Action Sought
Autharize the Execution of an extension agreement with WSB & Associates, Inc. for additional
professional services at a cost not to exceed $39, 138.00 for Lift Station L-16 Sewage Grinder
Installation.
Background
Previously the City authorized an extension agreement with WSB & Associates, Inc. to design a
lift station grinder installation at L-16. The cost of this service was not to exceed $15,383.00.
During the design, it has been determined that bypass pumping will be necessary to install the
grinder. Also, it has been determined that a 24" cast iron pipe will need to be lined, air vacuum
release structures No. 1 & 2 & 3 & 4 need replacement and redesign of the access openings and
this work needs to be done during bypass pumping. This additional work is necessary for proper
operation and for emergency response if there is an equipment failure in the structures.
Staff also believes that the ductile iron pipe under the Mill Pond needs to be cleaned and televised
to insure proper operation and to assess the condition of this pipe. These additions are being
added since expensive bypass pumping is needed to install the grinder and necessary for the
previously described additional work.
Recommendation
Staff would recommend adding this additional work to L-16 and associated structures and
forcemain for operation of the system and for emergency response when necessary.
Budget Impact
This work will be paid out of the City's Sanitary Sewer Fund.
Relationship to Vision
This supports goal E: Deliver effective and efficient public services by a staff of well-trained,
caring, and professional employees.
Requested Action

Dear Mr. Loney:
WSB & Associates, Inc. (WSB) is pleased to submit this proposal to provide additional design
and construction- related engineering services for the additional scope of work in conjunction
with the sewage grinder installation at Lift Station L16. Only one construction contract is
anticipated. Therefore, there will be no additional bidding services in addition to those originally
proposed.
Attached to this letter is Exhibit A – Scope of Work which provides background information,
WSB's approach to engineering services for the additional scope of work to be completed and
the additional professional services.
Compensation for services to complete the project will be in accordance with the hour estimates
outlined in Exhibit B, and according to WSB's agreement for professional services with the City
of Shakopee.

WSB proposes to submit 100% complete drawings, specifications, and bidding documents for
review within 30 days. Services related to bidding will be provided in accordance with the City's
schedule. Construction- related engineering services will be provided in accordance with the
successful bidder's schedule.

ADDITIONAL SCOPE OF' WORK
ORIGINAL SCOPE OF WORK
Lift Station L16, constructed in 1998, is a modern, submersible lift station that is in excellent
condition. Although the lilt station is in good condition with all of its major components either
reconditioned, new, or current state -of -the art, the pumps and check valves are subject to chronic
plugging with rags. The original scope of work included the installation of a sewage grinder in
the upstream manhole (diversion structure) at the toe of the flood protection dike. The grinder
will eliminate the plugging problem.
In addition to the sewage grinder, the original scope of work included the installation of a slide
gate in the diversion structure. The gate will be advantageous during wet well cleaning to
temporarily stop flow to the lift station. With flow temporarily stopped, the wet well can he
completely pumped down to facilitate a thorough cleaning and visual inspection.
ADDITIONAL SCOPE OF WORK
Need for Bypass Pumping
Review of the record drawings of the diversion structure and subsequent field inspection resulted
in the conclusion that invert work will be required which necessitates bypass pumping around the
diversion structure to allow the invert work to proceed and the new concrete to cure.
24" Cast Iron Pipe Gravity Sewer Lining
When the Metropolitan Council Environmental Services constructed Lift Station L16, new
gravity influent sewer was installed with the exception of a 30 -foot segment of cast iron pipe
(CIP) immediately downstream of the diversion structure. This segment of CIP was installed
when the City of Shakopee wastewater treatment facility was constructed in 1961. Therefore,
this pipe segment has been in service for over 50 years. Due to the fact that the segment is CIP,
external corrosion could be occurring. To prevent potential pipe failure, the 30 -foot segment
should be lined. To minimize loss in cross - sectional area, cast -in -place pipe (CIPP) lining is
desirable. CIPP lining requires bypass pumping to allow the new liner to cure. As noted above,
bypass pumping will be required to install the grinder and slide gate. Considering that the
bypass pumping will be in- place, anyway, the City will save money if the bypass forcemain is
extended downstream of the 30 -foot segment and it is CIPP lined as as part of the grinder /slide
gate installation project.
Air /Vacuum Release Structure No. 1 Valve Replacement /Modifications
This structure is located immediately downstream of Lift Station L16. The two 16" shut -off
valves are inoperable and should be replaced. Also the 16" tee should be replaced to ensure a
leak -free installation. Currently the structure is accessible only through manhole openings. To
facilitate valve and tee replacement and to improve future accessibility, the existing top slab
should be replaced with a new top slab and access hatch. E3ecause the structure is in a roadway,
the access hatch must accommodate wheel loading.
As noted above, bypass pumping will be required for the grinder /slide gate installation and the
24" CIP CIPP lining. Because it will be necessary to bypass structure no. 1 to replace the valves
and tee, the City will save money by extending the bypass forcemain past structure no. 1 and

