SUBJECT: Ordering Feasibility Report for 2006 Street Reconstruction Project and
Tahpah Park Redevelopment

INTRODUCTION:
Attached is Resolution No. 6320, which orders the feasibility report to be prepared for the
following streets:
. 4th A venue, from Scott Street to Cass Street
. 5th Avenue, from Scott Street to Webster Street
. 6th A venue, from Scott Street to Webster Street
. Webster Street, from 5th A venue to 6th Avenue
. Cass Street, from 4th A venue to 6th Avenue
. Clay Street, from 4th Avenue to 6th Avenue
. Pierce Street, from 4th Avenue to 6th Avenue
The Resolution also orders the formal feasibility report for Tahpah Park redevelopment.
In addition, City Council is asked to authorize a contract extension with Bonesttoo
Rosene Anderlik and Associates to conduct the Tahpah Park feasibility study component.
BACKGROUND:
2006 Street Reconstruction (Jeff Weyandt)
Staffhas completed the review of the proposed 2006-2010 Capital Improvement Program
which includes street preservation projects on the streets listed above.
The above streets have deteriorated and are candidates for reconstruction.
Attached is a map showing the proposed study area for the 2006 Street Reconstruction
Project. In the feasibility report, staff will investigate street reconstruction along with
utility replacement.
In order to reconstruct these streets during the summer months of the 2006 construction
season, the feasibility report should be authorized at this time.
Tahpah Park Redevelopment Feasibility Study (Mark Themig)
Earlier this fall, City Council authorized the schematic design process and feasibility
study for Tahpah Park redevelopment. This included conceptual design and cost
estimates for the parking lot replacement, storm water systems, and playground.
replacement, which is proposed to be attached to another public improvement project and
bonded.
Since that time, I have been working with Finance Director Gregg V oxland and Public
Works Director Bruce Loney to clarify the legal requirements for attaching the
designated Tahpah Park work to another public improvement project. According to bond
council and Mr. V oxland, any work that has potential to be attached to another public
improvement project and bonded must be included in the feasibility study for the overall
project. In other words, we can not conduct two separate feasibility studies. and then
combine the proposed work for one bond.
I also met with Bruce Loney and Jeff Weyandt to discuss what 2006 projects have the
bonding capacity to attach the designated Tahpah Park work. The 2006 street
reconstruction project should have the capacity to bond most of the proposed work,
although this would be clarified as part of the feasibility study. Therefore, I am
recommending that the parking lot replacement, stormwater systems, and playground
replacement be added to the 2006 Street Reconstruction feasibility study.
When City Council approved the schematic design process for Tahpah, there was some
discussion about whether or not the designated work should in fact be bonded, or funded
in some other manner. Even with including the Tahpah Park work in the 2006 Street
Reconstruction feasibility study, City Council is not obligated to bond for this work. That
decision could be made at a later time.
Contract Extension for Bonestroo Rosene Anderlik and Associates for Tahpah Park
Feasibility Study (Mark Themig)
Due to the scope of the parking lot and storm water design, I met with Mr. Weyandt and
Mr. Loney to discuss whether or not the Engineering staff would be able to do this design
work, which would then be combined into the overall park redevelopment plans that Ms.
Weber prepares. Due to Engineerings' other commitments (planned 2006 public
improvement projects, current development that is underway, developments already
approved for 2006 but not yet underway, and the potential for another significant
development to be added to meet the needs for a future school site), we have come to the
conclusion that it is not possible for the existing staffing levels to support park parking lot
design, storm water design, and construction administration work through the foreseeable
future.
Therefore, I requested a proposal from Bonestroo to complete the designated Tahpah
Park component of the feasibility study. Bonestroo's proposal is estimated at $8,500,
with a cost to not exceed $10,500, and meets the timeline for the feasibility study. These
costs would be paid from the funds allocated in the CIP for "Engineering/Admin". As we
move closer to 2006 and have a better understanding of upcoming work loads, we will
continue to evaluate the need for professional services to do the detailed design.
AL TERNA TIVES:
I. Adopt Resolution No. 6320.
2. Modify and Adopt Resolution No. 6320 with modifications(s).
3. Deny Resolution No. 6320.
4. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No. I, so that the proposed street reconstruction project
and Tahpah Park redevelopment feasibility study can be initiated for possible
construction.
In addition, we recommend that City Council authorize a contract extension with
Bonestroo Rosene and Anderlik for Tahpah Park feasibility study.
ACTION REQUESTED:
1. Offer Resolution No. 6320, A Resolution Ordering a Feasibility Report for the 2006
Street Reconstruction Project and Tahpah Park Redevelopment and move its
adoption.
2. Move to authorize Bonestroo Rosene Anderlik and Associates to prepare the Tahpah
Park Feasibility Study component ata cost not to exceed $10,500.

A Resolution Ordering The Preparation Of A
Report On An Improvement To
The 2006 Street Reconstruction Project and Tahpah Park Redevelopment
WHEREAS, it is proposed to improve 4th Avenue, from Scott Street to Cass Street; 5th
A venue, from Scott Street to Webster Street; 6th A venue, from Scott Street to Webster Street;
Webster Street, from 5th Avenue to 6th Avenue; Cass Street, from 4th Avenue to 6th Avenue; Clay
Street, from 4th Avenue to 6th Avenue; and Pierce Street, from 4th Avenue to 6th Avenue by
reconstruction of sanitary sewer, watermain, storm sewer, concrete curb & gutter, aggregate,
bituminous paving and all appurtenant work and to assess the benefited property for all or a portion
of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429; and,
WHEREAS, it is proposed to improve and expand Tahpah Park parking lot by installing
storm sewer and storm water ponding, concrete curb and gutter, aggregate, bituminous paving and
all appurtenant work, and install new playground equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE.
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.

