Introduction
Scannell Properties #166, LLC has submitted an application for Preliminary and Final Plat
approval of property located at the southeast Corner of 4th Avenue East and Shenandoah Drive.
The applicant is proposing to plat three (3) industrial lots, 13.0, 9.8 and 11.7 acres in size, and
additional right -of -way along Shenandoah Drive and 4th Avenue East, with the northwesterly lot
of the proposed development to be final platted at this time. The final plat will be considered by
the City Council after the Commission forwards a recommendation on the preliminary plat.
Specific design and performance standards shall be reviewed at time of building permit, should
this request be approved. That would include a review of the building materials, landscaping,
parking lot (and curbing) design, trash and rooftop screening requirements, and other criteria
(including lighting, noise, and odor regulations) as specified in the City Code.
Several city departments and outside agencies have provided memorandums which note
comments /conditions as a result of their review of the project. These memorandums have been
attached to this report.
The Engineering Department has reviewed the application and provided a memorandum that
includes a significant number of conditions that shall be incorporated into the resolution should
this request be approved. Included with their memorandum is an e-mail from WSB & Associates,
Inc., which addresses their review of the storm water management plan.
Shakopee Public Utilities provided a memorandum, noting that municipal water service,
underground electric service, and street lighting installation is available subject to their standard
terms and conditions, and that they must pay the associated fees. They also commented on the
water and electric service availability. Lastly, they questioned whether the City desires any street
lighting be added to either Shenandoah Drive and 4th Avenue. It is recommended by Planning
staff that street lighting be required on both streets.
The Natural Resources Technician provided a memorandum outlining a number of conditions
should this plat be approved.
The City Finance Department noted that there are two (2) special assessments (totaling
$60,108.98) which shall be paid in full prior to recording the final plat.
The Director of Parks, Recreation and Natural Resources provided a memorandum noting a
number of conditions of approval, specifically noting compliance with the City Code pertaining to
woodland and tree management replacement requirements, trail construction along 4th Avenue
and Shenandoah Drive, and park dedication fees. Those conditions will be incorporated into the
plat resolution.
Planning Staff commented that the plat should be renamed Valley Park Business Center First
Addition to avoid confusion with future plat additions, such as when the outlots are proposed to
be platted. It was also commented that the outlots shall be platted prior to issuance of any
building permits for those lots.
Planning Commission Recommendation
The Planning Commission reviewed the preliminary plat at its July 11, 2013 meeting, and by a
4 -0 vote, they recommended approval of the preliminary plat as presented.
Alternatives
1. Approve Resolution No. 7327, a resolution approving the Preliminary and Final Plat of Valley
View Business Park First Addition, subject to the conditions as presented.
2. Approve Resolution No. 7327, a resolution approving the Preliminary and Final Plat of Valley

3. Do not approve the preliminary and final plat and direct staff to prepare a resolution consistent
with the direction of the Council.

Narrative — Proposed Valley View Business Park — Preliminary and Final Piat
The subject property is a 35.66 acre site currently zoned "Light Industrial" (LI). The applicant, Scannell
Development Company ( "Applicant "), has worked with Staff over the past year and a half on a zoning
action and in developing a tree preservation plan. This application is for a preliminary plat for the entire
site and a final plat (concurrently) to support the development of a 175,000 square foot office, lab and
warehouse facility. Upon receipt of the preliminary and final plat approvals, the Applicant will
commence construction immediately on the office, lab and warehouse facility. The remainder of the
site will be developed under the name of "Valley View Business Park" (the "Park ") in future phases as
user interest progresses.
The site will feature a private road, regional detention and public utilities designed to support the three
proposed parcels comprising the Park. In addition, the Applicant is prepared to work with Shakopee
Public Utilities to relocate existing electrical services underground at the property and to install pad
mounted transformers in lieu of the current pole mounted equipment. The Applicant is also prepared to
finalize the tree preservation plan with Shakopee Parks, Recreation and Natural Resources. The result
will be an aesthetically pleasing business park that will attract businesses and enhance the Community.
The proposed 175,000 square foot office, lab and warehouse facility will be located at the Southeast
corner of 4th Street and Shenandoah. As the intended use of the planned facility is primarily office, a
corner and prominent location within the Park will foster the community's vision for a high - quality
building product in this area that will enhance the surrounding environment and that nearby residences
and businesses will be proud to have in their Community. The facility will be constructed of precast
concrete panels with various finishes, horizontal and vertical articulation at the main entrances, ample
glass and a complementary color scheme. The facility will support mainly office, engineering, and
research and development functions. The total employment count will be in the range of 350 -375
persons. The facility will require minimal semi -truck traffic that will access the facility off the private
road proposed within the Park. The goal is to commence construction no later than August 1, 2013 and
have the facility completed and operational by May 1, 2014.
The Applicant and developer of the proposed Valley View Business Park is Scannell Development
Company, doing business as Scannell Properties. Headquartered in Indianapolis, Indiana; Scannell has
four regional offices throughout the U.S., including an office in the Greater Minneapolis, MN area and is
committed to growing its presence in the Greater Minneapolis market. Scannell has a twenty year track
record of developing first class buildings of varied product types. Further, Scannell Properties is
experienced in working with municipalities and their constituents alike to create successful development
projects that serve the community in which they are located.

