COMMENT:
INTRODUCTION:
The Council is asked to establish a workshop date to discuss Fire Department personnel
and pay issues, additional proposed 2006 budget issues, and development-related staff
workload concerns.
BACKGROUND:
At the October 18th meeting, action relating to pay for fireofficers was withdrawn from
the agenda. Instead, Council directed that suggested dates be brought back for
consideration at the November 15th meeting. In addition to the discussion of officers pay,
there should be discussion oflonger term fire staffing needs, as well as consideration of
budget issues which were not considered as part ofthe 2006 general fund levy. This
would include the sanitary and storm sewer funds, telecommunications and the like.
There would also be an update on any final changes affecting the 2006 budget, as this
would be the last meeting prior to the Truth in Taxation hearing on December 5th.
Finally, as you are aware, the city is involved with complex issues regarding siting for a
future school. The School District has identified two sites for an elementary school that
must be opened by Fall, 2007, which would require construction starting in mid-2006.
However, neither of the sites identified have the required development approvals, let
alone any ofthe infrastructure that is needed to serve a future school.
It is not realistic for both sites to move forward simultaneously onthe developers'
timelines given our other already approved developments, and other proposals for
developments which are likely to be submitted in 2006. We need to take time at the
work session to explain the advantages and disadvantages for each school site, talk about
other development proposals in the City, and have the Council decide upon where the
City must focus its resources for next year.
The Fire Chief indicates that he would be available on Tuesday, November 29th. That
being a fifth Tuesday, it is devoid of other City meetings.
RECOMMENDATION:
We recommend that a workshop meeting be established for 6:30 p.m., Tuesday,
November 29th, to discuss fire personnel, budget, and development workload issues.
ACTION REQUIRED:
If the Council concurs, it should, by motion, establish a workshop date for Tuesday,
November 29,2005, at 6:30 p.m. in the Council Chambers.