Dear Mark:
According to our Agreement for Professional Services within the City of Shakopee and Section I -C-2
(Major Projects), this extension agreement is written to provide you with an estimate of cost for
engineering services for the above-referenced project. We are proposing to complete the work as detailed
in the attached scope of services, Exhibit A.
As discussed at recent meeting, the City of Shakopee is planning to do various improvements at Tahpah
Park. The improvements that need to be addressed in the Feasibility Study include:
. Reconstruction of the existing parking lot with
. Reconstruction of all or portions of the existing entrance road from Adams Street
. Construction of additional parking space and turnaround
. Construction of various storm water improvements for the park consisting of curb and gutter for
parking lot and entrance road, storm sewer piping and structures, and storm water ponding.
. Review of lighting options for the parking lot will be done.
. Comments on how the existing sanitary sewer system is operating and any performance feedback.
City Staffwill be reviewing other improvements to the Park.
The existing parking lot is in poor condition and shows various pavement distress conditions including
alligator cracking and block cracking. Portions of the parking lot were constructed approximately 20
years ago and other portions 35 years ago. People currently pull of the entrance road and park in non-
designated areas. Storm water runoff currently uses various routes to get to the Upper Valley Drainage
Way. Parts of the routes experience erosion and require continual maintenance by the City. Other
portions drain to existing storm sewer piping in the site. The intent of the study would be to evaluate
using existing storm sewer piping wherever possible. The storm water pond would discharge into the
existing Upper Valley Drainage Way.
The City has taken borings in a few locations of the existing parking lot to confirm the existing section. It
is anticipated that these borings will suffice for the design purposes, although costs for potential soil
corrections will be incorporated into the estimates.
The attached Work Plan describes the approach and tasks proposed to be completed by Bonestroo,
Rosene, Anderlik and Associates, Inc. (Bonestroo).

We propose to conduct the work on an hourly basis with an estimated fee of $8, 500 and a fee not-to -
exceed $10,500. We will review our progress regularly and will not exceed this amount without your
prior approval.
We can begin work after authorization in order to provide conceptual drawings for a November 17,2005
Design Committee Meeting and the feasibility report for Council review at the December 6, 2005 Council

The City of Shakopee agrees to reimburse Bonestroo for these services in accordance with Section 4 of
the agreement for professional services. If this agreement meets with your approval, please sign below

WORK PLAN
. Project Management - This task includes planning and coordination of all work tasks,
establishment and monitoring of budgets, and correspondence with the City of Shakopee on a
regular basis. The project manager will provide technical direction on all aspects of the
project and review all work products. The project manager will serve a primary role in the
many design considerations.
. Data Collection - Available data will be collected from the Park and Recreation Project
Manager for our use in preparation of the feasibility report. Bonestroo will review any
additional information request with the Parks and Recreation Department as well as City
Engineering and Public Works Departments.
. Field Survey - No field survey is included in this work plan. From discussions with City
Staff, information from past surveys as well as any contour information and drainage areas
from the City's Surface Water Management Report will be provided for the Storm Water
Analysis. .
. Feasibility Report - The feasibility report phases included in the project fee are as follows:

drawings of the reconstructed parking lot and entrance road for these existing facilities. The
drawings will reflect existing limits shown on aerials provided by City Staff.
Construction of additional parking space and turnaround
Bonestroo will calculate the costs for construction of these two areas and prepare. concept
drawings of the new parking lot and turnaround for these existing facilities. The drawings will
reflect information provided by City Staffbased on the overall Tahpah Park work.
Parking: Lot Lighting
Bonestroo will provide information on proposed parking lot lighting in the feasibility report and
costs.
Storm Water Improvements
Bonestroo will calculate the costs for construction of a storm water pond and pond outlet to serve
the areas of Tahpah Park as well as the parking lot storm sewer and the sizing based on existing
drainage areas and existing and new impervious surfaces. The City will supply information from
existing surveys and drainage areas as well as contour information from the City's Surface Water
Management Plan.
Sanitary Sewer
City Staff has requested Bonestroo comment on the existing sanitary sewer system serving
Tahpah Park and any comments on how to enhance the performance of the existing system.
Bonestroo will review the issue with the City Sewer Utility Department and provide comments
in the report.
Feasibility Review Meetings
Bonestroo will schedule review meetings with the City of Shakopee Staff. Our fee is based upon
tWo (2) review meetings.
Permits and Easements
Bonestroo will comment on any permits or easements needed for construction of the parking lot
and storm water improvements.
Cost Estimates and Financing
Bonestroo will prepare cost estimates and recommendations on financing of these improvements.
Schedule
Bonestroo will provide a schedule for design and construction of the project. The report will be
provided for the December 6, 2005 Council Meeting.
Concept Drawings
Bonestroo will provide concept drawings for the November 17, 2005 Design Committee
Meeting.