Based on a review of the application materials provided to staff, staff has the following
conditions of approval:
Prior to recording of final plat:
1. Compliance with the Woodland and Tree Management Ordinance as commented
on by the Natural Resources Technician.
2. Trails and Sidewalks - The preliminary plat shows a sidewalk along 4 Avenue
and an 8' bituminous trail along Shenandoah Drive. No additional trails or
sidewalks are required at this time.
At the time of recording of final plat:
Park Dedication
1. Given the less than half mile distance from Prairie Bend Park, cash in lieu of land
is recommended.
2. Park dedication fees in the amount required by the City Code and adopted City
fee schedule shall be paid at the time of recording of the final plat.
3. Preliminary park dedication calculations (to be confirmed at time of final plat) are
as follows:

INTRODUCTION
Staff and the Environmental Advisory Committee (received 12Jun13) recommend
approval of the requested PP /FP application for the Valley View Business Park
with the following conditions:
1. The applicant must meet the City's Woodland Management Ordinance (Section
11.60 Subdivision 9) requirements.
2. The landscaping /tree replacement requirement total is 1029 units for the entire site.
444 units are landscaping requirements of which 50% can be shrubs. 585 trees are •
required for tree replacement of which 10% can be shrubs with a replacement ratio
of 3:1 (shrubs:trees). All proposed species on Landscape Plan (L -1), revised 5.22.13
are approved except maple, apple, and spruce *. No maple or apple trees will be
accepted as replacement/landscaping trees and no more than 25 spruce trees will be
accepted as replacement/landscaping trees. Recommended alternatives follow:

3. Final grading requires the placement of a minimum 6 inches of topsoil meeting
requirements set in MnDOT's "SELECT TOPSOIL BORROW" (spec. 3877.2 B,
Table 3877 -2).
4. Irrigation systems require rain sensors. •
5. Either irrigation or curb cuts are required in all landscaping islands.
6. Although the applicant is preserving no trees on the plan, the area to the northeast
corner of the project has privately owned tree requiring protection. If as a result of
mass grading any of these trees are determined to be wounded sufficiently to be
considered dead or dying by the Natural Resource Technician, the developer will be
required to replace the tree(s) according to the Woodland and Tree Management
Ordinance.
7. Tree Protection Fence* for mass grading is to remain in place the duration of the
land disturbing activities. Removal of the silt fence and tree protection fence for
mass grading will be the responsibility of the developer.
*Tree Protection Fence means orange snow fencing or polyethylene laminate safety
netting placed at the drip -line of the tree being preserved.
8. Replacement trees shall be planted according to the following conditions:
a. Trees shall be planted a minimum of six feet from impervious surfaces.
b. Trees shall be planted a minimum of ten feet from property lines.
c. Trees shall not be planted in easements containing utilities.
d. Trees shall not be planted in City owned right -of -way.
e. Trees shall not be planted below overhead utilities.
f. Trees shall not be planted below high water levels (HWL) in existing or
created ponds or wetlands.
9. The tree planting detail found on the City of Shakopee webpage
http: / /www.ci.shakopee.mn.us /nr trees woodlands.cfm (or one showing the same
planting specifications) shall be displayed on the landscaping plan. If the installed
trees do not meet the specifications on said detail, trees are determined unhealthy by
City of Shakopee staff, or are damaged before time of final inspection they will be
removed and replaced at the expense of the applicant. •
10. Bare root is an acceptable planting stock for meeting the Landscaping
Requirements. Trees still must meet size requirements. All bare root trees shall be
planted during the spring or fall planting season. Spring planting season is considered
April to early June and fall planting season is considered late September through
November.
Staff and the Environmental Advisory Committee (received 12Jun13) recommend
approval of the requested PP /FP application for the Valley View Business Park
with the following conditions:
11. Soil compaction for areas with landscaping (including landscaping islands) shall be
between 75 % -80% of Standard Proctor. The applicant shall submit soil samples of
these areas prior to release of final plat.
12. Unless noted in these conditions all details and notes listed on the Landscape Plan
L -1, revised 5.22.13 are approved and required to be met.
13. The warranty period will not begin until installed plants are inspected by City staff
and determined acceptable. Call Jacob Busiahn with the City of Shakopee to
schedule inspection, 952- 233 -9511.
14. Applicant must submit a 2 year maintenance plan specific to the proposed seed mix
for the infiltration pond prior to release of final plat.
15. 10% of the installed plants will be inspected by City staff after installation. If 25% or
more of inspected plants fail to meet the requirements and conditions, all installed
plants will be removed and replaced at the cost of the applicant.

