CITY OF SHAKOPEE Memorandum CONSEf~T TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Declining Transportation Equity Act TEA-21 Funding for C.R. 17 Intersection with 4th Avenue and loth Avenue DATE: November I, 2005 INTRODUCTION: This agenda item is intended to request City Council approval to decline the use of Federal funding from the Transportation Equity Act for the 21st century on the intersections at CSAH 17 and 4th A venue and CSAH 17 and loth Avenue. BACKGROUND: In 2001, the City did apply for Federal funding for pedestrian bridges, railroad crossings and improvements on CSAH 17 intersections. The County road intersections were with 4th A venue and loth A venue and were applied for as a hazard and elimination safety project due to the high accident count. The City was successful in obtaining Federal funding for these intersection improvements and had until 2006 to utilize those funds. At the time of the Federal grant application, CSAH 17 was a four-lane roadway with no left turn lanes, thus these intersections at 4th Avenue and 10th Avenue had high accident counts. Since those applications were submitted, the County has implemented a re- design on CSAH 17, reducing a four-lane roadway to a three-lane roadway with separate left turn lanes in those intersections. The results of this roadway re-design has a reduced number of accidents at these intersections and also reduced speeds throughout the corridor. Scott County needs to be involved in utilizing the funding for improving these intersections. At this time, the re-design of CSAH 17 from a four-lane undivided to a three-lane roadway, has accomplished a reduction in accidents. Scott County would like to conduct a CSAH 17 corridor study to review the future changes and design of the roadway throughout the corridor and look at an ultimate design scenario, versus improving two intersections within that corridor. Staff has prepared a draft letter that needs to go to Mn/DOT Metro District State Aid Engineer in regard to the City's intent in not utilizing the funds at these intersections. Since Scott County has not completed a corridor study, the likelihood of utilizing these funds for improving these intersections is nearly impossible. The Council's action for this item is to approve a motion to send the proposed draft letter to Mn/DOT to indicate the City's intent not to use Federal funds to improve the intersection of CSAH 17 and 4th Avenue and CSAH 17 and loth Avenue. Also attached to this memo, for Council review, is an e-mail from Dmitry Tomasevich, Federal Aid Project Manager with Mn/DOT Metro District. ALTERNATIVES: I. Approve a motion directing staff to submit the draft letter to Mark Gieseke, Mn/DOT Metro District State Aid Engineer, on the City's intent not to use Federal funds to improve the intersection of CSAH 17 and 4th A venue and CSAH 17 and loth Avenue. 2. Do not approve a motion submitting a letter to Mn/DOT on the Federal funding. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. I, as Scott County would not be able to utilize these funds for intersection improvements until a corridor study is completed and this study cannot be completed in time to utilize the funding. The City's intent for these projects is to not use the funds to improve the intersections. Prior to applying funds, CSAH 17 was a four-lane road and the intersections at 4th Avenue and 10th Avenue had several accidents. Projects were submitted to improve these intersections to a five-lane design. Scott County changed the design of CSAH 17 from a four-lane undivided to a three-lane roadway. This change has resulted in reduced speeds and accidents at these intersections. Also, Scott County would like to conduct a CSAH 17 corridor study to determine the future changes and design of the roadway. The timing is such that a corridor study cannot be done in time to use the federal funds. Also, Scott County does not want to use the HES funds to modify the signals at these intersections. In summary, the City of Shakopee wanted to improve safety at CSAH 17 & 4th Avenue and CSAH 17 & loth A venue intersections, thus the application for federal funding. Accidents have been reduced with the three-lane design. Scott County needs to do a corridor study before making major changes to CSAH 17. Also, the County does not want to use the HES funds to modify the signals, since signal modification is not necessary at this time. SP 166-020-11 and SP 166-020-12 which consists of improvements to intersections on CSAH 17 at 10th and 4th Ave. When you and I spoke last week, you mentioned that since the solicitation and allocation of the Federal HES funds CSAH 17 had been converted from a four lane to a three lane, which seemed to have reduced accidents along that road. At this time the county is not ready to do further improvements to CSAH 17 with out performing a corridor study, which leads the city to withdraw and forfeit the funds that were allocated. You posed a question if a portion of the funds may be used for minor signal improvements but not the entire original scope, which included intersection reconstruction plus signal modifications at the two intersections. l. If you wish to withdraw and forfeit the funds, put together a general letter to Mark Gieseke Mn/DOT Metro District State Aid Engineer (cc: Dmitry Tomasevich * Federal Aid Project Manager) stating your intent and an explanation. 2. In order to use the HES funds just for minor signal modifications vs. the original scope of work the following would be required: Scope change request - general letter requesting and explaining the scope change. (Contact Colleen VanWagner 651-582-1369 for details) Appear at the Transportation Advisory Board-Funding and Programming meeting requesting/presenting the scope change and the request to use funds for the minor signal modification. If approved you would follow the same process as any federal aid project. o Environmental Documentation (A simple version of the Project Memo) o Signal Improvement plan o Meeting the sunset date Let me know if you have any questions. Dmitry Dmitry Tomasevich Message Page I of I Bruce Loney From: Sorenson, Brian [BSorenson@co.scott.mn.us] Sent: Thursday, October 27,200510:52 AM To: Bruce Loney Subject: CSAH 17 HES Funds Bruce- At the intersections of 4th Ave and 10th Ave with CSAH 17, the crash rates since the 3-lane conversion are lower than what would be expected at a signalized intersection (typical signalized crash rate is 1.0 crashes/million entering vehicles) . The 3-lane conversion took place the summer of 2002. Here's the data we have since then: 17 & 4th Year Crashes Crash Rate 2003 4 0.64 2004 4 0.60 2005 (thru July) 1 - 17 & 10th 2003 2 0.27 2004 2 0.27 2005 (thru July) 3 - Based on this data, we would have a very hard time making the case that using the HES funds for signal revisions (adding protected lefts) would provide additional safety benefits, which is what these funds are intended for. We therefore will not be using these funds for additional improvements to CSAH 17 at 4th and 10th Avenues. Let me know if there's anything else you need from us. Thanks- Brian K.
