitary Sewer Enterprise Fund. Service connections will be assessed directly back to the benefited property. The estimated assessment rates for the proposed sanitary sewer improvements is $ 1,241.81 per lot Feasibility Report 2006 Street Reconstruction City of Shakopee, MN City Project No: 2006-2 -Page 7 - \ , Actual Assessments will be based on the final proiect costs and apportionments. 7. ESTIMATED COSTS An itemized cost estimate is included in the Appendix. The following costs were prepared using 2005 construction costs and are subject to change, depending on the final design of the project, bids received, and actual work performed. A summary of the estimated construction costs plus a 10% contingency and engineering and administration costs for the project are as follows: Street Improvements (paved) $ 1,993,062.09 Storm Sewer Improvements $ 248,320.88 Watermain Improvements $ 383,879.38 Sanitary Sewer Improvements $ 333,616.25 Webster Street Improvements $ 49,596.94 TOTAL PROJECT COST $ 3.008.475.54 8. FUNDING SOURCES A summary of the estimated funding apportionment for the recommended improvements is as follows: TOTAL COST APPORTIONMENT: Street Assessments $ 547,896.12 Sanitary Service Assessments $ 103,070.23 Water Service Assessments $ 120,759.19 General Tax Levy $ 904,762.91 State Aid (6th Avenue) $ 590,000.00 Storm Sewer Fund $ 248,320.88 Shakopee Public Utilities $ 263,120.19 Sanitary Sewer Fund $ 230,546.02 TOTAL COST $ 3.008.475.54 The city owns property within the project area. CONCLUSION From an engineering standpoint, the recommended improvements are feasible, cost effective and necessary.