The application indicates a request for a Preliminary Plat and Final Plat review of a Tight
industrial (1 -1) zoned development located southeast of the 4 Avenue and Shenandoah Drive
intersection.
This review is preliminary, as more comments will follow with additional submittals. However,
the engineering department offers the following comments at this time for the applicant and
for the planning department:
General Conditions
The following items need to be completed prior to release of the Final Plat for recording:
1. Execution of a Developer's Agreement, which needs to include provisions for security
for public improvements within the Final Plat and the engineering review fees.
2. Payments of Trunk Storm Water Charges and Trunk Storm Water Storage and Treatment
Charges need to be made, as required by the most current City of Shakopee Fee
Schedule.
3. Payment of all storm water management plan review charges need to be made, as
required by the most current City of Shakopee Fee Schedule.
4. Provide electronic files (AutoCAD and Adobe Acrobat formats) of the Final Plat to be
recorded with datum on the Scott County coordinate system.

The following items need to be completed prior to approval of a grading permit and /or a
street and utility plan:
1. The applicant needs to obtain a NPDES permit prior to any land disturbing activity. A
copy of this permit will be provided to the City.
2. The applicant will grade the entire site, as proposed on the approved plans, in one
phase within one year from the date of approval of the grading permit application.
Grading is defined as bringing the site to the proposed finished grade with materials
deemed acceptable by the City of Shakopee engineering department, providing topsoil
per City requirements and applying seed, mulch and /or sod per City requirements and
providing an as -built record grading plan per Section 2.5 of the City of Shakopee Design
Criteria.
3. The applicant will provide an adequate number soil samples /tests in close proximity of
the infiltration system to verify the infiltration rates of the existing soils. The system
design may need to be altered based on the results.
4. The applicant will line the proposed storm water basin with a minimum of two (2) feet
of clay up to the normal water level for treatment purposes.
5. The applicant will work with engineering staff to provide a forebay (for sediment
collection) at each flared end section outletting to the storm water basin(s).
6. The applicant will work with engineering staff to provide wetland type vegetation below
the approved high water level of the storm water basin.
7. The applicant will provide an emergency overflow for the storm water basin.
S. The proposed high water level of the storm water basin is approximately four (4) feet
higher than portions of the property to the east and 4 Avenue. The applicant will work
with the City of Shakopee to lower this high water level in order to provide a more
developable property and reduce the potential for saturation of the soils.
9. Class IV fieldstone riprap needs to be placed at each flared end section outletting to the
storm water basin. The riprap will be placed to the bottom of the basin.
10. As Shenandoah Drive and 4 Avenue are rural section roadways, the applicant will
remove all proposed curb and gutter from within those rights -of -way.
11. The applicant will provide a bituminous trail along Shenandoah Drive and a sidewalk
along 4 Avenue within the plat boundary. The design needs to accommodate existing
drainage patterns. The trail and sidewalk are not to be located in a ditch bottom.

