INTRODUCTION
The City Council is asked to review the updated Natural Resource Corridor Map (Attachment
A) that would replace the preliminary Greenway Corridor Map in the Natural Resource Plan
component of the City's 2004 Comprehensive Plan Update.
BACKGROUND
On November 14, 2005, staff and representatives from the Environmental Advisory Committee
(EAC) presented an update on the work completed in creating a Natural Resource Corridor
system (formally called Greenways). Following this presentation, City Council authorized work
to finalize the Natural Resource Corridor Map (Greenway Corridor Map) and to begin
developing the Natural Resource Design Standards Manual.
The process to complete the Natural Resource Corridor Map included a natural resource analysis
of Shakopee and northwestern Scott County. This analysis utilized the Natural Resource
Inventory completed in 2002. The map defines the Natural Resource Corridor areas by
graphically showing important natural features. Development in and around the Natural Resource
Corridors and natural features would be guided in the Natural Resource Design Standards, which
City Council has also worked on.
It is important to note the Natural Resource Corridors and some natural features are not always
contiguous. To address. this, we have added existing and proposed recreation, transportation, and
regional trail systems for.t.he City of Shakopee and Scott County to provide connections between
the Natural Resource Corridor areas.
In areas where there are no planned trail connections but connections are logical, a very general
connection has been shown on the map. Strategies for making these connections would be
outlined in the Natural Resource Design Standards, but it will require working closely with
developers during the development process to develop a mutually agreeable plan.
DISCUSSION
The Environ111:ental Advisory Committee reviewed the revised Natural Resource Corridor Map at
the December 14,2005, regularly scheduled meeting. The EAC made several recommendations,
which have been incorporated into the version you are reviewing tonight:
1. Connections between identified Natural Resource Corridors were differentiated by color.
(Previous versions of the map had the connections in the same color as-buffers.)

2. The buffers surrounding the parks have been removed in areas where development has
been completed. The EAC felt that although it was important to show existing parks and
open space, if they were in a highly developed area, showing the buffer was not
important.
3. The Park and Open Space areas are shown in a different shade.
4. Different designation is used for existing and proposed trails that connect Natural
Resource Corridors.
5. The map is dated according to the month and year.
6. The major waterbodies and roads are labeled on the map.
REQUESTED ACTION
City Council is asked to review and approve the revised Natural Resource Corridor Map and if so
inclined, move to authorize the Natural Resource Corridor Map in the Natural Resource Plan
component of the City's 2004 Comprehensive Plan Update.
