SUBJECT: Ordering Feasibility Report for 2006 Bituminous Overlay Project

INTRODUCTION:
Attached is Resolution No. 6321, which orders the feasibility report to be prepared for
loth A venue, from Marschall Road to Tyler Street.
BACKGROUND:
Staffhas completed the review of the proposed 2006'-2010 Capital Improvement Program
which includes a street preservation project on loth Avenue.
10th Avenue has deteriorated and is a candidate for a bituminous overlay, which would
extend the life expectancy ofthe street.
Attached is a map showing the proposed study area for the 2006 Bituminous Overlay
Proj ect. In the feasibility report, staff will investigate street rehabilitation along with
utility repairs.
In order to improve lOth A venue during ~he summer months of the 2006 construction
season, the feasibility report should be authorized at this time.
AL TERNATIVES:
1. Adopt Resolution No. 6321.
2. Deny Resolution No. 6321.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No. I, so that the proposed bituminous overlay project
feasibility study can be initiated for possible construction.
ACTION REQUESTED:
Offer Resolution No. 6321, A Resolution Ordering a Feasibility Report for the 2006
Bituminous Overlay Project and move its adoption.

RESOLUTION NO. 6321
A Resolution Ordering The Preparation Of A
Report For Improvements To
10th Avenue, From Marschall Road To Tyler Street
WHEREAS, it is proposed to improve lOth A venue, from Marschall Road to Tyler Street
by reconstruction of sanitary. sewer, watermain, storm sewer, concrete curb & gutter, aggregate,
bituminous paving and all appurtenant work and to assess the benefited property for all or a portion
of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.