12. The proposed connection to the existing sanitary sewer manhole will be core drilled
and fitted with a water tight boot.
13. The proposed sanitary sewer serving this site will be SDR 26 within the right -of -way.
The following items need to be addressed /completed prior to issuance of a building permit:
1. Record plans of all public improvements need to be provided per the City of Shakopee
Design Criteria, Section 2.5 and Section 11.2 (A -L). The record plans need to be
submitted to the engineering department.
Final Plat Conditions
The following items need to be completed prior to release of the Final Plat for recording:
1. Easements need to be shown on the Final Plat as approved by the City Engineer. They
will include, but are not be limited to, the following:
• Minimum drainage and utility easements for the existing trunk sanitary sewer along
the west and north property lines need to be dedicated per the City of Shakopee
Design Criteria, Section 10.1 (A -D). The easements need to be centered along the
public utility alignments.
• Provide a drainage and utility easement to encompass the approved high water level
of the storm water basin.
• Provide a minimum of forty (40) feet of drainage and utility easement centered on
the proposed storm sewer between Lots 4 and 5 of Block 1.
Storm Water Management Plan Review
The applicant has submitted a storm water management plan that was reviewed by engineering
staff and WSB & Associates, Inc. Please see the attached e-mail from Bob Barth dated June 28,
2013. The applicant will need to obtain final approval of the plan prior to issuance of a grading
permit.
Recommendation
Engineering staff recommends approval of the Preliminary Plat and Final Plat application
subject to the conditions referenced above being completed by the applicant.

We have reviewed the Valley View Business Park preliminary stormwater submittal.
Items submitted for review:
Stormwater Management Study (Alliant Engineering 5- 16 -13)
Preliminary Grading, Drainage, and Erosion Control Plan (Alliant Engineering 5- 22 -13)
Geotechnical Evaluation Report (Braun Intertec 6 -4 -13)
Stormwater Review Comments:
Infiltration is proposed to occur within the NURP volume of the stormwater pond. Infiltration and NURP ponding
should be separate for a number of reasons:
1. Shakopee requires that ponds be assumed to start at a NWL equivalent to the outlet elevation (here 943.7').
It is not assumed that infiltration can consistently maintain a lower NWL within a NURP /rate control pond.
2. The NPDES Construction Permit requires a three foot separation between infiltration and seasonal high
groundwater which here could be interpreted as the "permanent pool" of the NURP pond.
3. Additionally, the current concept does not provide pretreatment to the infiltration areas since the NURP pond
and infiltration area are the same. Clogging is thus a real concem.
4. Infiltration at 940.0 is not separated from the 940.5 rock elevation by the required 3 feet.
A different infiltration concept will need to be considered to achieve required separation between NURP ponding
and infiltration.
The stormwater management plan should describe downstream route for site stormwater runoff. The plan shows
discharge into the 4 Avenue ditch from the pond at 8.8 cfs for the 100 -year event. Do the culverts to the east
have capacity for this flow? This should be established.

Understanding the grading plan is _ .,ctly preliminary, EOF information should ue included on the plan. Each
EOF should be noted and the ultimate EOF for the site (assumed to be pond overflow) identified.
Provide storm sewer design information and driveway culvert design information.
Layouts of sanitary and water utilities would help us evaluate potential conflicts with stormwater.
The proposed pond NWL precludes discharge to the west and north. It had been part of the Shenandoah East
Master Plan to take this site's drainage through its proposed stormwater system. Preserving this option would
mean discharging toward the existing culvert in the northwest quadrant of the site, which has a 940.66 invert
elevation. If this drainage pattern (west and then north) is preferred, then the proposed NWL for the Valley View
Business Park Pond should be raised to allow a piped discharge to this existing culvert.
Some pond redesign might occur due to the infiltration comments above. However, as submitted the proposed
pond meets the City's rate control and NURP water quality requirements.