include the structure no. 1 valve replacement /modifications in the grinder /slide gate installation
project.
AirNacuum Release Structure No. 2 Valve Replacement /Modifications
This structure is located further downstream of air /vacuum release structure no. 1. Like structure
no. 1, the two 16" shut -off valves are inoperable and should be replaced. Also, like structure no.
1, the 16" tee should be replaced to ensure a leak -free installation. Finally, as is the case with
structure no. 1, the existing top slab should be replaced with a new top slab and access hatch.
Because it will be necessary to bypass structure no. 2 to replace the valves and tee, the City will
save money by extending the bypass forcemain past structure no. 2 and include the structure no.
2 valve replacement /modfications in the grinder /slide gate installation project.
Clean -out Structures No. 3 and No. 4 Modifications
The Lift Station L16 forcemain crosses under the Mill Pond on the north side of County Road
101. Clean -out structure no. 3 is to the west of the Mill Pond with clean -out stntcture no. 4 to the
east. Because of the steep, rip - rapped slopes and the fact that a portion of the forcemain is under
water, repair of a forcemain break through the Mill Pond area would be difficult and time -
consuming. In recognition of this, the Lift Station L16 Emergency Operating Plan recommended
that the clean -out stnictures be modified to permit the installation of a temporary emergency
forcemain laid on the ground, across the bridge in the event of a forcemain break in this area.
The scope of work related to the clean -out structures no. 3 and no. 4 modifications includes the
following items of construction:
• Replacement of existing top slabs with manhole openings with new top slabs and access
hatches
• Extension of clean -out structure no. 4
• Piping modifications to permit attachment of temporary forcemain
Jetting and Televising of Mill Pond Forcemain
The Mill Pond forcemain was constructed of ductile iron pipe. Therefore, pipe corrosion is a
concern. Also, because of the steep pipe profile on either side of the Mill Pond, it is the segment
of forcemain most likely to have deposition of grit. Extending the bypass forcemain to past
clean -out structure no. 4 will allow jetting and televising of this segment. It is advisable to do so
as part of this project because it will save the City considerable money as opposed to doing so as
a separate project.
PROJECT APPROACH
Preliminary Design Phase
WSB has obtained and reviewed record drawings of the following items:
• 24" CIP influent gravity sewer
• Air /vacuum release structure no. 1
• Air /vacuum release structure no. 2

In addition, WSB has conducted a preliminary inspection of each of the structures. During the
preliminary design phase, WSB will field verify the dimensions and depths of each structure.
Also, we will field verify the sizes and dimensions of all piping inside the structures. WSB will
review alternative routing for the bypass forcemain with City staff Following alignment
selection, WSB will survey the selected alignment.
Final Desizn Phase
During final design, drawings, specifications, and bidding documents will be developed for the
following items which will be in addition to the grinder and slide gate installation which was the
original scope of work:
• Bypass pumping system
• Bypass forcemain
• 24" CIP CIPP lining
• Air /vacuum release structure no. I valve replacement/modifications
• Air /vacuum release structure no. 2 valve replacement /modifications
• Clean -out structure no. 3 modifications
• Clean -out structure no. 4 modifications
• Mill Pond forcemain jetting and televising
The 100% complete documents will be submitted for staff review. A review meeting will then be
held to gather staff comments and answer questions. Any requested revisions will then be
incorporated into the final drawings, specifications, and bidding documents.
An opinion of probable construction cost will be prepared during final design. The project cost
will he in excess of $100,000 which will require competitive bidding.
Bidding Phase
WSB will administer the bidding process on behalf of the City of Shakopee. Specific tasks to be
completed for this phase of the project are outlined below under Scope of Work.
Construction Phase
WSB will provide construction - related engineering services for the project. Specific tasks that
will be completed are outlined below under Scope of Work.

SCOPE OF SERICES
The following tasks will be completed in conjunction with the project:
Task 1: Preliminary Design Phase
WSB will complete the following tasks during preliminary design:
• 1.1 Field verify dimensions and depths of each structure.
• 1.2 Field verify sizes and dimensions of all piping in the structures
• 1.3 Review alternative bypass forcemain alignments with City staff
• 1.4 Survey selected bypass forcemain alignment
Task 2: Final Design Phase
WSB will complete the following tasks during final design:
• 2.1 Prepare and submit 100% complete drawings, specifications, and bidding documents
• 2.2 Attend review meeting
• 2.3 Prepare final drawings, specifications, and bidding documents
• 2.4 Prepare final opinion of probable construction cost
Task 3: Bidding Phase
WSB will administer the bidding process on behalf of the City by completing the following
tasks:
• 3.1 Prepare advertisement for bids
• 3.2 Distribute drawings, specifications, and bidding documents
• 3.3 Arrange for and conduct a field tour of the project for prospective bidders
• 3.4 Prepare and distribute addenda as required
• 3.5 Review bids and make recommendation for award
Task 4: Construction Phase
WSB will complete the following tasks during construction of the project:
• 4.1 Post bidding services, organize and attend the pre - construction meeting
• 4.2 Review and process shop drawings and submittals
• 4.3 Address contractor questions and respond to RFIs
• 4.4 Prepare payment estimates
• 4.5 Perform periodic site visits
• 4.6 Prepare final completion punchlist
• 4.7 Prepare final acceptance letter
