L CITY OF SHAKOPEE Police Department Memorandum TO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: Dan Hughes, Chief of Police "* SUBJECT: Police Captain Position DATE: November 21,2005 INTRODUCTION: The Police Department is requesting Council to re-authorize the position of police captain. BACKGROUND A police captain is a non-union exempt position, who is responsible for providing senior level leadership, supervision, direction and control within the department. A captain assumes responsibility for all department functions in the absence of the chief of police and also serves as the assistant emergency management coordinator. The captain position was approved by the Shakopee Police Civil Service Commission in February of 2004, and approved shortly after by Council. The captain position requires three years of experience as a sergeant with the Shakopee Police Department. The new captain will come from the internal rank of sergeants. In October, 2004, the Shakopee Police Civil Service Commission accepted applications for the position of captain, and received one application. At that time the process was discontinued. The Deputy Chief retired in January 2005. In March of2005, the City Council moved to create an eighth sergeant position and continue the vacancy of the captain position. With re-authorization of the police captain position, the police department leadership will change to one chief, one captain, and seven sergeants, for a total of nine positions. Currently those nine positions include one chief, and eight sergeants. As the city and police department continue to grow, it's necessary to move forward with this position in This action supports City Goals: 1 # 3 Provide quality services with available resources. #11 Ensure a safe and secure community. If council approves this request the Shakopee Police Civil Service Commission is ready to begin the testing process for this important leadership position. BUDGET IMPACT: Funds currently exist in the 2005 Police Department budget for this position; however the 2006 contains leadership positions identified as chief and eight sergeants. A budget change would be needed to create leadership positions of chief, captain and seven sergeants. ALTERNATIVES: 1. Authorize the creation ofthepolice captain position and request the Shakopee Police Civil Service Commission to begin the selection process. 2. Do not authorize. 3. Table and provide direction to staff. RECOMMENDATION: Alternative #1. Staff recommends Council re-authorize the police captain position and request the Shakopee Police Civil Service Commission to begin the testing process. ACTION REQUESTED: Ifthe Council concurs, they should, by motion, re-authorize the creation of the police captain position and request the Shakopee Police Civil Service Commission to begin the testing process. This action supports City Goals: 2 # 3 Provide quality services with available resources. #11 Ensure a safe and secure community.