RESOLUTION NO. 7327
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA APPROVING THE
PRELIMINARY AND FINAL PLAT OF VALLEY VIEW BUSINESS PARK FIRST
ADDITION
WHEREAS, Mary Ann Gross, property owner, and Scannell Properties #166, LLC, applicant,
have made application for preliminary and final plat approval of Valley View Business Park First
Addition; and
WHEREAS, the subject property is legally described as:
See attached Exhibit #1; and
WHEREAS, the Planning Commission reviewed the preliminary plat on July 11, 2013, and
recommended approval of the proposed preliminary plat with conditions; and
WHEREAS, on July 16, 2013, the City Council reviewed the proposed preliminary and final
plat.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA THAT THE PRELIMINARY AND FINAL PLAT OF VALLEY
VIEW BUSINESS PARK FIRST ADDITION IS HEREBY APPROVED, SUBJECT TO THE
FOLLOWING CONDITIONS:
I. The following procedural actions must be completed prior to the recording of the Final
Plat:
A. Approval of title by the City Attorney.
B. Rename the plat to Valley View Business Park First Addition.
C. The two (2) special assessments ($60,108.98) shall be paid in full.
D. Payment of all storm water management plan review charges need to be made, as
required by the most current City of Shakopee Fee Schedule.
E. Execution of a Developer's Agreement, which shall include provisions for security for
public improvements within the Final Plat and all engineering fees and charges.
F. Payments of Trunk Storm Water Charges and Trunk Storm Water Storage and
Treatment Charges shall be made, as required by the most current City of Shakopee Fee
Schedule.
G. Provide electronic files (AutoCAD and Adobe Acrobat formats) of the Final Plat to be
recorded with datum on the Scott County coordinate system.
H. Easements need to be shown on the Final Plat as approved by the City Engineer. They
will include, but are not be limited to, the following:
• Minimum drainage and utility easements for the existing trunk sanitary sewer
along the west and north property lines need to be dedicated per the City of

Shakopee Design Criteria, Section 10.1 (A -D). The easements need to be
centered along the public utility alignments.
• Provide a drainage and utility easement to encompass the approved high water
level of the storm water basin.
• Provide a minimum of forty (40) feet of drainage and utility easement centered
on the proposed storm sewer between Lots 4 and 5 of Block 1.
Park dedication fees in the amount required by the City Code and adopted City fee
schedule shall be paid at the time of recording of the final plat. Cash in lieu of land is
recommended. The fee based on the current adopted City fee schedule is calculated at
$6,930 per acre.
II. Following approval and recording of the final plat, the following conditions shall
apply:
A. The applicant must meet the City's Woodland Management Ordinance (Section 11.60
Subdivision 9) requirements.
B. The landscaping/tree replacement requirement total is 1029 units for the entire site. 444
units are landscaping requirements of which 50% can be shrubs. 585 trees are required
for tree replacement of which 10% can be shrubs with a replacement ratio of 3:1
(shrubs: trees). All proposed species on Landscape Plan (L -1), revised 5.22.13 are
approved except maple, apple, and spruce *. No maple or apple trees will be accepted as
replacement/landscaping trees and no more than 25 spruce trees will be accepted as
replacement/landscaping trees. Recommended alternatives are as follow:

*Due to tree species making up a high percentage of Shakopee's urban forest or the
threat of insect/disease.
C. Final grading requires the placement of a minimum 6 inches of topsoil meeting
requirements set in MnDOT's "SELECT TOPSOIL BORROW" (spec. 3877.2 B, Table
3877 -2).
D. Either irrigation or curb cuts are required in all landscaping islands.

E. Although the applicant is preserving no trees on the plan, the area to the northeast
corner of the project has privately owned tree requiring protection. If as a result of
mass grading any of these trees are determined to be wounded sufficiently to be
considered dead or dying by the Natural Resource Technician, the developer will be
required to replace the tree(s) according to the Woodland and Tree Management
Ordinance.
F. Tree Protection Fence for mass grading is to remain in place the duration of the land
disturbing activities. Removal of the silt fence and tree protection fence for mass
grading will be the responsibility of the developer. Tree Protection Fence means orange
snow fencing or polyethylene laminate safety netting placed at the drip -line of the tree
being preserved.
G. Replacement trees shall be planted according to the following conditions:
a. Trees shall be planted a minimum of six feet from impervious surfaces.
b. Trees shall be planted a minimum of ten feet from property lines.
c. Trees shall not be planted in easements containing utilities.
d. Trees shall not be planted in City owned right -of -way.
e. Trees shall not be planted below overhead utilities.
f. Trees shall not be planted below high water levels (HWL) in existing or created
ponds or wetlands.
H. The tree planting detail found on the City of Shakopee webpage
http://www.ci.shakopee.mn.us/nr_trees_woodlands.cfm (or one showing the same
planting specifications) shall be displayed on the landscaping plan. If the installed trees
do not meet the specifications on said detail, trees are determined unhealthy by City of
Shakopee staff, or are damaged before time of final inspection they will be removed and
replaced at the expense of the applicant.
I. Bare root is an acceptable planting stock for meeting the Landscaping Requirements.
Trees still must meet size requirements. All bare root trees shall be planted during the
spring or fall planting season. Spring planting season is considered April to early June
and fall planting season is considered late September through November.
J. Soil compaction for areas with landscaping (including landscaping islands) shall be
between 75 % -80% of Standard Proctor. The applicant shall submit soil samples of these
areas prior to release of final plat.
K. Unless noted in these conditions all details and notes listed on the Landscape Plan L -1,
revised 5.22.13 are approved and required to be met.
L. The warranty period will not begin until installed plants are inspected by City staff and
determined acceptable. Call Jacob Busiahn with the City of Shakopee to schedule
inspection, 952- 233 -9511.
M. Applicant must submit a 2 year maintenance plan specific to the proposed seed mix for
the infiltration pond prior to release of final plat.
N. 10% of the installed plants will be inspected by City staff after installation. If 25% or
more of inspected plants fail to meet the requirements and conditions, all installed
plants will be removed and replaced at the cost of the applicant.
O. Irrigation systems shall require rain sensors.
P. Building construction, sewer, water service, fire protection and access shall be reviewed
for code compliance at the time of building permit application(s).
Q. The developer and/or their assigns shall be responsible for any required or desired noise
or dust mitigation measures.

