SUBJECT: Cost of Living Adjustments - 2006

INTRODUCTON
The Council is asked to take action which would provide for cost of living adjustments
for non-contract and part-time employees to increase by 3% for 2006.
BACKGROUND:
The 2006 budget provided for a 3% increase as a cost ofliving adjustment for the non-
contract and part-time employees. Non-contract employees comprise a little less than
one-half of the total full time work force. (The Public Works and Police Patrol
bargaining units are just beginning contract negotiations for 2006). It appears from
surveys of other cities that 3% will be the norm as far as the cost of living adjustment for
2006.
Note that this proposal does not cover fire personnel. It incorporates the increase
approved in September for the elected officials.
BUDGET IMPACT:
A 3% increase for full time and regular part-time non-contract employees will cost
$94,420. This amount was anticipated, and provided in the 2006 operating budget.
RECOMMENDATION:
I recommend the cost ofliving adjustments be adopted.
ACTION REQUIRED:
If the Council concurs, it should, by motion, adopt the following resolutions:

A RESOLUTION ADOPTING THE 2006 PAY SCHEDULES FOR THE
OFFICERS AND NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon
the City Treasury from and after January 1, 2006 payable to the duly elected officials and
appointed non-union employees of the City of Shakopee, in accordance with the attached
2006 Pay Schedules, with an effective date of January 1, 2006. f
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this
resolution are hereby repealed and terminated effective January 1, 2006.
Adopted in. session of the City of Shakopee, Minnesota, held this

Part-time Pay Plan Placement Procedures:
On-going part-time staff would be eligible
on their anniversary date of hire to move up
a step ifthey worked a regular schedule year
around. . Employees who only sub or fill in
would not be eligible for a yearly increase.
On-going part-time staff that voluntarily
resigns and is re-hired will be compensated
at the same level as when they resigned,
unless they gained additional job-related
experience or are rehired in a different
position.