R. The applicant shall meet the design and performance standards, including screening and
landscaping ordinance requirements, of the City Code.
III. Following approval and recording of the final plat, the following conditions need to be
addressed /completed prior to approval of a grading permit and /or a street and utility
plan:
A. The applicant shall obtain final approval of the site's storm water management plan.
B. The applicant needs to obtain a NPDES permit prior to any land disturbing activity. A
copy of this permit will be provided to the City.
C. The applicant will grade the entire site, as proposed on the approved plans, in one phase
within one year from the date of approval of the grading permit application. Grading is
defined as bringing the site to the proposed finished grade with materials deemed
acceptable by the City of Shakopee engineering department, providing topsoil per City
requirements and applying seed, mulch and/or sod per City requirements and providing
an as -built record grading plan per Section 2.5 of the City of Shakopee Design Criteria.
D. The applicant will provide an adequate number soil samples /tests in close proximity of
the infiltration system to verify the infiltration rates of the existing soils. The system
design may need to be altered based on the results.
E. The applicant will line the proposed storm water basin with a minimum of two (2) feet
of clay up to the normal water level for treatment purposes.
F. The applicant will work with engineering staff to provide a forebay (for sediment
collection) at each flared end section outletting to the storm water basin(s).
G. The applicant will work with engineering staff to provide wetland type vegetation
below the approved high water level of the storm water basin.
H. The applicant will provide an emergency overflow for the storm water basin.
I. The proposed high water level of the storm water basin is approximately four (4) feet
higher than portions of the property to the east and 4th Avenue. The applicant will
work with the City of Shakopee to lower this high water level in order to provide a
more developable property and reduce the potential for saturation of the soils.
J. Class IV fieldstone riprap needs to be placed at each flared end section outletting to the
storm water basin. The riprap will be placed to the bottom of the basin.
K. As Shenandoah Drive and 4th Avenue are rural section roadways, the applicant will
remove all proposed curb and gutter from within those rights -of -way.
L. The applicant will provide An eight (8) foot wide bituminous trail along Shenandoah
Drive and a sidewalk along 4th Avenue within the plat boundary. The design needs to
accommodate existing drainage patterns. The trail and sidewalk are not to be located in
a ditch bottom.
M. The proposed connection to the existing sanitary sewer manhole will be core drilled and
fitted with a water tight boot.
N. The proposed sanitary sewer serving this site will be SDR 26 within the right -of -way.
0. The developer should implement the use of Best Management Practices for erosion
control and stormwater management during construction.
IV. Following approval and recording of the final plat, the following conditions need to be
addressed /completed prior to issuance of a building permit:
A. Record plans of all public improvements need to be provided per the City of Shakopee
Design Criteria, Section 2.5 and Section 11.2 (A -L). The record plans need to be
submitted to the engineering department.

B. Outlots shall be platted prior to issuance of any building permits for those lots.
C. Any work proposed within the County right -of -way shall require a County permit.
D. No berming, landscaping, ponding or signage shall be permitted in the County right -of-
way.
